On Regulations Regarding the Sending of Registration Notifications of
Electronic Communications Merchants
In accordance with the coming into force of Section 17, Paragraph one of the Administrative
Procedure Law and on the basis of Section 9, Paragraph two of the Law “On Regulators of
Public Utilities” and Section 8, Paragraph two and Section 33, Paragraph one of the
Electronic Communications Law,
the Commission has decided to:
1. Approve the Regulations Regarding the Sending of Registration Notifications of Electronic
Communications Merchants (Annex).
2. Prescribe that the Regulations provided for in Paragraph one of this decision shall come
into force on the day following its publication in the newspaper “Latvijas Vēstnesis” [the
official Gazette of the Government of Latvia].
3. With the coming into force of the Regulations provided for in Paragraph one of this
decision, the Regulations for the Registration of General Authorisations in the Sector of
Electronic Communications, that were approved by Public Utilities Commission Decision
No.169 of 30 June 2004, (“Latvijas Vēstnesis” 7 July 2004, No.106) are repealed.
This decision shall come into force upon the adoption thereof.

Regulations Regarding the Sending of Registration Notifications of
Electronic Communications Merchants
Issued pursuant to Section 33, Paragraph one of the Electronic Communications Law
I. General Provision
1.These Regulations prescribe the procedures by which an electronic communications
merchant shall send a registration notification of an electronic communications merchant to
the Public Utilities Commission (hereinafter – Commission).
II. Procedures for Sending a Registration Notification
2. An electronic communications merchant has the right to commence the ensuring of an
electronic communications network or provision of electronic communications services, if he
or she has completed and sent to the Commission a registration notification of an electronic
communications merchant (hereinafter – Notification) (Annex 1).
3. An electronic communications merchant shall be liable for the veracity of the information
specified in the Notification.
4. The Commission on its web site – http://www.sprk.gov.lv/ - shall maintain and not less
than once per month renew the list of electronic communications merchants (hereinafter –
List), on the basis of the Notifications received.
5. The Commission has the right to request that an electronic communications merchant
defines the information included in a Notification, in order to register the electronic
communications merchant in the List.
6. An electronic communications merchant has the right to receive in the Commission a
certificate of registration of an electronic communications merchant that attests to the
registration in the List (Annex 2).
III. Transitional Provision
7. Electronic communications merchants, who until the date of coming into force of these
Regulations have sent a notification for the registering of a general authorisation in the sector
of electronic communications or received individual licences in the Commission, or registered
general authorisations for the provision of entrepreneurial activities (commercial activities) in
the sector of telecommunications or in the sector of electronic communications, or whose

licences and authorisations in the sector of telecommunications issued by the Ministry of
Transport have been re-registered by the Commission and who have implemented the
requirements provided for by regulatory enactments or licences, are entitled to ensure
electronic communications networks or provide electronic communications services and are
registered in the list of electronic communications merchants, without sending a Notification
according to the procedures provided for in these Regulations.
