INDONESIAN GRADUATE SKILLS DEVELOPMENT POLICY
CONTEXT
The Indonesian Graduate Skills Development (GSD) Programme is a unique opportunity for young Indonesian
with a passion for international development, who has the potential to become future leaders of our institution.
The GSD initiative is designed for highly qualified and motivated young people recently graduated* from
University who possess academic background in areas relevant to UNDP Programme Focus, namely 1) Poverty
Reduction and the Achievement of the Millennium Development Goals; 2) Democratic Governance, including
the governance of HIV/AIDS responses; 3) Environment and Sustainable Development as well as 4) Partnership,
Advocacy and Communications; or in the areas of management services such as : (1) Business Solutions covering
human resources management and procurement services, (2) Administration and Security Services covering
transport management, conference and workshops and general administration, (3) Budget and Finance, and (4)
Information and Communication Technology.
If candidates are selected for this programme, they will be offered a Service Contract with maximum durations
of 2 (two) years and their assignments will be enriched through on-the-job learning experience and specialized
training(s) whenever possible. It is an opportunity to experience development work and gain exposure to UNDP
operations and policies on a first hand basis. We value diversity in our work place, and encourage qualified

The GSD Initiative provides the following twofold benefits:
1. It provides the opportunity for qualified young Indonesian to start a development career through “on
the job” professional development that can be based on learning from UNDP’s programmes, policies
and operations.
2. It also allows UNDP to strengthen its own human resource base and research capacity.
Managerial Arrangements and Oversight
The number of candidates accepted into the office will be determined by the office/project staffing strategy, its
requirements and budget. Selected Trainees will be assigned to either a programme cluster/team or
operation/management cluster team, as per their specialization and interest. They are expected to make
significant contributions to the work in the units they have been assigned to.
The GSDs will work in an office environment with an emphasis on teamwork. The supervisor will be responsible
to provide primary oversight of the work and provide learning opportunity to the candidate assigned to them.
Eligibility for the Indonesian Graduate Skills Development (GSD) Programme
The eligibility requirement for selection to the Indonesian Graduate Skills Development (GSD) programme is
based on excellent academic qualifications, UNDP needs and gender balance ratio. The following are the
minimum qualifications that need to be considered for the Indonesian Graduate Skills Development (GSD),
although candidates selected tend to exceed these requirements. Please note that no exceptions can be made
for these requirements.
 Be a citizen of the country.
 Be 28 years of age or younger when entering the GSD programme.
*Not more than 2 (two) years graduated from University by the time of application to UNDP


Had recently* obtained a Master’s degree or equivalent at the time of submitting application. The
undergraduates (Bachelors) degree holders will also be considered, however preference will be given to
those holding Master’s Degree.
Female candidates are highly encouraged to apply.
In order to be qualified for the limited number of positions, a combination of the following credentials is highly
desirable:












Display a commitment and understanding of development cooperation issues
Good command of English, both written and spoken is essential
Good research skills
Good analytical skills
Excellent academic record
Flexibility and the capacity to work in different units of the Country Office
Maturity combined with tact and diplomacy
Ability to adapt quickly to new working environments
Exhibit excellent client engagement, communication and team member skills suitable for working in an
international organization
Have working knowledge of additional languages relevant to the UNDP work
Be flexible and have the ability to work in different areas of the institution
Fully computer literate (MS Office)
No prior job experience is required. However, 0 – 24 months of professional experience and good experience in
student/community organization during their study would be preferable.
Duration of the Programme
The maximum duration of the programme is 2 years and is rotational after the completion of a year. Selection
process of GSD is based upon standard competencies and qualification required for GSD position, therefore the
GSD can be rotated after one year depending upon the need of the office and interest of individual.
At the completion of a year each GSD is evaluated and recommended for the continuation of the second year. At
that time the GSDs get the opportunity to strategically select their rotational assignments so that they can
maximize their learning and exposure. The rotation to another Unit for the second year is optional depending
upon the preference of the GSD and the availability of an opportunity in another Unit. HR will be the coordinator
to make sure the rotation to another unit is recorded properly.

Training Opportunities
The GSD is eligible to participate in any local training programme organized by UNDP.
Compensation & Benefits
Compensation: specific for this programme, the salary is pegged at SC 1 peg 2 on a SC salary scale. This salary is
non-negotiable and the Provisions of Service Contract User Guide will be applicable except for those explicitly
stated in the GSD Policy
After an GSD Service Contract is issued, the level of remuneration established on initial contract must not be
adjusted for any reason. In the event that the GSD contract is extended, the pay will either remain the same or
be adjusted if the remuneration scale has been revised in accordance with the Handbook on Setting Service
Contract Remuneration. If upon renewal of the GSD it is established that the level of remuneration has
surpassed the market rates for similar situated services, the level of the remuneration remains unchanged with
no adjustment for each contract renewal until the gap is closed.
Benefits:
1. Annual leave for GSDs will be accrued at the rate of 2 (two) days of paid leave per month. Any
unused annual leave at the end of the contract cannot be commuted to cash.
2. Sick leave as per UNDP service contract policy.
3. Insurance and Social Security benefits will be as per the Service Contract User Guide as applied
to all other Service Contract holders in Indonesia
Eligibility to apply for other position in the office
GSD will only be eligible to apply to any other employment in UNDP after completion of 1 (one) year service
(either consecutive or cumulatively) under GSD programme.
