The operating permit program is a national permitting system that consolidates all of the air pollution control requirements into a single, comprehensive "operating permit" that covers all aspects of a source's year-to-year air pollution activities after the source has begun to operate. A Title V operating permit grants a source permission to operate. The permit includes all air pollution requirements that apply to the source, including emissions limits and monitoring, record keeping, and reporting requirements. State and local permitting authorities issue most of the permits required by title V of the Clean Air Act. (40 CFR part 70 permits). However, EPA issues title V permits (40 CFR part 71 permits) to sources in Indian country and in other situations, as needed.
