Title:
“LOVE AND CARE NEELAM CYCLONE DISASTER VICTIMS”
PROJECT SUMMARY:
Nilam Cyclone Devastation in Andhra Pradesh:
The low depression formed in the Bay of Bengal during the last week of Oct 2012
bringing in heavy rainfall in the coastal districts of A.P. and Tamilnadu. The
meteorological department predicted the storm would sweep the coast at 140 km per
hour where as, the weekend cyclone crossed Mahabalipuram, north of Tamilnadu coast
on 31st October, 2012 with winds crossing at 70 km per hour.
Despite this there was wide spread heavy destruction in Andhra Pradesh especially in
the districts of East Godavari, West Godavari, Srikakulam, Visakhapatnam, Krishna,
Guntur, Vijayanagaram and Khammam due to unprecedented continuous downpour of
rain ranging from 100 mm to 330 mm per day leading to breach off reservoirs, minor
irrigation tanks resulting in breach of bunds of rivers, canals, all sort of water ways
affecting the source of drinking water , infrastructure, causing extensive damage to food
and commercial crops such as paddy, banana plantation, sugarcane, cotton, chillies,
groundnuts etc. from 1st November, 2012 to 6th, November.
The CM said the loss caused by the cyclone had been assessed at about Rs 1550
crore. In all, crops in an extent of 20 lakh acres had been damaged in the
cyclone.
It was reported that 45 people died in Andhra Pradesh. 176 low-lying villages and towns were
inundated by swollen rivulets. 80,000 persons have been evacuated to government shelters. The
Disaster Management Department updated the data by enhancing the number of
damaged houses fully and partially to 41,514 and lakhs of people became helpless.
The unprecedented and unexpected downpour of heavy rains leading to heavy floods
beyond even the imagination of the meteorological and other government line
departments has created extensive damage in the coastal districts of A.P. and most
severely in East Godavari and Krishna districts .
The floods in Thandava River up-rooted the railway tracks near Tuni causing destruction
in Tuni town and several villages en-route. Water entered and marooned thousands of
houses in several colonies of Tuni urban and rural villages and rendered homeless.
Neither the district administration nor the local bodies assess the situation arising out of
continuous down pour of rain leading to breaches and flooding and as a result. The
rescue and relief operations could not be under taken in a large scale inviting the wroth
and anger of public, political parties and more particularly women.
The core team of state administration along with the Chief Minister visited Tuni and had
the review meeting on 06-11-2012.
In East Godavari district, more than 5129 houses have been partly damaged, 1010
houses were fully damaged and thousands of people living in low-lying areas in the
affected districts have been moved to 86 relief camps.
16459 families in 69 villages of Peddapuram Revenue Division of East Godavari district
predominantly inhabited by dalits, Adivasis, minorities, the most backward communities
and other vulnerable people living in the slum areas of Tuni and those living in the
plastic sheet roofed tents and thatched sheds on the road sides, tank bunds and canals
affected for more than a week without employment, stranded in flood water getting
food packets through local Philanthropists and the people who lost even their meagre
belongings are identified as the victims (beneficiaries) of Nilam cyclone and floods.
Krishna district in-charge Minister Thota Narasimham on 8th, Nov went around floodravaged areas, interacted with farmers and flood victims, and reviewed the situation with
the Collector and other officials. The district had recorded 270 mm rainfall
against the normal 70 mm.
He stated that nearly 300 villages were marooned across Krishna district and as per preliminary
estimates; farmers had incurred crop loss of Rs.120 crore besides infrastructure loss of Rs.250
crore, nearly 1,200 houses were damaged, some fully and some partially, while 1300 houses
were completely submerged in floodwater. Nearly 7,000 people were rehabilitated across the
district and 30,000 food packets and drinking water was distributed to flood victims.
