PART 1 – PUBLIC DOCUMENT AGENDA ITEM No. 13 TITLE OF REPORT: CEMETERY CAPACITY WITHIN NORTH HERTFORDSHIRE REPORT OF THE HEAD OF LEISURE AND ENVIRONMENTAL SERVICES PORTFOLIO HOLDER: COUNCILLOR P.C.W. BURT REPLACEMENT RECOMMENDATIONS 10.1 That Cabinet further suspend implementation of the new Cemetery Policy adopted on 25th January 2011 pending the steps set out in the recommendations below in paragraphs 10.2 – 10.4. 10.2 The Policy to limit burials in Royston from the 1st January 2012 is delayed for a further six months until the 1st July 2012 or such other date to be agreed by the Strategic Director for Customer Services in consultation with the Leader of the Council to enable Royston Town Council to further investigate and develop a business plan for providing cemetery provision. 10.3 That authority be delegated to the Strategic Director for Customer Services in consultation with the Leader of the Council, and subject to reference to the appropriate Area Committee to take account of their views, to decide in relation to Royston Cemetery the timing of when to divert burials to Wilbury Hills with regard to the implementation of the new Cemetery Policy and whether Royston Cemetery be first allowed to reach full capacity if no alternative provision is in place 10.4 That authority be delegated to the Strategic Director for Customer Services in consultation with the Portfolio Holder for Waste and Recycling, and subject to reference to the appropriate Area Committee to take account of their views, to decide in relation to: 10.4.1 St John’s Cemetery, Hitchin the timing of when to divert burials to Wilbury Hills with regard to the implementation of the new Cemetery Policy and whether St John’s Cemetery be first allowed to reach full capacity. 10.4.2 St John’s Cemetery, Hitchin to decide if cremated remains continue to be buried within the existing Ashes Section or within areas already used for burials. 10.4.3 St John’s Cemetery, Hitchin to decide whether to develop a Garden of Remembrance subject to funding being available; 10.4.4 Baldock Cemetery, the timing of when to divert burials to Wilbury Hills with regard to the implementation of the new Cemetery Policy and whether Baldock Cemetery be first allowed to reach full capacity using smaller areas of ground for the burial of cremated remains. CABINET(13.12.11) 1 10.5 That authority be delegated to the Strategic Director for Customer Services in consultation with the Portfolio Holder for Waste and Recycling to decide in respect of any business plan put forward by third parties to provide cemetery provision whether such proposal is acceptable; 10.6 In accordance with the Cabinet Meeting dated 25th January 2011 Minute 92(3), that Cabinet further note that officers may provide assistance to any third parties seeking to develop a business plan to provide cemetery provision, including Ashwell Parish Council’s proposed cemetery extension.
