Kenyalang Shell Press Awards 1 In liaison with Federation of Sarawak Journalists Association (FSJA) Jointly sponsored by Sarawak State Government & Sarawak Shell Berhad c/o Corporate Affairs, Sarawak Shell Berhad, 98100 Lutong, Miri 1. 2009 RULES AND REGULATIONS GENERAL Professional journalists, photographers, cameramen, and producers who are permanently and/or contractually employed by newspaper and mass media organisations in Sarawak are invited to submit entries for the Kenyalang Shell Press Awards 2009. Their works must be published in any of the main languages - Bahasa Melayu, English, and Chinese. 2. 2.1 ELIGIBILITY of PARTICIPANTS Participants must be Malaysians and based/residing in Sarawak. 2.2 Full-time journalists/photographers working for BERNAMA and Jabatan Penerangan Malaysia are also eligible to participate by virtue of their role as news providers to media organisations in Malaysia. 2.2 Free-lancers and stringers/part-timers are NOT ELIGIBLE to participate. 3. 3.1 ENTRIES Only works published in daily newspapers or telecast in electronic media between 1 May 2008 and 30 April 2009 are eligible to be submitted as entries. 3.2 Only works published in newspapers and/or aired by TV stations based in Malaysia and Brunei can be submitted as entries. 3.3 Entries may be submitted by newspaper organisations or magazines or TV stations related to journalism or journalist’s works. 3.4 A journalist may submit a maximum of 2 entries in any category for individual honours and 1 entry in a team effort. All entry forms submitted must bear the official stamp of the participant's employer and must carry the signature of the EDITOR/BUREAU CHIEF. Entries not meeting these requirements will be disqualified. 3.5 Winning entries will be awarded prizes subject to Clause 4 below and the Judges Decision (refer to PANEL OF JUDGES and RESPONSIBILITIES) 3.6 Only original works will be considered as entries. Translations will not be accepted. 3.7 The awards for all the categories are open to individual journalists, photographers, producers, or cameramen on the basis of published materials. However, if an editor/publisher or a journalist considers that an outstanding coverage of a story/item being the work of a team, not published under a single journalist's byline, merit a prize, he/she is free to submit it for consideration. In such cases, a brief covering note must be submitted with the entry, naming members of the team. 3.8 An entry may consist of an item of the published works or series/follow-ups on the same subject. 3.9 Each entry submitted for judging should be accompanied by an entry form and clearly indicated category, sections etc. Duplicate copies of materials/works must also be accompanied by duplicate copies of entry form. 3.10 Entries submitted will not be returned. The Secretariat reserves the right to use the entries submitted for non-profit publication. 3.11 4 COPIES of the published works/materials, of which at least one copy must be the original, must be submitted. Any entry without the original copy of published works/materials will automatically be disqualified. 3.12 Envelopes/packaging containing entries must be clearly marked "Kenyalang Shell Press Awards 2009" plus the relevant category e.g. “Kenyalang Shell Press Awards 2009 – Photograph Award" on the envelope/packaging. 2 3.13 All entries (by registered mail OR hand-delivered) must reach the following address on or before 29 May 2009: The Secretariat Kenyalang Shell Press Awards 2009 c/o Corporate Affairs Sarawak Shell Berhad Shell Office, Jalan Shell 98100 Lutong, Miri. 4. CATEGORY AND PRIZES 4.1 Category 1 (Writing) - KENYALANG PRESS AWARD 4.1.1 Section A - Journalism Award (Feature and News Feature) (Development, socio-economic news and feature articles not classified under Section B) The main award will be selected from this section. The most outstanding entries in Bahasa Melayu, English and Chinese from newspaper organisations, BERNAMA, and/or Jabatan Penerangan Malaysia will be considered for this prize. Prizes Winning entries in each language, i.e. Bahasa Melayu, Chinese and English will be awarded prizes and certificates as follows: 1. 1st prize : RM2,500.00 2. 2nd Prize : RM1,500.00 3. 3rd Prize : RM1,000.00 If no entries merit the above prizes, consolation prizes of RM500/- will be given to the next best entries among the entries submitted in each language. The organising committee will decide on the consolation awards. 4.1.2 Section B – News Reporting Awards (general interest items, exclusive reports, etc. Features do not qualify) This award is given to journalists whose reporting on topical and current issues and events including arts, culture and sports, have contributed towards enhancing knowledge, stimulate public interest and promote desired response and development amongst the community. Prizes Three winners i.e 1st, 2nd & 3rd are offered for each language group (Bahasa Melayu, Chinese and English). The prizes distribution is as follows: 1. 1st prize: RM1, 500.00 2. 2nd Prize: RM1, 000.00 3. 3rd Prize: RM500.00 If no entries merits the top prizes, consolation prizes of RM500/- will be given to the next best entries among the entries submitted in each language. 4.1.3 Section C - Sports Reporting Awards This award is given to journalists whose writing, either commentaries or reviews on sports activities and development in the country, contribute towards the enhanced development or preservation of any particular field of sports, be it modern or traditional. Prizes Three top prizes i.e. 1st, 2nd & 3rd are offered for each language group (Bahasa Melayu, Chinese and English). The prizes distribution is as follows: 1. 1st prize: RM1, 500.00 2. 2nd Prize: RM800.00 3. 3rd Prize: RM500.00 If no entries merits the top prizes, consolation prizes of RM500/- will be given to the next best entries among the entries submitted in each language. 4.2 Category 2 - Photograph Award Participants may submit up to a maximum of three news pictures of different topics for judging. Participants are required to send three copies of each picture submitted measuring 8 x 10 inches (8R). The name and address of the participant and the newspaper organisation and date of publication must be clearly indicated at the back of each photograph. 