7# bulk grocery berth of No.2 basin in Jinzhou Port 1. Name of the project 7# bulk grocery berth of No.2 basin in Jinzhou Port. 2. Necessity and feasibility of the project (1) Necessity of the Project According to the forecast on the reserves of the hinterland of Jinzhou Port prepared by the Second Harbor Engineering Investigation & Design Institute of the MOC, the throughput of Jinzhou Port in 2010 and 2020 will be 18,130,000 tons and 22,730,000 tons respectively. Then the existing 6 cargo berths in the first basin and 2 cargo berths in the second basin will not be able to bear the throughput and, the difference between the existing handling capacity and the volume of goods needing to be handled is getting more and more great. Therefore, cargoes berth in the second basin, which has been approved by the Planning Committee of Liaoning Province and Jinzhou City. It is quite necessary for Jinzhou Port to develop and construct the berth, so as to fit in with the needs of the development of the whole economic hinterland and the foreign trade, ensure the continuous, steady and coordinated growth of the port. (2) Feasibility of the Project The No.5 and No.6 cargo berths in the second basin have been constructed, so the natural conditions are superior, the technique is practicable, the covering condition is better, the external conditions are well-constructed, the period of the construction is short and the investment is economical. The construction of the planned port area and the No.5 and No.6 berths in the second basin provides some conditions which can be relied on, such as power supply, water supply, telecommunication, heat supply, road and railway. The existing facilities of Jinzhou Port can be used in the construction of the berth. The professional construction of Jinzhou Port has rich port construction experiences, high-level technical competence and are well equipped, which are the necessary conditions for the construction of the project. 3. Scale and location According to the prediction of the development of the transportation of the cargo of Jinzhou Port, the quantity of goods, the transportation direction and the demonstration of ship type, Jinzhou Port is to contract a cargo terminal with 50,000 DWT tonnage weight-class, which is located at the eastern of the second basin and connected the northern port of the No.6 terminal. The construction is to build up the facilities of port basin, loading and unloading devices, railway, water supply, and drainage, road & storage yard, power supply, telecommunication, heating & ventilation and auxiliary buildings production and daily life, etc. 4. Construction schemes (1) Layout According to the general layout and plan of Jinzhou Port, the 50,000 DWT grade cargo terminal is proposed to be on the eastern side of the second basin connected to the northern end of No.6 terminal and the quay-line of the two berths shall be straightly aligned in one line. The front line of the jetty is arranged at the place of 400m away from the west of the existing approach bank. The length of the terminal is determined by 35,000 DWT vessels of shallow draft and wide hull is 210m. The width of the mooring waters at the front of the jetty is taken 64m, double of design representative ship type molded width and, the design depth is 12.7m. The anchorage will be the special part of the planed anchorage, so as to satisfy the needs of the berthing of bulk cargo vessels. (2) Hydraulic Structure The terminal is caisson gravity wharf structure. Upper structure container cast-in-situ concrete breast wall and track beam for gantry cranes. The deck level is 5.0m. The top level of caisson is 2.0m and the bottom level is –14.0m. The caisson is 16.0m high, 11.0m wide in middle and 12.5m wide in bottom. Each caisson is about 1500t. There are 12 caissons in total. Rubble-mound prisms are set behind the caisson for relieving force. (3) Handling Technology The generality and adaptability of the port shall be considered so that the changed cargo types can be handled. The flow machine with good generality shall be adopted more and the fixed and special machine shall be adopted less. Therefore, the gantry crane and the grabs shall be adopted in the handling process. The single bucket loader and the flow belt conveyer shall be adopted for the level transportation and the stacking operation. 5.Economic annalysis (1) Total investment: RMB 117,288,100.00 (2) Handiling capacity: according to the capacity analysis of the No.2 basin,the coin is 750 thousand tons/year, the nonmetal mineral is 20 thousand tons/year. (3) The benefit calculation period of the project is 22 years, including two years of construction period and 20 years of operation period . (4) The operation income is 29.6 millin yuan. (5) The operation tax and addition will be caculated 3.3 percent of the income, the income tax is levied as 33%, the reserve fund is counted to special funds 15 percent .
