Youth Open Space Action in Lao PDR
Over 160 young people from different communities, who have limited opportunity and
access to basic services as well as those who live their lives as street youth around
Vientiane Capital, participated in a two-day Open Space Forum which was held for two
days started on September 9-10, 2006.
The Open Space Forum was a joint initiative of Ministry of Labour and Social Welfare
through Peuan Mit Project (a project in collaboration between the Ministry of Labour and
Social Welfare and Friends-International Street Children Network) and the World Bank.
The Open space workshop has been made possible thanks to the support of UNICEF,
Save the Children Australia/UK, Santi Volunteers Association, Tango, ETL, Lao
Telecom, Beer Lao Company Ltd., and Lao Soft Drink Company.
Witnessed the opening session of the event were Mr. Prasith Phommatheth, Acting
Director of Department of Social Welfare, Ms. Victoria Juat, Child Protection Officer,
UNICEF Lao PDR and representatives from Puean Mit Project and the World Bank Lao
PDR.
Under the guiding theme “Creating a Better Future for Us: Issues and Opportunities”,
young people from 10 villages in Vientiane Capital and Vientiane Province created their
own agenda for the two-day forum including suggested issues, concerns, interests and
challenges for discussion as well as proposed solutions.
Through a collective and in depth consultation between Ministry of Labour and Social
Welfare, international organizations and the World Bank, Open Space concept emerged
and developed in taking into account that young population accounts for the more than
50% of the total population in Lao PDR and that they are the future of the country. This
forum was not only a stage for young people to share their issues, but also a stage of
which all agencies can learn more about many emerging challenges that this group of
people are facing. This forum would help each agency to shape their activities, strategies
and policies to better address the issues.
The idea behind Open Space was to create a sense of freedom for young people to discuss,
share and talk about challenges and issues that they feel important to them. Participants
were not only provided the opportunity to chair group discussions, but also enabled them
to participate in any discussions according to their interests. At the second day of the
forum, participants would select the most important issues and explore the solutions
which they believe that could address their issues.
At the end of the forum, a booklet were produced which include all issued that were
discussed as well as actions/solutions that they proposed. The booklets were also
distributed to all partner agencies. Report of the forum will be used as a tool for all
partner agencies to work in partnerships in developing future program that will address
some of the problems that the disadvantaged youth have identified.

“Creating a Better Future for Us: Issues and Opportunities”
More than 140 sessions outcome papers written by children who participated in the Open
Space on September 9-10, 2006, in Vientiane Capital, Lao PDR. The outcomes of the
sessions included their hopes, wishes and dreams for better life and future, issues raised
by this group of young people were related to their day to day living conditions and their
livelihoods.
This group of people is in their teenage year, with a mix of people who have little and the
groups that have no education background at all. However all seem to think that what is
important to them is to have a good education. The younger group (ages from 12-16)
seems to reflects their ideas on the role models or professions that they admired such as
doctors, soldiers and singers. However, the older group (ages from 17-25) seems to
reflect their thoughts on making better living through their own interests. The group with
some education background seemed to see the need for better information as well as
vocational training centers. The topics that received most interests from this group can
be categorized into three big categories:
1. Access to education for all groups that includes music and singing;
2. Access to vocational training;
3. Need more libraries to serve public, especially mobile libraries in order to
disseminate the information to the Lao people.
The reasons for the first two topics mainly because they want to study, to be trained and
equipped with knowledge and skills so that they can have good jobs, making good money
and have better future. Many children feel that they still do not have full access to
education and that school circular should also include some form of art such as music,
dancing and singing. In additions to this many young people see that these activities are
the important part in preserving of Lao culture.
This group of children suggested that in order to preserve the traditional and Lao culture,
all concerned agencies in the society should get involved and pay attention to this issue.
They feel that when preserving Lao culture, it enables them to understand their own
identity and where they come from as well as encourage them to express themselves and
showing their talents. By providing this opportunity to them, it will help many young
people stay away from high risks behaviors such as using drugs. They are willing spare
their time of helping their parents with household chores to learn the instrument, how to
sing and dance. As part of education and learning, they requested that more activities like
Open Space should be organized for disadvantaged children such as themselves in order
to provide the opportunity for them to really express their views on many challenges
issues that they are facing.
Vocational training was brought up by the older group (ages from 17-25). As they feel
that at this age, having a good job and earning good salary is very important for them and
their family. Many feel that there is limited vocational training school and that it is very

expensive to attend the school. Most of them prefer vocational training school be cause
they can directly study the field that they are most interested in shorter period of time and
become very specialized in that area. As tourism has increasing play an important in the
country in generating revenue, many young girls stated that they wan to become a chef in
the restaurant because as tourism boom, there will be more and more tourists coming to
Laos and that they can help their family open a restaurant. Many young men however,
would like to become a mechanic as they see the increasing number of cars and
motorbikes in the countries. They would like to see more vocational training school that
provide wide range of classes at the low cost or no cost so that young people like
themselves can study and work. Many have expressed that they are very good at fixing
cars or cooking thought they are not given any chance to prove or do so.
Another important area that these young people brought up was the issue of the lack of
information available. Mobile library was suggested by the children. They feel that
library does not need to have the same setting- physically located at some building and
have people coming-in - they feel that library should be able to move around and go
where information is lacking and where it is needed most. Mobile libraries should be able
to go around to their communities (villages and schools). It is an ideal to have libraries
that open 24 hours and with librarians who will be available to assist the customers and to
take care of the libraries and the books. They also suggest that reading should be
promoted and encouraged through interesting and fun activities. They understand that
books and reading provide them with rich knowledge and information.
It is clear that they all feel the need for all agencies to work together to address these
issues. This youth group suggested that all government agencies, non-government
organizations, international organizations and private sectors need to integrate this into
their agenda.
