NOTICE INVITING TENDER
NIT NO. : NBM/PWD/08/03/07 of 2007-08

Sealed tenders in printed form as specified are invited by the Chairman, New Barrackpore
Municipality, for the following works from the eligible tenderers as per particulars given below
and will be received by the Chairman, New Barrackpore Municipality on behalf of the Board of
Councillors of New Barrackpore Municipality, PO- New Barrackpore.
1(a) Name of the work:
[i] Construction of Dwelling Houses in 30 groups in different slums.
[ii] Construction of Drains in 4 groups in different slums.
[iii] Construction of Black Top roads in 3 groups in different slums.
[iv] Construction of Concrete roads in 2 groups in different slums.
[v] Construction of Retaining wall in 2 groups in different slums.
[vi] Supply of Plastic Garbage Bins in different slums.
[vii] Supply of Polythene Buckets in different slums.
within New Barrackpore Municipality under BSUP component of JNNURM Programme.

1(c) Contractor / Supplier eligible to submit tender:
For Contractors:
Enlisted contractors of New Barrackpore Municipality / Govt. bonafide outsider / joint sector
organization having sound financial status and having experience in the similar nature of
construction work of value not less than 30% of the estimated cost for each work under single
contract executed within last five years and also should possess valid PAN NO., VAT/ Sales Tax
and Professional Tax clearance certificate.
For Suppliers:
 Original manufacturers should have adequate experience in manufacturing of their product
and also their plastic garbage bins / polythene buckets used in any project performing
satisfactory for a period of at least three years or more.
 Manufacturers should furnish satisfactory test report and should produce valid PAN NO.,
VAT / Sales Tax and Professional Tax clearance certificate. They should produce valid
certificate from Pollution Control Board.
 Manufacturers shall furnish valid BIS Certificate.
1(d) Estimated value of work put to tender:
Amount ranging from 15 Lakhs to 20 Lakhs per group {for Sl.no. 1(a) [i] to [v]}.
Amount ranging from 10 Lakhs to 12 Lakhs {for Sl.no. 1(a) [vi].}
Amount ranging from 4 Lakhs to 5 Lakhs {for Sl.no. 1(a) [vii].}
1(e) Last date of receiving application for Tender Documents:

1(i) Price per copy of the set of Tender Paper:

Rs. 5000/- (Rupees five thousand only). {for Sl. No. 1(a) [i] to [vi]}

Rs. 2000/- (Rupees two thousand only). {for Sl. No. 1(a) [vii]}
2) The tender documents and other relevant particulars (if any) may be seen by the intending
tenderers during office hours in the office of the Chairman, New Barrackpore Municipality at
New Barrackpore town or office of the Executive Engineer, M.E. Dte .24 Pgs Divn.
3) Applicants intending to purchase tender papers are requested to produce valid ST clearance,
PT clearance certificate and PAN Card and appropriate credential in original along with the
attested photo copies of each and a prayer for purchase of tender documents addressed to the
Chairman, New Barrackpore Municipality. P.O : New Barrackpore. The application along
with the aforesaid papers will be referred to the Office of the Executive / Superintending
Engineer as mentioned in 1(b) for his examination and recommendation, on the basis of which
tender papers will be issued.
4) The undersigned reserves the right to reject the lowest tender or all the tenders without
assigning any reason thereof and he / she is not bound to accept the lowest tender also.

NOTICE INVITING QUOTATION
NIQ NO. : NBM/PWD/08/Q-1/BSUP/2007-08

Sealed quotation in printed from as specified is invited by the Chairman, New Barrackpore
Municipality for submission of rate for supply of different diameter of pipe materials as
mentioned below from the Proven and reputed D. I. Pipe Manufactures / Authorized
Agents registered with BIS having sufficient credential for such supply. Details of quotation
and other documents necessary towards submission of Quotation Papers will be available from
the office of the undersigned as per particulars given below and will be received by the
Chairman, New Barrackpore Municipality on behalf of Board of the Councilors of New
Barrackpore Municipality, P.O.- New Barrackpore.
A (i) Name of the work:
Supply of D. I. Pipes of diameter ranging from 100 mm. to 200 mm dia centrifugally cast (spun)
Ductile Iron Pressure Pipes for Water supply with socket and spigot conforming to IS:
8329/2000 (latest amendment) in standard length 4M, 5M, 5.5M & 6M suitable for push on joint
(Rubber Gasket Jointing) with cement mortar lining inside the pipes with outside zinc coating
with finished layer of synthetic resin (2 packs of blue epoxy – Class K9 & K7) & Ductile
iron fittings as per IS: 9523 within the New Barrackpore Municipality under BSUP component
of JNNURM Programme.
A (ii) Name and address of the Engineer-in-charge:

