The Islamic Republic of Afghanistan, Ministry of Energy & Water has applied for a grant from the International Development Association toward the cost of Irrigation Restoration and

Development Project , and it intends to apply part of the proceeds of this

“grant”

to payments for hiring the services of following qualified national individual consultants.

Job Description/Duties and responsibilities

Required Qualification and

Experience

Data Collection and Data Process

Collecting hydro-meteorological data from different sources including local and global datasets

Comparison of observed and simulated meteorological datasets for coefficient of determination analysis

Meteorological data screening based on dynamic and normal ratio method for gap filling

Comparing the correlation of estimated rainfall and discharge based on satellite data with the ground observed and measured data.

Collecting of Land cover, land use, IPCC (

CMIPS) and population datasets

Mapping the patterns of precipitation, temperature and water resources availability and rank them with regard to their exposure, sensitivity, and therefore vulnerability to climate change impacts, both present and futureunder global climate scenarios

Simulation of annual water resources availability in the river basins.

Simulation and improvement of hydro meteorological data for hydrological development projects

Master degree in civil engineering/ Environmental system engineering/ water resource engineering and management hydrological modeling.

Experience in climate change scenario analysis, global climate model analysis,

Capability of watershed analysis.

Contract documentation of most civil engineering infrastructure such as dams Projects, Irrigation projects.

Knowledge and experience in skillful use of computer and its relevant soft-wares, such as GIS,

SWAT, Arc SWAT, BASINS,

Auto CAD, MS

Project/Primavera, World, Excel.

Knowledge and experience of the necessary internal and external meetings and presentation at local and international conference.

Knowledge of developing training materials, and offer

Assessment of snow coverage areas and accumulation in the midstream and upstream using advancedtools and applications to evaluate the changing of hydrologic components in river basin and watershed level

Considering Global Climate Models under climate scenarios to assess the present and future water resources availability using models

Water stress assessment based on population explosion and climate change scenarios

Prepare material for integration of climate change in planning, especially by integrating climate change concern in river basin and sub basin level planning documents

Technical assist with water resources department and offer trainings related to

SWAT and BASINS models and issues to

WRD staffs and Engineers.

Numerical simulations and Water resources& climate change modelling

Run Arc SWAT, SWATand BASINS models to quantify water resources availability, hydrology components, climate change scenarios and water quality

Arc GISand QGIS softwares for watershed delineation and raster analysis

Run ETo-Calculator software to estimate the evapotranspiration rate from surface land.

Run ET GeoWizards software for manipulation of raster data in climate studies.

Calibration and validating of water resources engineering models.

Statistical and Probabilityanalysis.

Software Competency

SWAT, BASINS, ArcGIS, QGIS, Auto

CAD, ET.GeoWizards, ETo-Calculator trainings related to Water-related models to other staff of Ministry of Energy and Water and give presentation and seminars internally and other stakeholders.

Having experience of working with national and international organization.

Fluency in Dari, Pashto and

English (Writing, Reading and

Speaking).

The Project Coordination Unit (PCU ) of Emergency Irrigation Rehabilitation Project (EIRP) under Ministry of Energy and water now invites National eligible consultants to indicate their interest. A consultant will be selected in accordance with Section V Selection of Individual Consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by

World Bank Borrowers (January 2011).
