genetic improvement and subsequent increase in productivity of cattle & buffaloes in the state

Uttarakhand is spread over 53483 km² with diverse agro-ecological and climatic conditions in 13
districts representing tarai, hills and plains. The scarce resources, small and fragmented holdings,
difficult terrains, predominance of rain-fed area under cultivation are the reasons for slow economic
growth of the region. Nevertheless, potential for agricultural growth in Uttarakhand is tremendous
considering the scope of diversification of agriculture through cultivation of fruits, vegetables, flowers
and medicinal & aromatic plants. The other agro-based activities like mushroom production, beekeeping, sericulture, livestock production etc. have great scope for development.
Livestock plays essential role in the rural economy of state thus Government is giving emphasis for
the development of this sector by implementing following programs:
Government has promulgated The Uttarakhand Protection of Cow Progeny Act 2007
(Uttarakhand Gau-vansh Sanrakshan Adhinium 2007) for the protection of cows & its progenies. It is
envisaged that the act will also help in conservation, propagation & upgradation of indigenous cattle.
The revival of dairy sector in the hilly area of the state is also felt. The efforts are being made by the
government for developing dairy sector as a profitable & employment generation venture.
The ULDB is registered under Societies Act for the implementation of 100% centrally Sponsored
National Project for Cattle & Buffalo Breeding (NPCBB) in the state of Uttarakhand. One of the major
accomplishments of the ULDB is that the state is not only become self reliant in production of quality
frozen semen doses but also supplying it to other states.
The other accomplishments has been the setting up of a grid for the bulk procurement, bulk storage
at semen banks and the subsequent distribution of liquid nitrogen, frozen semen straws etc. to all
artificial insemination centers at their door step every month.
I appreciate the efforts put in by the officers and staff of the ULDB for their hard and sincere work in
making ULDB as one of the leading organizations dedicated to animal breeding in the country.

Foreword
Uttarakhand is well endowed with a variety of Livestock: Cattle, Buffalo, Goat, Sheep, Pig,
Horses, Ponies, Mules and Poultry. Large populations and low productivity is the hall mark of
livestock in Uttarakhand. Cattle & buffalo are the most popular and so the preponderant species. The
major livestock produce in Uttarakhand are: Milk; Meat; Wool and Eggs.
Over 80 per cent of the rural households own livestock and earn a part of their living out of
them. Livestock Production is the endeavor of the small holders (marginal, small and land less) and
over 80 per cent of all species of livestock in Uttarakhand are owned by them. Livestock sector in
Uttarakhand is therefore extremely livelihood intensive and investment in livestock development is the
critical pathway to rural prosperity.
The ULDB is being constituted as a registered body for implementation of centrally sponsored
National Project for Cattle & Buffalo Breeding (NPCBB). The ULDB has been structured in such a
manner so that it is income generating, self sustaining and aimed at becoming self sustainable in the
near future.
Under NPCBB the board has strengthened an ISO 9001:2000 certified state of art deep frozen
semen production center at Shyampur, Rishikesh. The production of quality frozen semen doses of
HF, Jersey, their crosses, Red Sindhi, Sahiwal & Murrah breeds is not only making the state self
reliant for production of quality frozen semen doses for the artificial insemination (AI) program of the
state but is also generating revenue through sale of surplus semen doses to other states.
Department of Animal Husbandry, Darying & Fisheries, Ministry of Agriculture, Government of
India & all other stakeholders have contributed meaningfully to the achievements of the board. The
officers and staff of of uldb deserve unstinted praise for the new milestones achieved over a short
period of time.
Through convergence of assistance and its own resources, ULDB has sought to impact all
aspects of livestock development, from quality semen production, outreach of semen doses to remote
pockets, capacity building of livestock farmers, livelihood opportunities for para- professionals in the
sector, improved feeding practices and establishing centers of excellence for fodder and many others.
I have no hesitation in saying that the ULDB is center of excellence in the state which has
made yeoman contribution to the livelihood enhancement.
I look forward to ULDB leading the livestock improvement strategy in the state diverse ways in
the future and bring the state to a leadership position in the country.

