OFFICIAL NOTIFICATION OF 2002 GOLD PERFORMANCE ACKNOWLEDGMENTS September 26, 2002 TO THE SUPERINTENDENT ADDRESSED: In 2001, the Texas legislature enacted the Gold Performance Acknowledgment (GPA) system to acknowledge districts and campuses for high performance on indicators of performance other than those used to assign accountability ratings. In 2002, districts and schools rated Academically Acceptable / Acceptable or higher may be acknowledged for high performance on these selected indicators. This letter transmits official notification of the 2002 Gold Performance Acknowledgments for your district and campuses. Enclosed are: A district summary containing district and campus 2002 accountability ratings and GPA information; 2002 GPA data tables for the district and all campuses containing results for: Attendance; Comparable Improvement in Reading and Mathematics; Algebra I End-of-Course Examinations; Participation in Advanced Academic Courses; AP/IB Participation and Performance; College Admissions Tests Participation and Performance; TAAS/TASP Equivalency; and Participation in the Recommended High School Program. A GPA Certificate for the district and/or campus, if Gold Performance Acknowledgment was awarded on any of the GPA indicators; A table providing the standards used to determine eligibility for GPA on each indicator for 2002; A table showing the maximum possible acknowledgments that can be received by a campus or district, by school type (i.e., grades served); and A copy of the state-level GPA data table. Note that the data tables may be confidential because small numbers have not been masked. Typically, counts less than five are not printed on summary reports to protect student identities. Data are not masked on the GPA data tables to permit districts and campuses to calculate accurate rates. If a district or campus chooses to publicize their GPA data tables, they should consider student confidentiality implications. GPA data tables that have been masked for small numbers will be posted on the agency’s website in the same location as the 2002 accountability ratings data tables during the first week of October. Any changes to ratings due to granted appeals will be posted at that same time. The website address for the Division of Performance Reporting is: http://www.tea.state.tx.us/perfreport/ Please note the following: Any district or campus rated Academically Acceptable / Acceptable or higher, including a campus paired for accountability ratings purposes, may be considered for acknowledgment on GPA. Districts and campuses not evaluated for GPA in 2002 are those that are: initially rated Academically Unacceptable/Low-performing, including those that are later granted an appeal moving them from the lowest category; evaluated under the optional procedures available for alternative education schools (campus only); and Not Rated for any reason. Appeals for performance on Gold Performance Acknowledgment indicators will not be considered by the Commissioner of Education. The wording of acknowledgments printed on the certificates varies slightly from the wording of the indicators as shown on the data tables. Districts and campuses must be rated Academically Acceptable / Acceptable or higher in 2002 to be eligible for acknowledgment. DOES NOT QUALIFY These districts and campuses have performance results to be evaluated but did not meet the acknowledgment criteria. Included in this category are those districts and campuses initially rated Academically Unacceptable / Lowperforming, including those that are later granted an appeal moving them from the lowest category. NOT APPLICABLE These are districts and campuses rated anything other than Exemplary, Recognized or Academically Acceptable / Acceptable. Included in this category are those campuses evaluated under the optional procedures available for alternative education schools; and campuses labeled Not Rated for any reason. I encourage you to share this information with your principals, as the data tables and certificates enclosed are the only copies provided of these documents. A letter has been sent to your principals to notify them that the GPA information has been transmitted to their district. I hope you find this material informative and useful.
