Limestone Journeys Landscape Partnership JOB DESCRIPTION AND PERSON SPECIFICATION Job Title: Limestone Journeys Scheme Manager Salary: £28,000 per annum (fixed term contract ending 31st December 2015) Accountable to: Limestone Journeys Landscape Partnership Steering Group and Creswell Heritage Trust Director acting as Lead Partner. Responsible for: Scheme Office Development Officers, Project Administrator, Volunteers, and Trainees. Job Purpose: To manage and coordinate the effective delivery of the Limestone Journeys Landscape Partnership Scheme. This is a key strategic post within the scheme office which will provide the principle coordinating link between the Scheme Office, the Limestone Journeys Steering Group, the Heritage Lottery Fund and the key delivery partners and stakeholders. You will have a proven track record of effective project management and setting business plan objectives in partnership with other stakeholders which in this scheme will meet the landscape partnership’s strategic aims as defined with the Landscape Conservation Action Plan and approved by the Heritage Lottery Fund in September 2010. The four strategic programme areas are:. Conserving and restoring Limestone Journeys. A programme of activity that conserves and restores the unique cultural and natural heritage assets of the Southern Magnesian Limestone landscape within the District of Bolsover. Personal journeys. A programme of activity which actively engages local communities in the natural and cultural heritage in order to increase the awareness and understanding by communities and celebrating how rich and distinctive the assets are on the Magnesian Limestone Gateways to landscape journeys. A programme of activity to enhance the physical access to the countryside and encouraging under-represented group to engage in specific activity. Journeys of discovery. A programme of activity that provides training and skills development in practical conservation and heritage interpretation and through a life-long learning programme and the development of social and cultural capital creates the opportunity for sustainability. The nature of this project will mean that occasional weekend and evening work is required for which time off in lieu will be granted. Main Duties: Leadership and Organisational Management 1. In close liaison with partners and stakeholders prepare a relevant and detailed programme of activity (a business plan) for each year of the scheme within the framework of the Landscape Conservation Action Plan and manage the programme delivery. 2. Provide an effective leadership role and the day to day management of the scheme office staff 3. Oversee and have responsibility for all personnel management of the scheme office staff and ensure that staff receive appropriate training in order to be effective within their roles and deliver the LCAP business plan, monitored through a system of staff appraisal. 4. Working with partners and stakeholders, ensure that the Steering Group is representative of the audiences for the scheme. 5. Ensure that the scheme is managed according to all of the policies, procedures and financial regulations of Creswell Heritage Trust 6. Ensure that the Steering Group is fully appraised of the schemes development and delivery by providing regular monthly reports to the Steering Group meetings 7. Provide progress reports to the Heritage Lottery Fund and other stakeholders and partners as required. 8. Be responsible for the recruitment of the Scheme Office and volunteers as required. 9. Maintain liaison between the HLF and the Steering Group to ensure satisfactory development of the Limestone Journeys scheme. Financial Management 10. Manage an overall scheme budget of a minimum £3 million. 11. Prepare detailed income and expenditure forecasts for the scheme as part of the annual business planning cycle. 12. Maintain close budgetary control and monitoring of income, expenditure, and cash flow. 13. Prepare regular financial reports to the Steering Group, Creswell Heritage Trust, and the Heritage Lottery Fund as required. 14. In conjunction with the Steering Group and stakeholders prepare and implement a fundraising strategy to ensure that sufficient match funds are in place for the forthcoming year. Communication 15. Act as a central point of contact concerning the scheme for the Steering Group, Creswell Heritage Trust, and the Heritage Lottery Fund. 16. Be a strong representative and active advocate for the project and enable other stakeholders and partners to be able to champion the scheme at meetings, events, and forums. 17. Engage and broaden the stakeholder and, where appropriate, the partner group where this assists in the development and delivery of the project through various activities including public launches and meetings. 18. Develop and have responsibility for a communications and publicity strategy which will cultivate a strong, positive relationship with local and national media, protect and further the project brand, and conform to the Heritage Lottery Fund’s publicity requirements. Project Management 19. Review the content of the LCAP and update on a regular basis to reflect projects status. 20. Manage the delivery of the Limestone Journeys Landscape Partnership scheme as described within its Stage Two submission, the Landscape Conservation Action Plan (LCAP), on behalf of Limestone Journeys Landscape Partnership. 21. Be responsible for the overall negotiation and management of contracts for consultants and other organisations undertaking work on behalf of Limestone Journeys. 22. Develop appropriate and transparent procedures for assessing applications by third parties to undertake project activity. 23. Through the Development Officers monitor the delivery of outputs and outcomes to previously agreed timescales and budgets. General 24. Carry out any other duties which may reasonably be regarded as within the nature of the duties and responsibilities of the post as defined, subject to the proviso that normally any changes of a permanent nature shall be incorporated into the Job Description in specific terms. PERSON SPECIFICATION Job Title: Limestone Journeys Scheme Manager Qualifications Knowledge and understanding Essential Relevant degree, higher education qualification or relevant experience Full driving licence, preferably clean, and access to a vehicle In depth understanding of current natural and man-made heritage issues Knowledge of the key organisations involved in the UK countryside and their roles Awareness of the need to balance the priorities of a wide range of organisations and stakeholders Understanding of issues surrounding regeneration and community “buy in” Understanding of issues surrounding working volunteering Knowledge of relevant policies and procedures that relate to Health and Safety, Equal Opportunities, Working with Young People and Vulnerable Adults. Financial regulations especially with regard to contract procurement. Recent and relevant experience Experience of business planning, effective project management, and experience of managing schemes in excess of £1 million. Up to 3 years practical experience of co-ordinating or managing multistakeholder and partner grant funded projects. Experience of recruiting staff and up to 3 years of experience of managing a staff team. Carry out staff appraisals and devising training and development plans. Report writing and providing regular feedback to funders and a wide stakeholder group. Managing project finances as part of multi-million pound schemes. Desirable A professional qualification (e.g. Member of the Institute of Field Archaeology, Landscape Institute, the Institute of Ecology and Environmental Management or PRINCE2) Knowledge of the ecology, natural history or history of the British Isles Knowledge or experience of agriculture/land management practices Knowledge of the built environment, including archaeology Broad understanding of training and education Awareness of access issues Using GIS and computer database systems Preparing detailed income, expenditure, and cash flow reports. Writing funding applications and a proven track record in fund raising. Writing routine grant claims and monitoring reports.