Activities & Achievements:












Artificial Insemination Program: A total of 878 mobile Artificial Insemination Centers are
engaged in providing door step delivery of artificial insemination services.
Natural Breeding Program: The board has procured & distributed 1331 bulls (237 cow
bulls & 1094 buffalo bulls) for natural breeding program of the state.
Organized Breeding Population Coverage: During the year the organized breedable
population coverage has reached to 30.53% (17.58% through AI & 12.95% through natural
breeding) which was only 5% at the inception of implementation of NPCBB in the state of
Uttarakhand.
Training Program: Under NPCBB the board has provided training to 8599 farmers,
paravets & professionals at esteemed organizations. Under NPCBB the ULDB has
strengthened one exiting Training Center & established one new Training Center at
Pashulok, Rishikesh
Training organized for other states: Training centers of ULDB has organized training
programmes for 169 no. of The Veterinary Officers of Government of Bihar & paravets of
Bihar, Maharashtra, & Rajasthan states.
Deep Frozen Semen Production Program: During the year ISO 9001:2000 certified
Deep Frozen Semen Production Center (DFSPC) located at Shyampur, Rishikesh has
produced 691618 doses of quality deep frozen semen doses of the elite bulls of Holstein
Friesian, Jersey, their crosses, Red Sindhi, Sahiwal & Murrah.
Embryo Transfer Program: Under bull production program of NPCBB the ULDB has
established one state of art Embryo Transfer Technology Laboratory at Animal Breeding
Farm, Kalsi for the conservation & propagation of Red Sindhi breed of cattle. The ULDB is
also ensuring door step delivery of embryo transfer technique on demand basis through its
Embryo Transfer center located at Lalkuan, Nainital.
Animal Breeding Farm, Kalsi: The Animal Breeding Farm, Kalsi is managing elite herd of
282 Red Sindhi & their crosses. Since inception of ULDB the farm has distributed 116
male calves for natural breeding program & 06 male claves for deep frozen semen
production program. Under NPCBB the ULDB is strengthening the farm for bull production
program.
Field Performance Recording Program: With the view of identifying elite milch animals
for bull production program during the year a total of 68 milk recording centers are being
engaged in milk recording of 1915 elite milch animals.
Fodder Development & Animal Nutrition Project: In the state round the year
availability of green & nutritive fodder is a major constraint behind the production of the
milch cattle & buffaloes. The board is initiated fodder developments projects to overcome
this constraint. The board has developed Center of Excellence of Fodder Grasses at Van
Panchayats & Government Farms under Abhinav Jawahar Rojgar Yojana and Grass Land
Development Program at Community Lands. These centers are being used as source for
the root stock & root cutting of improved fodder/ grass varieties for further multiplication at
the community level. Other activities under Fodder Development & Animal Nutrition
Project are Pasture Land Development; Certified Seed Production; Fodder Grasses &
Fodder Trees Development in the Van Panchyat & Production & Distribution of Compact
Feed Blocks & Urea Molasses Mineral Bricks.
Livestock Insurance Scheme: The ULDB is State Implementing Agency for
implementation of Livestock Insurance Scheme in Haridwar & Udham Singh Nagar
districts. The scheme is being implemented on 50% cost sharing basis for the insurance of
animals for01- 03 year duration.
Farmer’s Orientation & Infertility Camps: Under NPCBB the ULDB has organized 240
Infertility camps. These camps were organized by Department of Animal Husbandry &
NGOs working in the field of livestock development.

