To positively act to protect the public from serious harm through the identification, analysis and management of risk posed by sexual, violent and dangerous offenders. To provide support and guidance to the Force on issues relating to sex offenders, violent and dangerous offenders. Main Responsibilities 1 To conduct home visits Complete unannounced home visits of registered sex offenders to check compliance with legislation, confirm that the offender resides at the address or place notified and to fulfil the duty of care to the public to manage the risk posed by the offender. To monitor the risk of the offender, identify changes in risk factors and ensure the appropriate action is taken, detect offences and gather information for risk identification and management. 2 To complete detailed risk management plans To construct risk management plans, this will include multi-agency and police actions as appropriate. The plans will identify who is at risk of serious harm and the level of risk. The plan will address how it is proposed to reduce or manage the risk of harm and the likelihood of re-offending through restrictive and constructive interventions. Plans should include restrictive, protective and rehabilitative intervention, where possible. 3 Research and investigate non compliance with notification requirements Gather evidence with a view to progressing criminal proceedings into offences relating to the Sexual Offences Act. Interview suspects under caution, interview witnesses and obtain statements to support evidence of non compliance. Plan interviews and prepare case files. Liaise with CPS in relation to evidence submitted. 4 To attend Multi Agency Public Protection Arrangement (MAPPA) and other risk management meetings To conduct the appropriate research in order to be appropriately prepared to share information from police systems with partner agencies in attendance at meetings. To ensure there is an active engagement at meetings to assess the level of risk posed to the public and contribute effectively in formulating a risk management strategy and plan to manage or reduce the risk. To professionally represent the organisation at multi-agency partnership meetings. 5 Liaise and develop co-operative relationships with partner agencies To establish effective and professional relationships with partner agencies to ensure there are good links to facilitate the flow of information sharing to assist in effectively assessing and managing risk posed by sexual, violent and dangerous offenders. To work in liaison with partner agencies to jointly visit offenders and assess the suitability of addresses. 2 6 Prepare files and reports for criminal and civil court proceedings Compile written reports, statements of evidence and prosecution files for presentation at court, making full use of current case law and legislation in relation to Sexual Offences Prevention Orders, Risk of Sexual Harm Orders, Foreign Travel Orders and Notification Orders. To attend court and give verbal evidence in support of prosecution cases. 7 To undertake disclosure to third parties To ensure appropriate disclosures are made to partners of registered sex offenders, family or partners whom the registered sex offender may have contact with. To ensure that safeguarding measures are addressed in respect of children or vulnerable adults through the appropriate disclosure to third parties. To complete face to face meetings with applicants through the Child Sex Offender Disclosure Scheme and then make the necessary disclosures to those who are best placed to protect the child. 8 To maintain detailed records on Force and National databases To ensure that information is appropriately recorded on the Violent Sex Offender Register (ViSOR) database in accordance with ViSOR standards. To ensure that information is accurately recorded and retrievable, ensuring compliance with the Criminal Procedure Investigations Act (CPIA) guidelines. Ensure that information is accurate in accordance with the Data Protection Act and Management of Police Information (MoPI). 9 Maintain a high level of knowledge and understanding of legislation and guidance Maintain knowledge of policies and procedures pertinent to the specialist role. Develop expert knowledge on Sexual Offences Act 2003 and MAPPA Guidance. To provide specialist in depth knowledge and advice to staff throughout the organisation to ensure that legislation is applied correctly. To advise staff on Sexual Offences Prevention Orders, Risk of Sexual Harm Orders, Foreign Travel Orders and Notification Orders. Much of the research information on certain offenders can be very distressing. The post holder is to undergo psychological debriefing at least on a 12 monthly basis or as when required. Staff members may receive additional training (voluntary) and be tasked to staff operations to deal with major incidents. You will be required to attend all necessary and relevant training courses in respect of your employment to ensure compliance with the policies of the Force. There is not a standard/routine daily or weekly pattern to this post, however the post holder will be expected to work within the Force flexible working policy. Wiltshire Police provides a 24 hour 7 day a week service therefore applicants should be prepared to be flexible in their approach to working hours. The post holder should have access to a vehicle or be able to make alternative arrangements to meet the requirements of the post. It has 4 policing hubs in Swindon, Chippenham, Salisbury and Trowbridge. There are 3 custody suites in Swindon, Melksham and Salisbury. Police Headquarters is in the centre of the County in Devizes and it is from here that the Senior Officers of the Force work. In addition to this a specialist operations hub and many specialist departments are based in Devizes, providing support to the operational hubs. Pay Scale Structure Police staff are appointed to the Wiltshire Police pay scale. This consists of 15 grades (W1 – W15). A copy of the current pay rates associated with these grades can be found on the HR Intranet site. Each grade has three spine points. On appointment, an individual will normally be placed upon the bottom spine point for that grade and will progress up through the grade, through the awarding of increments, until the top point of the grade is reached.