A (iii) Supplier/Authorized Agent eligible for submission of rate:
Manufacturers having adequate experience in manufacturing of their product and also having
satisfactory Certificate from Government / Government Under Taking, mentioning their pipes
have been used in any major project performing satisfactorily along with the following
certificates:
 Joint leak tightness test certificate (carried out at the manufacturers works) as per
clause no. 6.6.3 (Note-1), 15.1.2 of IS 8329/2000 from the Manufacturers.
 “C” value certificate towards achieving value 140 (Hazen Williams coefficient) as
per the guidelines of CPHEEO Manual on water supply & treatment (Table 6.1)
as per clause 9.2 of IS 8329/2000 from the Manufacturers.
 Test certificate from Govt. Recognized testing agency / equivalent regarding
suitability of DI pipes for use in portable water as per clause no 8.5 & 14 of IS
8329/ 2000.
 Valid PAN no. VAT / Sales Tax & Professional Tax Clearance Certificate. They
should produce valid Certificate from Pollution Control Board. Valid BIS
Certificates.
A (iv) Earnest money to be deposited:
@ 2 % (to be deposited with the Quotations in the form of demand draft drawn in favour of the
Municipal Authority payable at New Barrackpore Municipality).
A (v) Last date & time for submission of application:
Saturday, August 11, 2007 upto 3 PM.
A (vi) Date of purchasing Quotation document:
13/08/2007 to 21/08/2007 upto 3 PM

A (ix) Price per copy of the set of Quotation document:

Rs. 10,000/- (Rupees ten thousand only).
B) The detailed N.I.Q, documents and other relevant particulars (if any) may be seen by the
intending quotationer during office hours in the office of the Chairman, New Barrackpore
Municipality at New Barrackpore Town or Office of the Executive Engineer, 24- Paragana
Division, M.E. Dte. The offered rate, if accepted, will be valid for 1 (one) year from the date of
acceptance of the rate.
C) The materials are to be supplied in phases as per the written supply orders to be placed by the
Chairman, New Barrackpore Municipality and payment will be made as per the actual materials
supplied with entire satisfaction of the Chairman after due deduction @ 8% of the Gross
amount of the bill so that the deduction amount along with the Earnest money @ 2%, as per
clause 7 of the guidance of supplier already deposited comes to 10% of the value of supply. The
deducted amount will be treated as security against each lot of supply and the same will be
returned to the agency after 1 (one) year from the date of completion of actual supply against
each phase.
D) If the agency fails to supply the materials as per Municipal demand, penal action in the form
of forfeiture of earnest money / security money, as deducted by the Chairman, will be imposed
on the agency and his decision will be conclusive and final.
No price escalation, in any forms, within the agreement period will be entertained.
E) If any pipe fails to withstand the pressure as suggested in the quotation paper during
execution the same will have to be replaced, as per the quotation specification, by the agency at
their own cost without any claim within 7 (seven) days (or as suggested by the Chairman, New
Barrackpore Municipality)
F) The rated quoted should be inclusive of all costs including transport, loading, unloading,
staking at site and all taxes, Vat, etc. what so ever.
G) Deduction viz (i) ST (ii) IT or any other taxes, sue as per the existing Government rules, will
also be deducted from the bill of agency.
H) Successful agency will have to execute an agreement (6 copies) in printed Municipal
Quotation form with the Chairman. Cost of form (Rs. 10,000 for each) is to be paid by the
agency. The Municipal Quotation form can be seen before submission of quotation.
I) Applicants intending to purchase Quotation papers are requested to produce valid ST
clearance certificate, PT clearance certificate, PAN card & other credentials as
mentioned in clause no A (iii) (supplier/agency eligible for submission of rates) in
attested photocopies / authorized documents & a prayer for purchase of Quotation
documents addressed to the Chairman, New Barrackpore Municipality. The application
along with the aforesaid papers will be referred to the office of the
Executive/Superintending Engineer East Circle. M.E. Dte. for its examination and
recommendation, on the basis of which Quotation papers will be issued to the qualified
applicants. Applicants, if does not found to comply with the eligibility requirement of the
quotation as asked for in clause A (iii), shall not be considered for issuance of Quotation
papers, decision of New Barrackpore Municipal authority shall be final and binding on
the applicants in this regard.
J) Chairman reserves the right to accept or reject any offer without assigning any reason and no
way bound to accept the lowest rates.
