Minor changes have been suggested in AGB, Biochemistry, Medicine, and Animal Nutrition Course. Under Regulation 1:- The proposal is to specify that the regulations are for 60 annual admissions. Under Regulation 2(m):- The proposed amendment has omitted the teaching experience of faculty in related institutions like all Colleges of Agriculture having Animal Husbandry instructions, Schools of Bio Medical Sciences and Research Institutions not necessarily recognized or required to be recognised by the Veterinary Council of India. This will adversely affect the reciprocity and other important Academic Institutions. Under Regulation 2(o):- The amendment proposed is detrimental to obtain clinical practice in good quality private institutions which are available now in country, which needs to be encouraged. Under Part II Regulation 3:- As already stated the proposed one year internship is quite unnecessary and if insisted upon, the academic programme may be compressed from four and half to four years. Under Regulation 5(2):- The proposal to have the livestock farm complex only under a Professor with specialization in livestock production management is not practically implementable as the Professors from LPM and suitable to perform the role from closely associated disciplines also need to be sourced. Under Part III Regulation 6:- The most dangerous amendment proposed this time is to restrict the age for student entry for BVSc.&AH programme is 25 years for general category and 30 years for SC/ST/OBC category. In most countries in the world, there is no prescribed upper age limit to undergo a period of professional training for medicine, engineering, law, etc. since any person having the prescribed minimum qualification is eligible to undergo the programme of study at any stage in his life. Under Regulation 7(iii):- The allowed relaxation for Scheduled Caste/Scheduled Tribe candidates in the qualifying examination has been reduced from 10% to 5% which is not explained by sufficient reasoning. 3 Sr.no. Under Regulation 8(3)(1):- There is no logic in denying transfer from private veterinary colleges to other private veterinary colleges or Government Veterinary Colleges to private Veterinary colleges, etc. within the same University or between different Universities if the migration rules of the University so permits. Under Part V – 9 (2) (n) (ii):The provision for internship in a different State needs to be thoroughly discussed as seamless opportunity needs to be offered between VCs of Agriculture/Veterinary Universities and unless the training calendar is properly oriented the management of out of State internship will be proved to be very cumbersome. Under Regulation 9 (2) (n) (iii):- Similarly, in the six attachments VCI / wild life centre, etc. will also prove to be very difficult to coordinate unless the Government of India is able to shortlist the list of qualifying institutions and advice. Under Regulation 9 (2) (n) (vi):-It will be very difficult for the University to provide interest free loan, etc. to the internship students without adequate State Government support. It may be unfair for the VCI to ask for such loans without ensuring that Government of India would support such loans through NABARD etc…. The comprehensive examination of core competence which was an integral part of the existing curriculum has been deleted which could have serious detrimental effects in the comprehensive evaluation of a veterinary graduate prior to his commencement of clinical practice. IT is not necessary to restrict the internal examination duration to one hour as this needs to be decided by the concerned University. There is no justification for insisting upon a Dean of a Veterinary College or Head of the Department to be a person with basic veterinary qualification only as highly qualified professionals from non-veterinary background who is a qualified researcher in Animal or Livestock Science to head a faculty or being an Officer of 4 Sr.no. Under Part IV Regulation 5(2)(a):- The Livestock Farm Complex shall be a separate unit in every veterinary college (if a full-fledged livestock/animal farm does not exist), under the independent charge of a faculty member of the rank of a Professor with specialization in Livestock Production Management or Any Production Subjects like LPM, AGB, ANN. Under Part IV Regulation 7(m):- In respect of candidates belonging to the Scheduled Castes/the Scheduled Tribes or other special category of students as specified by the Government from time to time, marks required for admission shall be 5% less than that prescribed for general category (45%). Under Part IV Regulation 7(f):- Each Practical batch for a course should have students between 25-35 only. Under Part IV Regulation 2(i):- During the period of internship they shall be provided accommodation/lodging and paid consolidated remuneration in the form of internship allowance equivalent JRF by ICAR. The teaching and supporting staff strength for each dept. as mentioned in existing regulation should be followed instead of proposed strength indicated in the revised MSVE-2015, as the strength in the proposed draft seems to be very low. Requirement of one more UG lab. in each dept. for completion of course in a professional year. The Pathology course in 2nd professional year may be shifted to 3 rd professional year. Instructional days should be limited to 180 days excluding time spent for annual examination and other internal examination. Clinical services in a College should be extended during instructional period. More staff should be proposed in the Clinical Departments for additional duties of the health care in VCC. Asst. Hospital Superintendent must have Masters Degree at par with Asst. Professor. Separate department of Vety. Physiology and Vety. Biochemistry. Inclusion of the course of Animal Biotechnology. Either a separate paper in third year or a unit needs to be included in the course for Applied biochemistry.. The credit hour needs to be increased to 4+2 for the three courses i.e. General Vety. Biochemistry, Intermediary, Metabolism and Clinical Biochemistry. Reduce the number of exams from three internal exams on only one internal (as half year exam). The staff position needs to be increased to 1/1/3 or 1/2/2 for the VCP-111, 121,511 & VLD-511courses in veterinary Clinical Complex. Inadequate