Prologue
As per the guidelines of the Central Government under the National Project for Cattle & Buffalo
Breeding (NPCBB) the ULDB was established as a registered body on 27/06/01 under the
Societies Act vide registration no. 343, 2001-02. The ULDB functions as a nodal agency for the
uninterrupted supply of quality breeding inputs to the Artificial Insemination (AI) centers of the
Department of Animal Husbandry (AHD), Dairy Cooperative Societies (DCS), Paravets of the
NGOs. & Private AI Workers.
The ULDB is producing quality frozen semen doses at its ISO 9001:2000 certified Deep Frozen
Semen Production Center located at Shyampur, Rishikesh. The board is procuring liquid nitrogen
from industrial sources & other quality breeding inputs from various sources. The ULDB also
provides breeding bulls on custodian pattern for natural breeding services.
Government of India has initially approved NPCBB project for a period of three years & a total
sanction of Rs.607.8 lakh was accorded to ULDB. The board has submitted proposal to
Government of India for the extended phase of National Project for Cattle & Buffalo Breeding
(NPCBB). The Government of India has sanctioned the project for the remaining two years of the
10th five year plan (2005-07). An amount of Rs.977.32 lakh has been approved by the
Government of India. An approval of Rs.446.93 lakh has been accorded for the year 2005-06 &
Rs.530.39 lakh for the year 2006-07. In pursuance & support of the national mandate for
conservation and propagation of the Indian indigenous breeds of cattle, the ULDB was entrusted
with the additional responsibility of conservation & propagation of the Red Sindhi breed of cattle
using front end technologies of embryo transfer & other assisted reproduction methodologies in
this extension phase of the project cycle.

OBJECTIVES of ULDB:
The objective of the board is to encourage, promote and carry out viably, all activities to improve
the breeding and management of livestock (cattle and buffaloes) to enhance their production and
productivity.



To carry out cattle and buffalo breeding activities in accordance with the states breeding
policy under one common umbrella.
Progressively bring all breedable cattle and buffalo population under the gambit of
organized artificial insemination Program.
Strengthening of the natural breeding infrastructure for cattle and buffalo in the remote
corners of Uttarakhand.

Programs Implemented by ULDB
1.
Artificial Insemination Program
In efforts towards providing door step delivery of organized breeding services all A.I.
Centers established in the state are mobile. During the year a total of 878 Artificial Insemination
Centers (454 Government, 104 NGOs. & 320 Private Artificial Insemination Centers) are providing
door step AI services to the livestock owners.

Continual efforts being made by the ULDB & other stakeholders for popularizing artificial
insemination services as a tool for enhancing livestock production & related produce; the
organized breedable cattle & buffalo female population coverage through artificial insemination
has reached to 17.58% in the year 2006-07. The total number of artificial inseminations carried
out in the year was 195663 [An increase of about 35246 numbers of AI (22% increment) from the
previous year] & since inception of ULDB a total of 692369 AI were preformed in the state. District
wise yearly progress of the artificial insemination program is depicted below:

Artificial Insemination program of the state has resulted in the birth of 65656 numbers of offspring
(33794 male & 31862 female) of improved quality in the year 2006-07 [an increase of 20% from
the previous year] & since inception of ULDB a total of 231867 numbers of offspring (118865 male
& 113002 female) of improved quality were born in the state. District wise yearly calves born as a

Natural Breeding Program
Remote hilly terrain of all the districts of the state barring Haridwar & Udham Singh Nagar districts
makes the logistics of implementing of an effective & organized Artificial Insemination program
beyond reach. Organized breeding services to these remote hilly area is provided by the
establishment of Natural Breeding Centers. During the year the ULDB had provided 243 number
of bulls (213 cow bulls & 230 buffalo bulls) & since inception of ULDB a total of 1331 number of
bulls (237 cow bulls & 1094 buffalo bulls) were provided by ULDB for natural breeding program.
These bulls are being provided to the custodians nominated by the gram panchayats. Out of
these 1331 bulls, a total of 1203 bulls (180 cow bulls & 1023 buffalo bulls) are live & working in
the state & providing natural breeding services. The user charges realized by the custodians not
only help in the maintenance & upkeep of the bull but also serve as a source of income for the
custodian. This has thus resulted in generating direct employment for 1203 number of house
holds. The coverage through natural breeding has increased to 12.95% in the year 2006-07 from
12.81% in the year 2005-06. District wise status of bulls distributed for natural breeding is as

Breedable Population Coverage
As a result of the continued efforts of the board & other stakeholders involved in facilitating
the implementation of the breeding program in the state, the percentage of breedable population
covered under the organized breeding setup has reached to 30.53% in the year 2006-07 against

