KEY PURPOSE OF THE POSITION The Director, Policy and Stakeholder Services contributes directly to key justice and correctional outcomes by: leading and contributing to the planning, development and evaluation of criminal justice and victims related policies and legislation; representing DCS in, and coordinating its contribution to, key justice reform initiatives and policy issues, maintaining a framework for the management of policy and procedures for DCS and coordinating the development of key policies and procedures; liaising with key stakeholders to ensure effective partnerships and relationships with DCS; managing complaints management, FOI, privacy and services to Victims of Crime, the DCS Research Agenda, and major change projects as required; co-ordinating and supporting the development and evaluation of DCS policy and procedures as required; and leading the Policy and Stakeholder Services Unit; 3. KEY STAKEHOLDER INTERACTION Reports to the Executive Director, Strategic Services Chief Executive, Executive Directors and Directors, senior managers and Departmental staff. Justice Portfolio senior executives and senior officers. Key government and non-government agency staff relevant to the Department. BRANCH PROFILE The Policy and Stakeholder Services Unit is a multi-disciplinary unit consisting of 9 staff with an annual budget of approximately $500,000. The Unit is part of the Strategic Services Division which consists of 50 staff. Other Strategic Services branches include: Aboriginal Services; Business and Performance Services; Executive Services; Knowledge and Information Systems; Media Management; and Offender Education/RTO. JOB & PERSON SPECIFICATION 2 5. SPECIAL CONDITIONS Section 47 of the Public Sector Act 2009 applies in accordance with other provisions of the act and other applicable industrial entitlements. The incumbent is required to satisfactorily complete a National Criminal History Check; A current South Australian Driver’s Licence is essential; A flexible approach to working hours is required; Some interstate and intrastate travel will be required which may necessitate overnight absences. 6. KEY AREAS OF ACCOUNTABILITY Provide strategic policy direction and support across the Department by: Leading and managing the Policy and Stakeholder Services Unit; Leading the planning and evaluation of Criminal Justice and Victims related Strategy, Policy and Legislation as it relates to DCS; Representing DCS in key Justice reform initiatives and Advisory Committees and co-ordinate DCS contributions to key Justice policy issues; Liaising with key stakeholders to ensure effective relationships and partnerships; Managing the complaints management, FOI and victims support processes with appropriate privacy; Maintaining a framework for policy and procedures to enable effective accountability and quality management; Managing major change projects as required; Co-ordinating and supporting the development and evaluation of DCS policy and procedures as required; Contributing to the monitoring of the effectiveness and trends in criminal justice and corrections operations; Managing the DCS Research Agenda; Being responsible and accountable for maintaining a safe work environment by ensuring so far as is reasonably practicable that the employee is, while at work, safe from injury and risks to health; JOB & PERSON SPECIFICATION 3 8. QUALIFICATIONS A relevant tertiary qualification is desirable. 9. PERSON CRITERIA 9.1 Essential Criteria Demonstrated ability to think and lead strategically. Extensive experience in planning and policy with respect to criminal justice. Demonstrated ability to effectively lead and participate in cross agency and cross divisional policy work and change projects. Strong knowledge of criminal and social justice issues and policy as they relate to corrections. Demonstrated ability to lead and manage multi-disciplinary teams with a wide range of stakeholders. Demonstrated superior ability to liaise effectively with stakeholders. Knowledge of FOI and complaints management practices. Understanding of, and ability to manage, the spirit and principles of the Premier’s Safety Commitment and the legislative requirements of the Occupational Health Safety and Welfare Act, utilising AS/NZS 4360 Risk Management. 9.2 Desirable Criteria Proven ability to effectively oversee an organisation's research activities. Experience in policy as it relates to correctional services. General knowledge of personnel management principles under the Public Sector Act, Occupational Health Safety and Welfare Act, and the Equal Opportunity Act. General knowledge of Correctional Services Department organisational structure and the South Australian Justice portfolio.
