THE CLUBHOUSE
As you have seen the Clubhouse is in the finishing
stages. Unfortunately, at this time I can tell you
everything except the exact date of the opening. Please
watch your mail for specific opening information.
What I can give you is a brief overview of the rental
process, rules and costs.
First, thanks to Jan Crabb and Ray Moore, as fellow
members of the Amenity Committee, for their help in
establishing the rules and regulations for the
Clubhouse. Please be prepared because there are a lot
of rules. Before you call to complain, please stop and
consider that eventually over 1100 households will
have access to the Clubhouse. It is sad, but there are
always those that have no respect for others, others’
property and think that rules apply to everyone but
themselves. The rules for the Clubhouse were set up to
protect our investment. We ALL have a vested interest
in the upkeep of this facility, and an increased liability
exposure.
Keeping that in mind, here are some highlights.
There will be no alcohol, no smoking and no pets
allowed. The rental will be for the Clubhouse only. It
does not include access to the pool, or the pool area.
You will have to be over 21, and a member in good
standing of the HOA to be eligible to rent the
Clubhouse.

To be in good standing means that you have to be up to
date in your monthly maintenance fees and have no
outstanding debts to the HOA, such as unpaid fines. The
rental fee is $15.00 per hour, with a two hour minimum.
A security deposit of $500.00 will be required. Full day
rentals will be $150. Rentals will be Sunday-Thursday
between the hours of 9am to 10pm, and on Friday and
Saturday between the hours of 9am and 12 midnight. If
there are no infractions of the rules and the “check out”
list is completed satisfactorily, your deposit will be
returned. What is expected of you, as far as clean-up,
will be included in the rental agreement. The Clubhouse
is for personal use only. No usage for personal gain,
profit, or business pursuits will be permitted.
In the main area of the Clubhouse there will be two
furnished sitting areas. There are ten six-foot banquet
tables and 80 folding chairs available for your use. The
kitchen has all the necessary appliances. There will be
plates, glasses, coffee cups and flatware for 50. Kitchen
implements are basic; a few pots and pans, cookie sheets,
wooden spoons, can opener and such. The kitchen would
probably be best used as a place to warm your food, not
as a place to prepare your food. There is also a big screen
TV, with cable and a DVD player.
Rentals will be handled by Zee Terry at Ghertner.
RESERVATIONS WILL ONLY BE ACCEPTED
AFTER AN OPENING DATE HAS BEEN SET. In
other words, calling Zee before you receive notice by
mail of the opening will be useless. Again, before you
call to complain please consider what could happen if you
make plans based on the Clubhouse being opened, and
for whatever reason it isn’t. The Board doesn’t want that
to happen and that is why reservations will NOT be taken
at this time.
It should also be noted that a security surveillance system
has been installed to monitor the Clubhouse interior and
exterior. Hopefully, this will help cut down on vandalism
and theft. Let there be no doubt, the Board will enforce
the rules and regulations vigorously.

you call with questions, wait until you receive the full set
of rules and rental procedures in the mail. Hopefully,
they will contain the answers to any questions. Thank

NEW AMENITY AREA
RULE VS LAW
Along with the Clubhouse the new pool area will be
open this season. It will include a pool, kiddie pool,
sand volleyball court, basketball/tennis court and a
playground area. The new pool is about 1 ½ times
larger than our existing one and will be a saltwater
pool. The advantages of the saltwater pool are that it is
suppose to be easier to keep clean and less costly to
maintain.
This seems so elementary, but it is evident from the
calls and letters the Board receives there are those that
don’t appreciate the difference. The Homeowners
Association is formed through a contractual agreement.
You become a signatory to that agreement when you
purchase property in Mansker Farms. That agreement
contains rules set forth in the Covenants and By-laws
that we all agree to abide by. Those include things
such as; no parking on the street, keeping your lawn
mowed, complying with fence guidelines, etc. The
rules are enforced by the Board of Directors of the
HOA through the levying of fines. On the other hand,
laws are set down by governing bodies, such as the
City, County, State or Federal governments. The HOA
cannot enforce laws.
PETS
I’ve run out of creative ways to say this…BE A
RESPONSIBLE PET OWNER. Non-pet owners
and responsible pet-owners do not want to clean
up after your animal. Letting your pet roam free is
in violation of City statutes and HOA rules.
Besides that it is just rude! Animal control
number is 264-5355.
PARKING
The Board of Directors has attempted to take a more
pro-active stance concerning the parking in the street.
This is a real safety issue. Some members of the Board
have been patrolling and issuing “warnings”. This
comes in the form of a notice being put on the vehicles
in violation. A log is being kept of all those receiving
warnings. The first warning is free. Any subsequent
warnings and you will receive a letter and a fine. The
fine might not seem like much, but remember any
unpaid fines will prohibit you from receiving your new
pool key, or the ability to rent the Clubhouse.