Organization of Fertility Camps:
Organization of fertility camps has been undertaken with objective of creating an interface
between the livestock owners and subject matter specialists. This has not only led to the spread
of awareness among the farmers with respect to the ongoing breeding program; percolation of the
benefits of adopting artificial insemination; issues of infertility, anestrous, prolonged calving
intervals and fertility management of livestock. These camps are being organized with the active
help & participation of AHD, Dairy Cooperatives, NGOs and the G. B. Pant University of
Agriculture & Technology. During the year the board has organized 100 camps in which a total of
5385 no. of animals (2339 cases of infertility & 3046 other cases) were treated & 3285 no. of
farmers (2227 men & 1058 women) were oriented. Since inception the ULDB has organized 240
infertility camps in which thea total of 21368 no. of animals ( 8450 cases of infertility & 12918
other cases ) were treated in the camps & 13096 no. of framers ( 7967 men & 5129 women were
oriented).

Input Distribution System:
In order to facilitate delivery of artificial insemination services at the farmers’ doorstep the
board is providing cent per cent door step delivery of breeding inputs to the artificial insemination
centers. These include frozen semen doses as per the breeding policy of the state; liquid nitrogen;
AI sheaths and all other equipment, disposables and consumables required for the successful
delivery of doorstep AI. For fulfilling this objective the board has established two regional semen
banks one each in Garhwal (at Shayampur, Rishikesh) & Kumaon (at Lalkuan, Nainital) region.
Both the semen banks have one static 6000 liters vertical LN2 storage vessel. The board is
sourcing LN2 from industrial manufacturers. Two transport type LN2 tankers (one 3000 liter
capacity & one 6000 liter capacity) are engaged in transportation of LN2 to these static vessels.
LN2 is transported to AI centers in 55 liter LN2 transport type containers. Breeding inputs are
being supplied to all of the artificial insemination centers by Input Delivery Vehicles engaged on
contractual basis by the board. The breeding inputs are being supplied by 03 input distribution
vehicle through 33 input distribution routes in such a manner that each center receives its supply
once every month. Breeding inputs are supplied to all AI centers on cost recovery basis.
5.
Field Performance Recording Program
In collaboration with the Central Herd Registration Scheme (CHRS), Rohtak the board is
implementing a Field Performance Recording (FPR) program in the state. The aim of the program
is to identify & register elite milk producing cows and buffaloes in the central Herd Book. In order
to facilitate sale & purchase of these animals the information collected will be listed on the ULDB
website for wider dissemination of information. For monitoring of this activity the board has also
developed Field Performance Recording Software & all the data received by the board is being
entered in this software.
The objective of the program is to identify elite milch animals of different breeds of cow & buffalo
for bull production program. In the first year the animals are being identified through milk
recording program & later on the good germ plasm is used in future for breeding program. This
program has also resulted in rearing of male calves by the farmers for better economic returns.
During the year a total of 68 milk recording centers are recording 1915 elite milch animals of
Udham Singh Nagar, Nainital, Dehradun, Chamoli & Haridwar districts. District wise status of
milch animals taken for milk recording in FPR program is as follows:

Deep Frozen Semen Production Program
The ISO 9001:2000 certified Deep Frozen Semen Production Center (DFSPC), Shyampur,
Rishikesh is maintaining a total of 47 high pedigreed bulls (18 bulls in semen production program
& rest of the 29 bulls are followers) of HF; Jersey; Cross bred of HF & Jersey; Red Sindhi;
Sahiwal & Murrah bulls for production of Deep Frozen Semen (DFS) doses. During the year the
DFSPC has produced 691618 deep frozen semen doses with an average annual production of
38423 doses per bull. Since inception the DFSPC has produced 1343097 number of DFS doses
& distributed 1147541 number of DFS doses (591116 DFS doses within state & 556375 DFS
doses out side the state). The breed wise production & distribution status of DFS doses depicted