space for Deptt. Vety Biochemistry. Needs to be provided more space as the intake capacity of students is also increased. Under Part V(10):- the switch over from semester-cum-annual examination system to annual examination system appears to be good and more practical. Provision be made for Glassware washing room (100 sqft) and Glassware sterilization room (100 sqft) as these two rooms are mandatory in case of Microbiology dept. NSS be included since it is compulsory in some colleges in the first and second years B.V.Sc. & A.H. programme, where as NCC is not included. Rearrange the courses in Theory and Practical as Unit – 3 for veterinary Immunology and serology Unit – 4 for General and Systemic Veterinary Virology and Unit – 5 for Microbial Biotechnology. Establish department of Livestock Economics and Biostatics. Under Part I ‘Preliminary’:- To rename the degree course of B.V.SC & A.H to ‘B.V.Sc & A.W’, where ‘A.W’ stands for Animal Welfare. Under Part V, SYLLABUS, (2) INTERNSHIP (n)(iii):- 14 days posting in an Animal Welfare Organization may be made mandatory for better exposure to better animal welfare practices. Under Part VI, 2 COURSE CONTENTS, (a) GENERAL REMARKS:- The use of live animals should be prohibited in teaching veterinary education. Under the aforesaid Regulation all the veterinary colleges must set up the following: a. Use of certain equipments in the revised list such as debeaking equipments, branding set, castrator for different species, are part of invasive procedures such as debeaking, branding and castration respectively and cause immense pain to the animal. Debeaking may be prohibited and debeaking equipment may be removed from the list as it apparently violates the provisions of The Prevention of Cruelty to Animals Act, 1960. Branding may be replaced with humane method such as radio frequency identification devices. Castration should be done only under anaesthesia and postoperative analgesia must be ensured. Suggestions have been made in the course contents of theory/practical in the dept. of Livestock Products Technology, Vety. Gynaecology, Livestock Production Management, Veterinary Clinical Complex, Vety. Micobiology, Vety. Physiology & Biochemistry, Vety. Pharmacology, Vety. Surgery, Vety. Anatomy (which is provided). AAU, Somewhere in the beginning of the MSVE, it should be mentioned that the MSVE provides a model guideline which every institute offering B.V.Sc. & A.H. must fulfill in the minimum. In the selection of candidates to B.V.Sc. & A.H. degree can go for one of two options:(i) Altogether abolish common entrance test. 10 Sr.no. The course on VAN, specifically mentions the number of classes for each unit, both in theory as well as in practical. This type of allotment of number of classes for each unit would be difficult to follow, which is not in line with other subjects. In the subject of AGB, the following suggestions are made:(i) The courses on Computer Application should not be included in B.V.Sc. & A.H. curricula, but students can self learn compute applications. The facilities that are prescribed for computer education in AGB may be kept as proposed and teacher of the Deptt can be In-charge of the same for helping students self learn for which a slot could be made in the academic calendar. may be (ii) Under Unit – 2 Practical of AGB, “Demonstration of molecular techniques” is included, but no equipments are included. In respect of Internship programme, the following suggestions are made:(i) The schedule of activities under Compulsory Rotating Internship programme is too complicated and rigid which will be difficult to implement in letter and spirit and that it goes against the present concept of education where students should get a free environment for access to information, knowledge and skill development. (ii) At least 5 days be prescribed for duty interchange. (iii) Posting in any one establishment only in place of any 6 (at iii). (iv) The practice of sending of students to outside state institute for 6 weeks be deleted. In the dept. of Instructional Livestock Farm Complex, the following are suggested:(i) The eligibility for Head of the Department is being revised from Professor having eligibility in any of the production subjects to the professor having specialization in LPM ignoring the other production subjects like Poultry Science, AGB and ANN. (ii) Not to make the changes for requirement of Head of the Department of ILFC and to keep the same regulations as per MSVE, 2008. (iii) Atleast 4 Asst. Professor among which 3 specialized in Animal Production subjects like Animal Breeding, ANN, Poultry Science and LPM to look after Breeding, Nutrition, Hatchery and Management aspect of all livestock unit and other specialized in Agronomy specifically to look after fodder production unit for all the livestock species. (iv) Create one Farm Manager of Assoc. Professor Cadre belongs to any of the production science subject. Under Part II Regulation 5(b) Veterinary Clinical Complex shall be recognized only if it has an average minimum of 1000 outdoor cases and 10 indoor cases in a month. Under Part II Livestock Farm Complex (LFC) retain name as Instructional Livestock Farm Complex (ILFC) Under Part III Regulation 7(i) Selection mode shall be based on the policy of the 12 Sr.no. Under Part V. Examination and Evaluation:- (i) Format must be specified for Internal Assessment also; (ii) Annual Examination: Theory: Paper I and Paper II instead of Paper A and B; (iii) Annual Examination: Practical: Paper I and Paper II instead of Paper A and B. Under Part V. Examination and Evaluation:- The practical examinations shall be conducted by a Board of Examiners consisting of an external examiner. Fourth professional weightage: The first, second and third professional are for one year each, while fourth professional is for one and half years. To have the corresponding weightage on the OGPA each credit hour in the fourth professional shall be considered as one and half credits. VGO/VCC: The VCP course is offered by VCC, but needs to be dealt by the respective clinical departments only, as the qualified faculty to give the clinical training in the respective subject will be available with them. Hence, those clinical departments shall involve in the evaluation of the VCP course also and shall be mentioned in the regulations of the VCP course.
