What do you want to do?
Please tell us what your project involves (including details of all contributing partners) and why you
want to do it. Please also outline a timetable with identified milestones and target dates for the
project.
This project is applied for under the strategic operational development scheme.
It is part of an overall strategy to retain the Education & Access Service for Powys County Council’s
museums in Montgomeryshire (Powysland Museum, Welshpool, Newtown Textile Museum and
Llanidloes Museum)
The project proposes to:
employ Catherine Hart for 2 ½ days per week as Education & Access Officer to continue the
provision of education facilities for schools especially for Keystages 1 and 2.
employ Sara Metcalf for 2 ½ day per week as Education & Access Officer to continue and develop
provision specifically for the following sectors:
 children and adults with learning difficulties
 third-age groups
 people in residential or hospice care
 Keystage 3 and above i.e. high school and college students
 after-school and holiday clubs
 children and parents during school holidays
 other vulnerable and difficult to reach children and adults
Financial background
Since 2000 Montgomeryshire Museums have run a very successful Education & Access Service.
From 2000 until March 2010 the service was supported first by HLF and later by Powys County
Council, but from the 1st of April 2010 the museum service had to find alternative funding.
For the financial year 2010/11 the museum service was successful in securing the necessary
finances to cover all staff costs through Service Level Agreements and pre-bookings with local
schools and from two grants from CyMAL and from CYPP (Children & Young People Powys).
Additional expenditure was covered by other grants and donations.
For the coming financial year 2011/12 the museum service is once again looking for outside
funding. During 2010 a number of applications have been made to various organisations and
individuals for one to three years’ funding of the Education & Access Service with the following
results:
J. Paul Getty Jnr Charitable Trust: “Unfortunately however, and much as we recognise the success
and value of your work, we are unable to take your application further.”
The Sainsbury Family Charitable Trusts: no response within the six to eight weeks deadline
indicating a negative response.
Tesco Charity Trust Community Awards Scheme: “Unfortunately we are unable to offer a donation
to your project … many good applications, whilst meeting our criteria, have had to be refused”

Clore Duffield Foundation: “”…we are unable to offer you any support for your work at the present
time as the Foundation is already overcommitted for the foreseeable future”

2011/12 Budget
The budget for the next financial year includes staff costs of approximately £33.000 covering
salaries, NI., Sup.Ann, insurance and travelling and general equipment of £3000.
The CYPP grant which the service received in 2010/11 is very uncertain as the organisation faces
possible cuts.
The Service Level Agreement Scheme with twelve local schools has been very successful and it is
anticipated that the scheme will continue for 2011/12 thus bringing in approximately £9500 in
revenue funding.
Income from advanced and ad-hoc bookings as well as donations and charges for talks, walks and
various holiday activities are more uncertain and will be used to cover the purchase of resources
and materials for events and activities under the heading general equipment, which in 2010/11
came to just over £3000.
This leaves approximately 75% of staff costs to be identified and that is the target for this grant
application.
Professional background
Since 2000 Montgomeryshire Museums have run a highly successful Education & Access Service,
based at Powysland Museum in Welshpool, but also including Newtown Textile Museum,
Llanidloes Museum as well as outreach.
Following the financial settlement for 2010/11 the post of Education & Access Officer, which was
already a job share, was divided into one officer (Catherine Hart) being responsible for Nursery.
Reception and Keystages 1-2 with the other officer (Sara Metcalf) taking control of Keystage 3 and
above; as well as clients outside mainstream education such as children and adults with learning
difficulties; organised groups including Brownies, after-school and holiday clubs; Third Age leisure
learning groups, people in residential care and all the holiday activities organised both in the
museum and at outreach locations.
Over the years Catherine Hart has developed a huge number of topics covering a large proportion
of the National Curriculum. Many of the sessions are accompanied by handling collections and craft
activities. Most schools in Montgomeryshire have made use of the service and the feedback from
teachers and children has always been positive and encouraging. Indeed many schools are
currently including the facilities offered by the service in their curriculum.
Due to the introduced system of Service Level Agreements and Advanced Bookings Catherine Hart
has been extremely busy in meeting the demands and requests for the signed-up schools. Most of
her time is spent at schools because this is both cheaper and easier for teachers to arrange – there
is no bus to organise or Health & Safety Risk Assessment to be written! This of course has an
impact on her time, with less time at the museum to prepare lessons and on the overall budget, with
more expenditure for travelling, however it is what the customers want.
Following requests from teachers Catherine Hart has also developed a number of new topics, some
of which can be used for other schools, while others are more site specific – topics include:
“Space”; “Princes of Powys” – medieval Wales and “The Geography of Castle Caereinion”