Training Program
For the dissemination of learning & latest technological interventions related to Livestock &
Animal Husbandry related aspects the board is actively engaged in the organization of training
programs for different stakeholders. Under National Project for Cattle & Buffalo Breeding during
the year 364 no. of participants have attended the training sessions & since inception a total of
8599 participants have attended training sessions. The training program aimed at addressing
various livestock sector issues ranging from breeding, feeding, management and health care of all
kinds of livestock species has been organized by the ULDB at ULDB Training Center, Pashulok;
SAG, Bidaj; NRTDI, Jalandhar, CFSPTI, Hessarghatta; GBPUA&T, Pantnagar. The brief of the

The board also owns and manages two state of the art Training Centers located at
Pashulok, Rishikesh are equipped with all facilities and providing in house lodging and boarding
facilities including a team of trained and dedicated staff. Under NPCBB one of these centers is
being strengthened by ULDB & one new training center is being established. These centers are
engaged in organizing need based sponsored training programs. During the year a total of 541
participants have been trained & since inception a total of 2962 participants have been trained.

Animal Breeding Farm, Kalsi
The Government Cattle Breeding & Dairy Farm, Kalsi was established in the year 1937
with the objective of providing purebred breeding males of Red Sindhi & Jersindh cross breds for
genetic upgradation of hill cattle through the introduction & use of these bulls for natural breeding..
In the year 2005-06 the DAH has transferred the farm to ULDB. Since then the farm is
being maintained by the ULDB & is being used for the conservation & propagation of Red Sindhi
breed of cattle. The farm is renamed as Animal Breeding Farm, Kalsi.
The farm has 97 Red Sindhi cattle inclusive of adult cows, heifers, female calves, male
calves and bulls. The rest of the herd comprising of 185 cattle are cross breds of Jersey and Red
Sindhi inclusive of adult cows, heifers, female calves, male calves and bulls. All milch animals are
under milk recording program & after the completion of milk recording program the animals below
standard will be culled & superior animals will be multiplied through use of embryo transfer
technology.
At present the farm is maintaining many elite cows whose milk yield is more than 17 liter
per day. During the year 2006-07 the farm had produced a total of 140084 kg. of milk with wet
average of 6.67 kg.
Under NPCBB the farm is being strengthened by construction of Open Shed, Feed &
Fodder Godown, Store, state of art Embryo Transfer Laboratory and internal roads of dairy
campus.
Since inception of ULDB the farm has supplied 116 no. breeding bulls for natural breeding
program of the state & a total of 06 no. of bulls having dam’s yield above the minimum standard
established by government of India to Deep Frozen Semen Production Center, Shyampur,
Rishikesh.
One Center of Excellence of Fodder Grasses is also being developed in 10 hectare land of
the Farm & the farm had produced & distributed 55 qtl. fodder seeds & 999.5 qtl. fodder root
cuttings to different agencies & interested farmers under this fodder production & distribution
program.
The ULDB has been entrusted by the Government of India for the preservation and
conservation & propagation of Red Sindhi breed of cattle through the use of Embryo transfer
Technology at Animal breeding Farm, Kalsi. Currently state of art laboratory for assisted
reproductive technologies is under final stage of construction at Kalsi. The ETT work has been
started at the center.
The Uldb is also ensuring door step delivery of Embryo Transfer technology on demand basis
through its Embryo Transfer Center, Lalkuan, Nanital.

Fodder Development Program:
ULDB is entrusted by Government of India & State Government for the implementation of
Fodder related projects in the state of Uttarakhand. The fodder related projects are formulated
with the objective of popularizing the cultivation of improved fodder grass & fodder tree varieties
suitable for the different agro-climatic zones of the state. The fodder projects implemented by
ULDB are detailed as below:
Center of Excellence of Fodder Grasses:
The board is implementing a project under Abhinav Jawahar Rojgar Yojna for establishing
Center of Excellence on Fodder Grasses in hilly districts of the state. The main objective of the
project is to create nucleus centers for production & dissemination of fodder seeds, root stocks &
cuttings. The center is also being used for demonstration & training of farmers. These centers are
established in 15 Van Panchayats covering 76.1 hectare land and 21 farms of the Animal
Husbandry Department / campuses of District Milk Unions covering 67.24 hectare land.

