CLASS TITLE: DEPUTY EMERGENCY SERVICES COORDINATOR
BASIC FUNCTION:
Under the direction of the County Fire Chief and Civil Defense Coordinator, plan, organize and
coordinate training programs and action plans in preparation for natural or man-made disasters;
provide technical expertise, direction and assistance to contract cities, community organizations,
County administrators and others concerning emergency services, disaster preparedness,
hazardous materials and fire prevention.
REPRESENTATIVE DUTIES:
Plan, organize, coordinate and implement training, public information and promotional activities
related to disaster planning, emergency services, fire prevention and hazardous materials.
Develop plans, training programs and materials to assist contract cities in developing and
implementing disaster preparedness programs; coordinate city programs with County plans and
services.
Assure compliance with federal and State regulations and requirements regarding civil defense,
disaster planning and hazardous or toxic materials; recommend and implement new directives
and develop required procedural changes.
Confer with the Fire Chief/Civil Defense Coordinator regarding new programs, campaigns and
related activities; implement new programs approved by the Fire Chief/Civil Defense
Coordinator.
Plan, schedule and provide disaster preparedness training to public agencies, service
organizations and various community and neighborhood groups; conduct trainings at variable
hours throughout the work day.
Plan and provide fire prevention safety inspections of local businesses as required.
Develop and implement the County’s recovery plans and emergency plans; prepare shelter
systems; maintain a current inventory of available resources, equipment, materials and supplies.
Develop and distribute public information including brochures, pamphlets and displays; develop
and participate in the annual disaster preparedness booth.
Respond to natural and man-made emergency situations such as hazardous materials
incidents, radiological incidents, windstorms, floods, earthquakes and other emergency
incidents; assist in dispatching and other support activities as requested during major incidents.
Prepare and maintain records, reports and statistics related to emergency services; maintain
records of locally-obtained government surplus.
Attend and conduct meetings and conferences related to assigned functions; maintain current
knowledge of new techniques and technology used in disaster preparedness and recovery.

Plan and develop single function and full scale exercises; participate in multi-jurisdictional
exercises to assure proper coordination of programs, services and activities.
Perform related duties as assigned

Assist in developing and implementing an effective civil defense training program for the County.
Formulate and develop practical action plans in preparation for natural or man-made disasters.
Quickly adopt a reasonable and effective course of action in emergency situations.
Plan, develop and deliver training, assistance and information to contract cities and community
groups.
Develop and conduct presentations to the Board of Supervisors, city councils and other groups.
Assure compliance with County policies and State and federal regulations related to disaster
preparedness and emergency services.
Communicate effectively both orally and in writing.
Establish and maintain cooperative and effective working relationships with others.
Maintain records and prepare reports.
Read, interpret, apply and explain rules, regulations, policies and procedures.
Maintain current knowledge of program rules, regulations, requirements and restrictions.
Plan, organize and implement work.
Respond to emergency situations and assist in or conduct support activities as requested.
EDUCATION AND EXPERIENCE:
Any combination equivalent to: two years of college-level course work in disaster preparedness,
fire services, public safety or related field and three years experience in emergency services
organization involving public safety.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver’s license.

WORKING CONDITIONS:
Office and field environments; subject to call-out in emergency situations.
Physical abilities required include lifting and moving equipment and boxes of literature and
promotional materials, hearing to receive information during emergency situations, seeing to
drive a vehicle, and speaking to exchange information and make presentations.