During the first three quarters of 2010/11 Catherine Hart has delivered 135 sessions reaching over
4800 children. Every session is evaluated by the relevant teachers and these evaluation sheets are
available for inspection.
The success of the Education & Access Officer for mainstream education has resulted in a number
of benefits for the museums such as
 children returning with their parents and grandparents for leisure visits
 children taking part in holiday activities
 teachers choosing topics in partnership with museums
 raising the awareness of the museums and their collections locally
 the local press taking an interest in museum activities
When Sara Metcalf joined the service in 2008, it was expanded to include Keystage 3 and above;
facilities for children and adults with learning difficulties; and Third Age Groups. Besides these
clients Sara Metcalf is now also responsible for all non-educational groups including Brownies,
after-school and holiday clubs and all the holiday activities organised both in the museum and at
outreach locations.
In 2010 she has both retained existing audiences as well as established contact with new groups of
visitors. During the year she has :











held educational sessions with Cedewain School, Newtown both at the museum and in the
school
led weekly two-hour craft activities with Coed Isaf (adults with learning difficulties)
given talks to over ten Third Age groups
visited six local nursing and residential homes – some of which have become regular clients
visited hospice for terminally ill patients
organised holiday activities for three to five holiday clubs both in museums and as outreach
developed holiday activities in the museums for children and their parents during all school
breaks
planned and delivered historical walks in both Welshpool, Newtown and Llanidloes
arranged placement for youth offender to work at Powysland Museum
taken part in a number of Powys events promoting play and well-being
worked in partnership with Powys library and archive services to deliver story-telling on crime
and punishment in Victorian Montgomeryshire

The success of the Education & Access Officer for this part of the service has resulted in a number
of benefits for the museums such as

Proposed project
The objectives of the project are to:








Continue to work with existing audiences.
Develop existing partnerships with Social Services, the Youth Offending Team and Leisure
Centres.
Identify new audiences especially within Keystage 3 and above.
Make contact and promote the education service to these new audiences
Pursue other relevant partnerships within the Council and ensure that they are aware of the
education service
Persevere in locating and applying for other funding streams.
Maintain to collect evidence to demonstrate the impact of the service.
Promote the excellence of the service via flyers, press releases and e-mails
The project will engage both current users and non-users with the museums and their collections; it
will carry out activities both on-site and as outreach; it will seek to include existing and new
audiences irrespective of age or disability and it will provide formal and informal learning
opportunities for audiences both within and outside mainstream education

The project will be led by two teachers, who already have vast and successful experience in dealing
with the targeted groups

Evaluation
What plans do you have in place to evaluate the grant activities?
The Education & Access Officers will employ a range of techniques, including evaluation forms and
holding meetings with user-groups in order to collect feed-back and ideas and to identify the
Generic Social and Learning Outcomes of the activities. Evaluation will look at:
 The audiences reached by the service
 The work carried out with these audiences
 The impact the work has had on the different audiences in terms of well-being, confidence,
knowledge, skills, enjoyment and progression.

The project will be measured against the following performance indicators:
 Number of groups/ organisations taking part in project
 Number of new contacts established during the project period
 Percentage of sessions rated 3 and above on evaluation sheets (scale of 1-5)
However, the quality of the service in terms of user-satisfaction will be deemed more important that
the actual numbers of participants in each session, which is why the third performance indicator will
be essential.