Fodder Bank:
Under the Scheme, “Assistance to States for Feed & Fodder Development”, sanctioned by the
Department of Animal Husbandry & Dairying, Ministry of Agriculture, Government of India two
Fodder Banks have been established in the state; one at G.B. Pant University of Ag. &
Technology, Pantnagar to cater the need of Kumaon region & second at ULDB, Shyampur,
Rishikesh to cater the need of Garhwal region. The scheme is jointly sponsored by Government of
India & State Government of Uttarakhand on 75% : 25% cost sharing ratio. Production of
Compact Feed Blocks has been started since May 2005.Objectives of this scheme is as follows:

Preservation/ Storage of surplus fodder.
Availability of nutritious fodder during the period of fodder scarcity.
To enhance nutritive value of crop residue & other cellulosic waste for animal feeding.
Stabilization of fodder prices & maintenance of round the year supply.

During the year the Center of Excellence of Fodder Grasses has sold 2470.75 quintals of
root stock (4404.15 quintal since inception) & 18347 kg. of fodder seeds (30269 kg. since
inception) to different agencies for propagation of improved varieties of fodder crops & fodder
grasses. During the year Fodder Bank, Shyampur has distributed a total of 24237 compact feed
supplement blocks weighing 5 kg. each (33686 compact feed supplement blocks since inception)
& 3257 nos. of urea molasses mineral bricks (U.M.M.B.) weighing 2.5 kg. each to farmers &
different agencies.

Livestock Insurance Scheme
The ULDB is implementing centrally sponsored Livestock Insurance Scheme in Haridwar
& Udham Singh Nagar districts of Uttarakhand. Brief details of the scheme is as follows:

Highlights of the Livestock Insurance Scheme:
Insurance of Animals: A Maximum of 2 Milch Cow & Buffalo having the production of
>1500 ltrs. milk per lactation will be insured on their market price basis. The age group of the
animals to be insured will be as follows:

Printed Ear Tags.
Honorarium to the Veterinary Officer: The board will provide honorarium to the
concerned Veterinary Officer of DAH & Dairy on following services rendered by them:
Health Certificate & Tagging for Insurance of Animals : Rs.50/- per animal.
Post Mortem Certificate for Claim settlement
: Rs.100/- per animal.
The ULDB has tied up with Insurance Company for the implementation of this scheme in
Haridwar & Udham Singh Nagar districts. In the pilot phase of this scheme a total of 3053 elite
milch animals (1457 cows & 1596 buffaloes) were insured under this scheme. A total of 115 claim
cases have been reported & the claim of Rs.10.76 lakh has been settled against 76 claims with
the claim premium ratio of 0.317:1.

