Effective Date ( / / ) Notes on the State Supply Commission Policy Delegation Exemption Schedule The State Supply Commission (SSC) introduced new supply policies and revised partial exemptions on 1 July 2014. Under the provisions of the new partial exemptions there is a requirement for agencies to maintain a schedule of all positions with delegated authority from the Accountable Authority to approve exemption from SSC policies. This template has been developed to assist agencies meet their obligations for the new supply policies introduced by the SSC on 1 July 2014. In determining what position(s) should be delegated authority to approve exemptions, Accountable Authorities should consider: Whether the authority to approve exemptions should be limited to single position e.g. retained by the Accountable Authority (DG or CEO) or delegated to a senior management position such as the Head of Corporate Services, Chief Procurement Officer etc. This is a strategy adopted by some agencies in order to ensure a consistent approach to executive accountability for exemption decision-making; Whether, for operational reasons (organizational size, structure, geographical spread etc) it is appropriate to delegate authority to approve exemptions to a number of positions, based on the value of the procurement; and Ensure all officers to whom authority is delegated to approve exemptions have the knowledge and decision making skills to make an objective assessment (consistent with SSC policies) on the merits and justification for the requested exemption.