May 21st is the date, and Fairview Plantation in
Gallatin is the place. To participate, or sponsor a team

If someone is speeding, they are breaking the law. Call
the Police at 822-1111. There are some areas where
our rules and laws overlap. The City of Hendersonville
does have a leash law, as does the HOA. In cases
where both rule and law apply you would probably be
better served in calling the appropriate governmental
office. Let’s face it, their ability to enforce can be far
more effective than ours. This doesn’t negate the
responsibility of the Board in doing their job. It is a
matter of picking who has the better “tools” to do the
job. I’m sure you know what is meant.
POOL KEYS
New pool keys will be issued this year. One key
will allow access to both pools. The procedure on
how they will be distributed will be forthcoming.
At this time, there are plans to have the Clubhouse
open at set times, and you will be able to come by
there for your keys. The dates have NOT been set.
You need to know that you have to be current in
your monthly maintenance fees and have all fines
paid. If you have any kind of outstanding debt to
the HOA you will not receive a key until that debt
is paid in full. When you receive your key you
will also be given a set of the “Pool Rules”.
Please familiarize yourself and the members of
your household with them. We will have Pool
Managers at both pools to help with adherence and
enforcement of the rules.

SPEEDING
The posted speed limit within Mansker Farms is
30mph. This past week I personally went to the
Hendersonville Police Department to find out what
their policy was on enforcement within Mansker
Farms. In the past, we have been told that until a street
was dedicated back to the City the PD would not
patrol, or enforce violations. MPO Chris Litton
assured me that the Hendersonville PD will/does patrol
all the streets within our subdivision and will enforce
any violations. He called his superior to verify this
information. I told him we have a real problem on
Mansker Farms Blvd. and requested that the PD set up
speed traps. Officer Litton said that he would take that
request and make sure all Shift Captains were made
aware of the problem, and the request. His advice for
us was to call, and keep calling to request their help
with speeders. The feeling was, in this case, the
squeaky wheel gets the grease. Hendersonville PD
number is 822-1111.

NEIGHBORHOOD WATCH
At the last HOA meeting the question was asked about
Neighborhood Watches. About 8-9 years ago those of
us in Mansker Park set up a Neighborhood watch with
the help of the Hendersonville Police Department.
The Watch program, because of our size, needs to be
set up by sections. It will require someone within each
section to organize. The Watch needs a Coordinator,
Block Captain, and Block Watcher. Sergeant Marc
Johnson, head of the Neighborhood Watch Program at
Hendersonville Police Department, gave me a
handbook that will help with the formation of the
Watch. If you are interested, please email me at
monawilbanks@comcast.net, and I will be happy to
forward a copy. Sgt. Johnson stated the HPD will
need 3-4 weeks notice before they can come out and
conduct a meeting. Sgt. Johnson can be reached at

LOCK IT UP!
MPO Chris Litton requested I put a reminder in the
Newsletter about keeping your homes and vehicles
locked. We sometimes fall into a state of apathy
about safety because we live in a nice
neighborhood and in a nice town. That is what
criminals are counting on. Because we are
somewhat rural and close to Interstate access with
the by-pass we could be deemed as “ripe for the
picking”. Officer Litton also wanted to remind
everyone that as the weather warms up the number
of burglaries will increase. If you notice any
suspicious behavior, call the Police. Officer Litton
said that many won’t call because they don’t want
to “bother” the police. He stated that is what they
are there for, it is not a bother. Recently, here in
Mansker Farms, a resident heard noises in his
driveway and went to check them out. He
discovered that his car was being broken into and
immediately called the Police. Because of that
resident’s phone call Officer Litton said that 10-11
other burglaries were solved. STAY INVOLVED.

WOLF CREEK DAM
This has been in the news and on the minds of many. Wolf Creek Dam is on the Cumberland River near Jamestown,
Kentucky. Recently, the Corp of Engineers has brought to the attention of the public problems with the Dam. Wolf
Creek Dam, completed in 1952, is having seepage problems which could compromise the integrity of the Dam itself.
Breeching of the Dam would affect those along the Cumberland River and its tributaries. How will Mansker Farms be
affected? The Corp of Engineers has provided Maps that are located at the Hendersonville Public Library showing
areas and what their predications are for flooding. The best I could tell is that while Mankser Farms would be okay,
Center Point Road, between us and Gallatin Road might be susceptible to flooding. If you are interested in further
information please go by the Library to look at the maps. Mansker Farms is on map BJ31. The Corps of Engineers
also has a website for updates; www.lrn.usace.army.mil/pao/issue/WOLcommo/

NOTE FROM MONA
I apologize for not sending out a note to let everyone know I was working on a Newsletter. It is the first
time that this has happened. Time became the enemy. As a result, business cards will not be included in this
issue. Sorry.
The biggest and most long awaited news is the Clubhouse & new amenity area. What we were able to do, as
far as furnishings and such, is FAR beyond what I had hoped for. Thanks to Dan, our HOA President, we
have a very good start on making the Clubhouse a really fabulous place. I hope everyone has the
opportunity to come by and take a look after the opening.
As you know, along with the opening of the pool, and now pools, comes the increase in vandalism. I cannot
encourage you enough to become active in safeguarding what is ours. The Pool Managers will help, but
they will not be there 24/7. Please step up and say something to those who choose to ignore the rules. Any
acts of vandalism should be reported to the Hendersonville Police at 822-1111.