Establishment of UPSA (Uttarakhand Pashudhan Sathi) Artificial Insemination Center:
Uttarakhand came into existence as the 27th State of the Indian Union on 9th November
2000 with a geographical area of about 53483 Sq Km. There are thirteen districts with a
population of about 84.79 lakh (2001). Sixty five percent (65%) of the total geographical area is
under forest cover and only 13% land is available for agriculture. Per person cultivable area works
out to 0.06 hectare. Pastoralism was the prominent occupation in entire Uttarakhand, particularly
in the hilly regions. This has slowly given way to an agricultural-pastoral system of livelihood.
Today agriculture and Animal Husbandry forms the backbone of the agrarian economy of the
state.
Dairying plays a very important role in agriculture related activities provides avenues for
employment generation, income generation, and many other economic pursuits. The rate of milk
consumption of any place is an indirect indication of the status of public health of that area; since
milk constitutes complete food containing all macro and microelements required for body.
In Uttarakhand, particularly in the hilly regions, majority of cows and buffaloes are of nondescript type. The production potential of these animals is not good enough to provide sufficient
milk so that any surplus can be generated and sold in such a quantity to improve the economy of
rural people. To cater to the need of quality and quantity production of milk, it is essential to
provide Artificial Insemination for breed improvement and animal health services to these rural
populations.
The need of the establishment of Private Artificial Insemination Centers was also felt in the
National Project for Cattle & Buffalo Breeding & the fund is being allocated for the establishment
of Private Artificial Insemination Centers.
The Private Artificial Insemination workers in the state of Uttarakhand is named as UPSA
(Uttarakhand Pashudhan Sathi). These UPSA are being selected amongst the educated
unemployed community members in consent to the gram panchayats, Chief Veterinary Officers/
General Managers of the respective districts. The ULDB is providing intensive in house & practical
training of 4 month duration to these selected workers & after successful completion of the
training program the ULDB is providing all essential equipments & LN2 containers for the
establishment of Artificial Insemination Centers. The ULDB is also providing timely &
uninterrupted door step delivery of artificial insemination inputs to these centers.
The honorarium is being provided to these centers in the form of free inputs for the first
year of the establishment of the UPSA Artificial Insemination Center. From second year onwards
the cost of input is being borne by the UPSA Artificial Insemination worker. In the year 2006-07 a
total of 320 UPSA Artificial Insemination Centers are rendering their active services at the
farmer’s door step. These centers are realizing the cost of services rendered by them thus this
activity had also resulted in self employment of educated rural youth. Some of UPSA AI workere
are earning monthly income of more than Rs. 5000.00
In the year 2003-04 private AI centers had performed only 8951 artificial inseminations
which were 8.24% of the total artificial insemination performed in the state during the year 200304. In the year 2006-07 private AI centers had performed 56290 artificial inseminations which
were 28.78% of the total artificial insemination performed in the state during the year 2006-07.

Natural Breeding Program
Under its natural breeding program the board has distributed 1331 breeding bulls (237
cow bulls & 1094 buffalo bulls) to 1331 house holds since inception.
The ULDB has distributed bulls in custodian pattern. These custodians are being selected
amongst the community members desirous to adopt this practice as income generation activity.
All custodians are being nominated by the gram panchayats & recommended by the chief
veterinary officers/ General Manager, Dairy of the respective districts. All bulls are provided with
two month cattle feed & insurance of the bulls & custodians for the duration of 03 years. The
insurance of the bulls & custodians are renewed whenever get expired. This activity has not only
resulted in enhanced organized breeding coverage but also provided direct employment
opportunity to the households rearing the bulls.