3 Entries should also be accompanied by newspaper cutting(s) in which the photograph(s) was/were published. Each entry should have a title and carries a brief synopsis. Entry under this category is opened to full-time photographers employed by newspaper organisations, BERNAMA or Information Department. Prizes Three top prizes i.e. 1st, 2nd & 3rd are offered for each language group (Bahasa Melayu, Chinese and English). The prizes distribution is as follows: 1. 1st prize: RM1, 500.00 2. 2nd Prize: RM800.00 3. 3rd Prize: RM500.00 If no entries merits the top prizes, consolation prize of RM500/- will be given to the next best entries among the entries submitted in each language. 4.3 Category 3 - Broadcast Journalism Award Entry under this category is opened to an individual or a group (maximum five) of journalists/cameramen working for the electronic media not necessarily based in Sarawak. Works produced can be in any of the three main languages, i.e. English, Bahasa Melayu and Chinese, however the articles/stories must be Sarawak-based. Only news reports that have been aired through the news slots or any other slots related to news are eligible for this prize. Documentaries, lecture programmes, forums, issues and others do not qualify. Entry/entries must be submitted in VHS, CD or DVD formats and should be submitted in three copies for each entry. Prizes Three top prizes i.e. 1st, 2nd & 3rd are offered for each language group (Bahasa Melayu, Chinese and English). The prizes distribution is as follows: 1. 1st prize: RM1, 800.00 2. 2nd Prize: RM900.00 3. 3rd Prize: RM500.00 If no entries merits the top prizes, consolation prize of RM500/- will be given to the next best entries among the entries submitted in each language. 4.4 Category 4 – Environmental Journalism Award This award is given to journalists including broadcasting whose news reporting in any major languages on environment, environmental improvement, preservation and conservation efforts, have contributed towards enhancing knowledge, raised public interest and promoted desired response and development amongst the community. Prizes Three top prizes i.e. 1st, 2nd & 3rd are offered for each language group (Bahasa Melayu, Chinese and English). The prizes distribution is as follows: 1. 1st prize: RM1, 500.00 2. 2nd Prize: RM800.00 3. 3rd Prize: RM500.00 If no entries merits the top prizes, consolation prize of RM500/- will be given to the next best entries among the entries submitted in each language. 4.5 Category 5 – Health News Reporting Award This award is given to journalists including broadcasting whose news reporting in any major languages on health and health-related subject have contributed towards enhancing knowledge, raised public awareness, interest and promoted desired response and development amongst the community. Prizes Three top prizes i.e. 1st, 2nd & 3rd are offered for each language group (Bahasa Melayu, Chinese and English). The prizes distribution is as follows: 1. 1st prize: RM1, 500.00 2. 2nd Prize: RM800.00 4 3. 3rd Prize: RM500.00 If no entries merits the top prizes, consolation prize of RM500/- will be given to the next best entries among the entries submitted in each language. 5. SCREENING PANEL 5.1 Entry-screening panel made up of the organising committee of the awards will be responsible for screening the list of participants (not the entries submitted). The responsibility of this panel is to verify the participants' eligibility based on the rules of this Award. 5.2 The organiser has the right to disqualify any journalist if his/her eligibility and status is in doubt and will investigate the eligibility and status of the affected participant/s. 5.3 The Secretariat (in this case Shell office responsible for the collection and compilation of entries), in liaison with Malaysian Press Institute (MPI), will carry out the initial screening of entries as they are received to ensure that they are properly categorised, for example, news reports are compiled in the news reports category, etc. Any abnormality detected will be brought up to the committee for further action. PANEL OF JUDGES and GUIDELINE FOR JUDGING 1. Composition of Panel and Responsibilities There will be one Main Panel and four Sub-Panels as follows: A. Main Panel - comprises of a Chairman, Vice Chairman and all the Chairmen of the Sub-Panels B. Sub-Panel - comprises of a Chairman and two members. 1.1 The Sub-Panels will judge the various entries according to the language of the entries, that is Bahasa Malaysia, English, Chinese and Photography. The fifth Sub-Panel will judge entries for the Broadcast Journalism Award. 1.2 The Main Panel will decide the winners based on the recommendations of the Chairmen of the Sub-Panels but not necessarily agreeing to them. Members of the Main Panel will meet to decide/confirm the winners of all the categories at a time and place to be determined by the Chairman. 1.3 Panel members will maintain absolute secrecy on matters relating to entries and judging. 1.4 The panel of judges will be nominated solely by & at the discretion of the Malaysian Press Institute (MPI). If a member is nominated for any of the prizes, he/she has to be relieved of his/her duties as a panel member, unless he/she rejects the nomination. 1.5 The judges may vary the composition of the panels/sub-panels without prior announcement. 1.7 The panel of judges may withhold any prize(s) if they believe that the standard of entries does not merit recognition. 1.8 An individual or a team will be eligible for ONE prize only in one category. 2. Judges Decision 2.1 Judges' decision shall be final. However, a decision may be rescinded by the organiser, if such a decision is disputed on the following grounds: a. the writer is not eligible based on definition in No.2 ELIGIBILITY of PARTICIPANTS of the Rules & Regulations; b. entries are materials published outside the specified period as stated in No.3 ENTRIES of the Rules & regulations; c. the winning entry is not original; d. the winning entry has won top prize at the State or national-level competition. 3. GUIDELINES FOR JUDGING OF PRESS AWARDS Judges will consider the following criteria as a basis for arriving at their decision. 3.1 For Journalism Awards. a.
