Terms of Reference for Northeast Hollick-Kenyon Planning Study

Recommendation:
That the Terms of Reference for the
Northeast Hollick-Kenyon Planning Study
be approved.


Report Summary
This report presents proposed Terms of
Reference for a Planning Study of northeast
Hollick-Kenyon.
Previous Council/Committee Action

At the Public Hearing on Bylaw 12489,
held on April 18, 2001, City Council
passed the following motion:
1. “That the Planning and Development
Department bring forward Terms of
Reference to the June 26, 2001 City
Council Meeting for a planning
study for the area north of 159
Avenue, east of 54 Street and west of
the future 50 Street, and the terms of
reference include consultation with:
the affected property-owners; the
community; other interested parties,
particularly those associated with the
Little Mountain Cemetery; and other
City Departments.
2. That the Community Services
Department report back to the
June 26, 2001, City Council meeting
relative to their interest in purchasing
additional cemetery space,
specifically with regard to the Little
Mountain site, along with
information on how the purchase
might be financed.”

The original Hollick-Kenyon
Neighbourhood Structure Plan was
approved in 1991.
Recent amendments to the
Neighbourhood Structure Plan which
added 12.5 hectares of land to the
neighbourhood, and the loss of the Little
Mountain natural area have focused
public concern on future development in
the northeast part of the neighbourhood,
especially the land uses proposed around
Little Mountain Cemetery.
The attached Terms of Reference for
Northeast Hollick-Kenyon Planning
Study, outline a process for reviewing
and recommending changes to land uses
in the northeast part of Hollick-Kenyon.
The proposed Planning Study provides
for consultation at key stages of the
following stakeholder groups: HollickKenyon residents, property-owners, and
Little Mountain Cemetery families and
plot owners.
The proposed Planning Study will
address the following matters: the
amount of medium density housing in
Hollick-Kenyon; proposed expansion of
the cemetery; the type of land uses
around the cemetery; buffering around
the perimeter of the cemetery; future
access to the cemetery; possible changes
to local roadways; and school site
requirements in Hollick-Kenyon.
The Planning Study will recommend a
revised land use and local roadway plan
for northeast Hollick-Kenyon.

The target date for completing the
Planning Study and reporting back to
City Council is May 2002.
The next step after completion of the
Planning Study will be to bring forward
a bylaw to amend the Hollick-Kenyon
Neighbourhood Structure Plan.
Budget / Financial Implications

The Planning and Development
Department will undertake the Northeast
Hollick-Kenyon Planning Study with
input and assistance from: Asset
Management and Public Works;
Transportation and Streets Department;
Community Services Department; and,
Edmonton Police Services.
Justification of Recommendation
The proposed Planning Study is required to
address public concerns about approved land
uses in the northeast part of the HollickKenyon neighbourhood and the area around
Little Mountain Cemetery.