Fodder Development Program:
Pasauli Village: Stepping forward towards self reliance in fodder
Pasauli is a hilly village of district Nainital. A total of 132 families comprising of 500
women, 550 men & 150 children inhabit in the village. The village is situated in the Bhimtal block
of district Nainital on the Kathgodam – Hedakhan road.
Gram Pradhan of village Pasauli Shri Ghanshyam Singh Karki told that the village
is having 136 hectare agricultural land. Maize, Rice, Madua, Jhingora (Sanva) & Wheat are the
major crops other than that vegetable, pea & seasonal fodder are also grown in the village. Per
family availability of land is 1.03 hectare which hardly suffices the family (comprising
approximately 09 members in each family) requirement. Approximately 20% of the male members
are migrants & are involved in different types of jobs. Earning of these members is economically
supporting the family.
Regarding Animal Husbandry Gram Pradhan told that each & every family of the village is
keeping at-least 2 cattle & 115 families are having at least 01 buffalo. The village is inhabited by
26 schedule-cast families. These families are rearing on an average 04 goats. Other families also
keeps 2-3 goats.
Shri Karki further told that 25 hectare grazing land of civil-soyam category of village
Pasauli hardly suffice fodder requirement of 579 animal heads of the village. Shri Karki also
briefed that there is no fodder related problem for the 200 Sheep - Goat & 04 Horse- Mule of the
village because of availability of pasture for these animals in the reserve forest area & leftover of
the agricultural land. Real fodder problem is for 250 cattle & 125 buffalo whose daily fodder
requirement is approximately 60 quintal.
Regarding availability of fodder Gram Pradhan told that all animals of the village graze for
6-7 hrs. daily on the grazing land. Continued grazing even in rainy season is not providing
opportunity to the local fodder grasses to grow. During winter & summer months this grazing land
is only used as exercise ground for these animals because of very less availability of fodder
grasses. Crop residue provides approximately 2990 quintal fodder in the form of staple, straw etc.
which hardly suffice fodder requirement of 200 days. Annual production of local grasses in
agricultural land is 1500 quintal which suffice fodder requirement of 40-50 days.
Shri Karki told that cultivation of seasonal fodder crops is not practiced in large scale in the
village. Approximately 15 hectare of agricultural land is used for cultivation of Oat, Berseem,
Maize, Jowar & Lucerne which produces approximately 2700 quintal green fodder which is
sufficient for 60 days fodder requirement.
Regarding collection of tree leaves Gram Pradhan told that one woman of every
household is involved in tree leaves collection & she collects approximately 20 kg. leaves daily
from reserve forest, their agricultural land & civil-soyam land. Per day collection of tree leaves in
the village is 27 quintal which is used for feeding of 270 livestock during the 05 months of winter &
summer season.
While analyzing the green & dry fodder situation of the village Gram Pradhan had narrated
that different sources of the village are producing 8250 quintal green fodder & 2990 quintal dry
fodder. Annual fodder requirement of 375 cattle & buffalo heads of the village is 13690 quintal
green & 5475 quintal dry fodder. Analyzing the situation & after calculation Gram Pradhan sown
his worries about the unavailability of 5440 quintal (40%) green fodder & 2490 quintal (45%) dry
fodder for the livestock of the village.
Taking breath of satisfaction Shri Karki further told that one year back in the month of
August 2006 Fodder development Officer of district Nainital Shri Shaligram Ahirvar visited village
Pasauli. Shri Ahirvar was searching for 5 hectare Van Panchayat land for Grass Land
Development Program of Government of India. Shri Karki told that regarding this matter He called

some elderly & some youngsters of the village & discussed in length about the implementation of
this fodder development program in village Pasauli. The group had unanimously agreed to
provide 5 hectare land of civil-soyam grass land for this purpose. ULDB Dehradun had also
approved Grassland Development Project of village Pasauli & provided essential budget for
implementation of this project.
Shri Karki told that implementation of this fodder development project had generated such
enthusiasm amongst the community members that one man or woman of each & every household
had actively started participating in this activity. The entire 5 hectare of selected land was
ploughed, nursery & bunds were constructed by the villagers & hybrid napier was sown in the
prepared land. Entire area was also protected by barbed wire mesh. Five ponds were also duged
for rain water harvesting purpose. Villagers have sown 2000 bamboo trees on the boundary &
2000 Mulberry trees on the protected land. The area is 1 km. away from the village therefore one
multipurpose hut was also constructed for storage of farm implements & fodder grass seeds.
Gram Pradhan told that in this year 2.5 hectare land is covered by green fodder crop. A
total of 1300 quintal green fodder is available in the land (@ 10 quintal green nutritious fodder in
200 sq. meter area). Villagers unanimously also decided that whosoever in the village requires
green fodder will deposit Rs.30/- for cutting of one quintal green fodder. Rest of the 2.5 hectare
land is cultivated with grass seed which will be ready for harvesting by the year 2008. Thus total
land mass of 5 hectare will start producing 2500 quintal green fodder by the next year onwards &
will also provide revenue of Rs.75000.00. Other then this sale of root cutting @Rs.185/- per
quintal will generate additional revenue of Rs.92000.00.
Gram Pradhan told that the villagers are happy by visualizing the success of this program.
Implementation of this program has not only provided 3865 person days employment to the man
& woman community members but has also provided labor of Rs.2.90 lakhs. He also briefed that
in the next year 10 hectare additional land will be taken in this program which will produce 7500
quintal green fodder by the year 2010 thus the village will became self reliant in fodder availability.
This year 10 households sown hybrid napier in the bunds of their land. Success of this will
certainly enhance involvement of more households in fodder production program.
