I. PROJECT DESCRIPTION AND SCOPE OF WORK 1. Project Overview The Nebraska Department of Environmental Quality (NDEQ) is hiring a Contractor to perform a waste characterization study on the amount and composition of municipal solid waste presently being disposed of in the State of Nebraska. The Contractor will be required to perform waste sorts at eight (8) different landfills across the state. This study will provide information that will help the NDEQ determine the amounts of various materials being disposed of in the state. A. Waste Study The Contractor must quantify the following categories of materials by weight during all four seasons. December, January and February will be considered the winter season. March, April and May will be considered the spring season. June, July and August will be considered the summer season. September, October and November will be considered the fall season. 1. Household hazardous waste (HHW); 2. Paper, to include the following categories separately: a. Cardboard b. Newsprint c. Magazines d. Mixed paper e. Other 3. Glass, to include the following categories separately: a. Clear containers b. Brown containers c. Green Containers d. Blue Containers e. Other glass 4. Plastic, to include the following categories separately: a. #1 PET Containers b. #2 HDPE Containers c. Other numbered containers d. Other plastic not numbered e. Film, wrap, bags 5. Metal, to include the following categories separately: a. Aluminum containers b. Steel containers c. Other ferrous scrap d. Other non-ferrous scrap 6. Textiles, leather and rubber (excluding tires) 7. Food waste 8. Construction and demolition (C&D) waste 9. Electronic waste, to include the following categories separately: a. Computer Monitors or Televisions b. Other Electronic Wastes 10. Yard waste 11. White goods 12. Lead acid batteries 13. Waste oil 14. Scrap tires 15. Mercury Containing Items, to include the following categories separately: a. Thermometers b. Thermostats c. Fluorescents Bulbs d. Raw Mercury e. Light Up Shoes and Buttons B. Contractor Requirements 1. The Contractor must have the technical knowledge, background and experience to conduct the waste characterization study using up-todate generally accepted statistical principles. 2. The Contractor must indicate the number of people that will be required to complete the study and will provide resumes for all key personnel involved. 3. The Contractor will summarize any past experience in conducting waste characterization or similar studies. 4. The Contractor will provide all health and safety-related equipment, all equipment and supplies necessary for sorting, weighing samples, and any necessary containers or packaging and temporary shelter when necessary. The proposal must list the primary equipment that the Contractor will provide (refer to question 15 in the questions and answers). 5. The Contractor will provide all personnel necessary to complete the study and the Contractor must provide any necessary training to all field staff before actually gathering data in the field and must also comply with all applicable local, state and federal regulatory requirements. 6. Prior to collecting data, the selected Contractor will provide a Quality Assurance Project Plan (QAPP) in accordance with NDEQ’s Quality Management Plan for the data collection effort. This QAPP must be approved by NDEQ prior to data collection. 7. Contractor must provide a proposed report form that includes all required data elements as part of the proposal. 8. The Contractor must specify in the proposal the number of samples to be taken at each site each season and must indicate the criteria used in determining why that number is representative of the waste being received at each landfill . D. Onsite Activities 1. The waste study must include sampling from eight (8) landfills each season. 2. The sorts to be sampled must be representative of the waste collected at the site during the timeframe or season of the sort. 3. Sorting must not occur on atypical days such as during extreme weather or after holidays. 4. Sorts of relatively uniform volume will be randomly selected and sorted. 5. Contractor must interview the driver of each vehicle selected for sampling if the waste was collected from single-family residences, multifamily residences, commercial businesses including institutions, or a mixed route. 6. Contractor must interview the driver of each vehicle selected for sampling if the waste was generated within or outside of a specific geographical area, as well as the state in which it originated. Loads originating from out of state must not be sampled. 7. Contractor must identify the type of vehicle (i.e.: roll off, compactor, dump truck, etc) being sampled. 8. The sample waste will be sorted into different categories, identified in Section A. 9. The sorted categories must be weighed and documented, and the sorted materials as a percentage of total waste must be determined and documented. 10. The time and the date of each sample at each site must be recorded at the time of collection and sorting, if different. 11. Photographs to be taken of the sampled waste before and after the sorting task. The vehicle bringing the load will also be photographed. The photographs will be included in the final report and will also be furnished to the NDEQ in an electronic format; E. Deliverables The Contractor will provide the NDEQ with quarterly progress reports after each season and a final report that uses the information developed. The quarterly progress report must include the summary of activities that have taken place for the previous quarter. All reports will be submitted in paper and electronic format. The final report must include, but not be limited to: 1. A completed report form for each sample collected at each site which includes the information identified in D 5-11 2. detailed information and graphics such as tables or charts, etc. to indicate the results of each seasonal sort and the combined totals of all four sorts at each of the eight landfills; 3. detailed information and graphics combining the results from all eight landfills by season and in total. Statewide averages of the percentage of each categorized material being disposed of at each of the landfills must be provided;
