Introduction This document provides an overview for product suppliers wanting to participate in the Inshore Vessel Monitoring System Approval Programme [hereafter Approval Programme]. The goal of the Approval Programme is to ensure that suppliers providing I-VMS products to UK fishing vessels fishing in English waters implement the I-VMS specification of requirements correctly and consistently. This document is intended primarily for a product supplier who would like to submit their product for approval against the I-VMS Specification of requirements. 1.1 Overview of I-VMS Approval Programme The Marine Management Organisation (MMO) and Inshore Fishing Conservation Authorities (IFCAs) launched the I-VMS Approval Programme on 13th October 2014. MMO and IFCA representatives will administrate the Approval Programme and perform the validation of the submitted product against the specification of requirements through an audit and technical validation process. An external testing company will also carry out a number of specific, technical tests. Suppliers should also be aware of the post approval support and management requirements associated with the Approval Programme and specification and ensure they can meet these requirements. Formal testing is not intended to be part of the I-VMS product supplier’s development process or debugging process. If a product supplier cannot demonstrate compliance of their product within the window allocated for formal testing, the device may fail the approval process. If the supplier wishes to continue with the approval process the device will have to be resubmitted during the next test window and costs may be incurred. This section provides a detailed description of the steps involved in approving Inshore Vessel Monitoring System (I-VMS) products for use on UK vessels fishing in English waters Please send all questions and comments to: IVMS@marinemanagement.org.uk 5 2.1 Approval Process Map The following schematic outlines the steps involved in the Approval Programme. Please note the letters on the flow chart refer to specific steps detailed below. 2.2.1 Supplier submits expression of interest (A) When the test documents and test windows have been released a product supplier should register their interest in the Approval Programme by contacting the approval panel at: IVMS@marinemanagement.org.uk The expression of interest should include: Name of the company Name of the device and model number Contact name and details On receipt of an expression of interest the product supplier will be provided with the Conditions of Participation, confidentiality agreement and integration information for the EU VMS hub integration 2.2.2 Product Suppler Integrates devices to the EU Hub (B) On receipt of the expression of interest the product suppliers will be provided with the following: EU VMS test hub integration information. The device will communicate with the hub using communication protocol SOAP v1.2 or HTTPS internet protocol, or through SMTP Email Gateway. Please note that a number of risks have been identified associated with the use of SMTP email gateways as defined in s3.3 of the specification of requirements and SOAP v1.2 is the preferred communication interface. Please refer to: I-VMS Specification of Requirements Guidance Note 1: S.3.3 Communications Interface between the supplier and operational platform There is no time limit for a product supplier to integrate their device but note that devices must be submitted within the test window in order to participate in the Approval Programme The MMO will liaise with product suppliers and the EU VMS hub provider to ensure that devices are fully integrated. Please contact IVMS@marinemanagement.org.uk if you are experiencing difficulties. Testing cannot start until the device has fully integrated with test hub. 7 2.2.3 Submit required documentation for review (C) Before the submission of the device the supplier must submit the following: ID Document Sub 1 Conditions for Participation and Confidentiality Agreement Sub 2 Supplier Declaration Description Please note that the confidentiality agreement forms an annex to the conditions of participation. Both documents must be signed and returned. The product supplier must complete the supplier declaration form with details of their product. The I-VMS specification of requirements defines a number of mandatory requirements that must be supported. A minimum requirement for a product is to support all of the mandatory features of the IVMS specification of requirements. I-VMS Product Documentation Additional documentation as requested through the supplier declaration form Sub 3 Product Identification and Commercial Description Product information and details to be included on the MMO I-VMS approvals website (If approved) Sub 4 Statement of Conformance It is recommended that the product supplier allocate resource to support the Approval Programme through the installation, configuration and test process to ensure smooth running through the 6 week testing process1and assist with swift resolution of any issues. The device suppliers will also be required to ensure an 1Any devices submitted in the November 2014 test window between 10th November and 24th December will be subject to a 7 WEEK test window to allow for the Christmas holiday period . 8 engineer is available to fit the I-VMS device to a vessel once provided with location and geofence information (see section 2.2.6) The approval panel shall confirm receipt of the submission documents and a document review will be carried out within 10 working days from the date of acknowledgment of receipt. If any data is missing from the submission, or there are any other anomalies related to the submission, the product supplier shall be notified within this 10 day window. Devices cannot be submitted for testing until all documentation has been checked and is complete 2.2.4 Two devices submitted for testing (D) The product supplier can submit two devices for testing within the submission window when: The first document review has been successfully completed. The device is fully integrated with the EU VMS test hub The product supplier is satisfied their demonstrates compliance with the IVMS specification of requirements Please submit devices to: The Marine Management Organisation, MCET, Lancaster House, Hampshire Court, Newcastle upon Tyne, NE4 7YH The approval panel will confirm receipt of the devices within 2 working days. This confirmation will include: Statement that the approval panel shall handle and treat all product specific information pertaining to the I-VMS Approval Programme as OFFICIAL SENSITIVE COMMERCIAL. I-VMS geofence test coordinates (with associated rules and reporting rates). Installation locations. These may be anywhere in England. Please note the testing process may result damage to the device. The MMO cannot guarantee that either device will be in a functioning condition on its return. The MMO cannot meet these costs 2.2.4.1 Device set up Devices should be marked Device A and Device B Device ‘A’ Set up to transmit reports at a rate of one minute intervals, at all times for the duration of the approval process. o Please ensure device A comes complete with all components as if it were to be installed on a vessel, including: - External antennas and antenna cables (if applicable) 9 - Any external power cables (e.g. for connecting to vessel power supply, for re-charging internal battery, etc.) - Mounting brackets and screws (if usually provided) and mounting instructions o It will be advantageous for certain tests to feed GNSS signals directly into the receiver via a cable, i.e. bypassing the GNSS antenna. Please confirm whether or not this is possible, and if so provide instructions on how this can be achieved during the testing phase. Device ‘B’ Set up to transmit reports at a rate of two hour intervals for the duration of the approval process. Device B will also be subject to geofence testing and the associated rules so reporting frequency may change. o This device will be installed on the IFCA vessel so additional components can be provided by the engineer at time of installation 2.2.5 Upload of geofences (E) Geofences must be uploaded remotely to device B. Suppliers should inform the MMO via the I-VMS email address that geofences have been uploaded. 2.2.6 Installation of device ‘B’ on to IFCA vessel (F) The MMO will notify product suppliers when device B is ready for installation and provide a local IFCA contact to assist in this process. The product supplier will be required to fit the device within 2 days of this notification; this is a requirement of the approval process. 2.2.7 Testing Starts (G) Independent validation of I-VMS product conducted by the approval panel and external testing organisation It is the responsibility of the product supplier to prepare the I-VMS product for formal, technical validation. The approval panel validates each submission according to the criteria defined in the I-VMS Approval Policy & Technical Validation document. The supplier declaration form will be checked to ensure that all mandatory requirements are met and a practical test of the device will be carried out to independently verify that the product generates I-VMS reports that conform to the I-VMS specification of requirements. The external testing organisation will assist in testing some specific, technical elements of the specification including: GNSS Augmentation and Positional Accuracy 10 GNSS Roaming Capabilities and Multi Constellation GNSS Performance GNSS Blackout testing Tampering Prevention Power Management Testing should take 6 weeks2. The MMO will provide notification of the testing start date. 2.2.7.1 Test Failures and Product re-testing If any issues arise during the technical validation the product supplier will be notified as soon as possible by the approval panel. If a test failure is identified, the initial 6 week testing process may be suspended but will resume if the failure can be resolved within 20 working days. Testing should not exceed a 10 week period in total or continue more than 6 weeks after the window has closed. If the failure cannot be rectified the test programme will close and the supplier can, if they wish, resubmit their device in the next test window. Timescales should act as a guide only and the approval panel reserve the right to close the Approval Programme at any time. If product supplier is required to and wishes to resubmit the device in the following window and undergo the full technical validation the full costs will be met by the supplier. For more information about test failures please refer to the Approval Policy and Technical Validation document. 2.2.8 Product is approved and listed on UK Fisheries web sites (H) An I-VMS product is listed as an ‘Approved Product’ if the product is successfully validated to support all mandatory aspects of the I-VMS specification of requirements. The approval panel provides an e-mail notification within 5 working days of a decision being made that the product supplier may refer to its product as an ‘MMO and IFCA I-VMS Approved Product’. Any claims of approval or information related to the Approval Programme may only be made public after the approval panel has notified the product supplier by sending a Notification of Approval e-mail stating that the product has passed the approval criteria. Suppliers will also be provided with the EU VMS live hub integration information and the test hub credentials will be removed 2 Any devices submitted in the November 2014 test window between 10th November and 24th December will be subject to a 7 WEEK test window to allow for the Christmas holiday period 11 The MMO maintain an I-VMS approved product register consisting of a record of all approved products for the Approval Programme on their website. The IFCAs will also hold this list and may display it or a link to it on their website(s). The Approved Product Register contains the name of the supplier, name and version of the product, The following elements as defined in the product identification and commercial description form will be published on the website: Commercial Product Name Commercial Product Model Number (if different from product name) Organisation/Company Name Software Version Identifier Products which are approved in subsequent testing windows will be added to the Approval Products Register and notified by email within 10 working days of the device receiving approval. 3. External testers and facilities have been employed for some aspects of the approval process procedures. Approved Product Register A web-based record of all approved products, which is maintained by the MMO. External Testing Organisation An organisation contracted by the MMO to provide expertise and a robust testing method for the technical elements of the specification of requirements which cannot be carried out in an ‘atsea’ environment Geofence A geofence is a defined spatial perimeter for realworld geographic areas Supplier Declaration A statement made by the supplier of an implementation or system claimed to conform to the I-VMS specification, stating which capabilities have been implemented, including which optional features are supported. 13 Technical Validation The operation of independently validating the product submitted for approval through auditing and testing.
