General Summary of Function/Purpose of Position This position functions as the departments Drainage Coordinator and acts as the statewide expert interpreting the Michigan Drain Code. This position provides coordination between county drain commissioners and MDOT, along with design expertise and guidance to the policy making committees of the department. Expert responsible for the coordination and development of training programs for staff and provide technical support as needed. This position is responsible for creating various instructional and information material utilized in hydraulic and hydrologic design. Provides litigation support regarding county drain issues or sewage disposal events as needed. This position coordinates drainage responsibilities identified in Michigan’s Drain Code duties defined as requiring MDOT’s Directors signature. For Civil Service Use Only Page 1 15. Duty 1 General Summary of Duty 1 % of Time 60 Serve as MDOT’s Drainage Coordinator and statewide expert on the Michigan Drain Code. Individual tasks related to the duty. Act as primary liaison for issues between MDOT and County Drain officials. Provide guidance to policy making committees of the department regarding MDOT's responsibilities per the Michigan Drain Code. Coordinate with the MDOT's Region Drainage Coordinators. Meet with County Drain Commissioners and their representatives as needed. Field review potential county drain projects that may impact or be impacted by MDOT. Develop policy for management review and advise MDOT leadership on impacts or issues as it pertains to MDOT’s drainage systems and consistency to state drainage law. Resolve the most complex drainage coordination including controversial issues with Intracounty and Intercounty drainage systems Provide expert review for new legislation or revisions to existing legislation regarding Michigan’s Drain Code. Coordinate activities requiring MDOT’s Director’s action as it relates to drainage law Provide expert witness in legal actions as they pertain MDOT’s responsibilities in county drain or sewage disposal events. Duty 2 General Summary of Duty 2 % of Time 20 Provide design assistance and selection guidance to MDOT Project Managers on post construction best management practices (PC-BMP) selection based on site specific conditions and restraints. Individual tasks related to the duty. Coordinate with Environmental Services Section, Region, and TSC staff to ensure PC-BMPs are integrated in road and bridge projects in compliance with the Departments storm water permit. Participate in the early coordination process for specific projects and coordinate with other Environmental Services Section, Region, and TSC staff as warranted. Providing relevant PC-BMP information for scoping projects to the appropriate Department staff. Review shop drawings for storm water treatment devices. Develop special provisions for the use of various storm water treatment devices as needed. Page 2 Duty 3 General Summary of Duty 3 % of Time 10 Assist Regions and TSC’s with Sewage Disposal Event claims and provide litigation services as needed. Individual tasks related to the duty. Assist Regions and TSC’s in gathering historic hydrologic/hydraulic information at the site in question. Review drainage calculations to determine where potential issues are with the drainage system and advise management of potential remedies. Serve as an expert witness and offer testimony by affidavit, deposition, and/or in court. Attend meetings with MDOT attorneys, Region, and TSC staff to discuss Sewage Disposal Event claims. Prepare answers to interrogatories involving litigation relative to design features of MDOT projects. Assist the Department's attorney in preparing for Court by researching design history. Collect pertinent hydraulic design data. Prepare court exhibits and testimony. Duty 4 General Summary of Duty 4 % of Time 5 Other duties as assigned Individual tasks related to the duty. Act as Project Manager for consultant contracts issued by the Hydraulics Unit relating to county drains. Review calculations performed by consultants as necessary. Approve payments through project MAIN for payment of bills for the Unit. Train MDOT Region and TSC personnel in hydraulic and hydrologic design. Work with MDOT's training coordinator to coordinate training for Region and TSC personnel. Work involves normal physical effort of bending, stooping, and reaching for plans; moving heavy or bulky loads, sitting for long periods of time in front of a computer; overtime, heavy workload situation with tight and multiple deadlines, and numerous assignments. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Possession of a bachelor's of science degree in civil engineering. EXPERIENCE: Four years of professional experience equivalent to a Transportation Engineer, including two years equivalent to a Transportation Engineer P11 or one year equivalent to a Transportation Engineer 12 or Transportation Engineer Licensed 12. One year of experience in hydraulics and hydrology is desired. KNOWLEDGE, SKILLS, AND ABILITIES: Oral and written communication, computer skills in Windows-based software applications and the Internet.
