JOB DESCRIPTION OF LIVESTOCK OFFICER (LO)
Purpose of the job:
The purpose of the position of Livestock Officer (LO) is to plan and implement the
technical aspects related to Dairy and Livestock within MASF Project. She/he will be
required to work in close coordination with Dairy and Livestock Specialist (D&LS),
Practical Action Nepal to provide technical services including, but not limited to, livestock
health management, feed and fodder management, milk production and processing
techniques and technologies to assist smallholder dairy farmers improve their production
and productivity. The LO will work closely with a wide range of service providers at the
local level such as agro-vets, para-vets and VAHW to ensure critical services are provided
to smallholder dairy farmers while working with District level stakeholders such as District
Livestock Development Office (DLSO) and other private and public extension agents to
design and test innovative extension services.
Specific Duties and Responsibilities
In coordination with Project Management Unit (PMU) team and Project Coordinator (PC),
Partner NGO / MASF the LO will implement technical activities which includes partnering
with public line agencies, local service providers (agro-vets, para-vets and VAHW) and
other key actors to provide capacity building trainings to smallholder farmers, local
farmer groups, related CBOs, local cooperatives, collection centres and private sector milk
processing firms to ensure increased milk production, productivity, quality and prices
benefiting smallholder dairy farmers. Amongst other activities, these will also include
piloting innovative mobile cattle health camps, vaccination camps etc in close
coordination with public and private line agencies.
Scope of Work
Stationed at the Project Office in Tanahu, Chitwan, Dhading and Gorkha Districts the LO
will be responsible to the PC, Partner NGO / MASF Project. S/he will work as per the
technical guidance and supervision of the D&LS from Practical Action Nepal. S/he will
maintain close coordination and linkage with local line agencies such as the District
Livestock Service Office (DLSO) and District Forest Office (DFO). S/he will also seek
technical and programmatic support of the Project Management Team of Practical
Action Nepal.
Major responsibilities of the LO will include, but is not limited to:
 Ensure effective implementation of approved and planned support activities and
strategies at the project sites/VDCs on time and provide technical support.
 Provide technical support and supervision to Field Technicians (FT) and Community
Mobilizers (CMs) including capacity building trainings, coaching, mentoring and
monitoring
 Support the PC in developing and preparing monitoring plans and ensure that
activities are in line with achieving expected outputs
 Maintain coordination and linkage with various stakeholders at district and project
level
 Assist the PC to prepare annual, quarterly and monthly plans for effective execution
of the project activities as stipulated in the project document.
 Travel frequently to project areas and mobilise related stakeholders and beneficiary
communities as per the project activities and agreement signed with Practical Action
Nepal to fulfil the objective of the project.
 Submit field visit reports, monthly, quarterly project review reports, and technical
progress reports to PC on time and as required by the project
Minimum Qualification and Other Requirements
Candidates should have:

Bachelor’s Degree in Animal Science, Livestock Development, Animal Health, Dairy
Science/ Technology or related field with three years of experience in similar
capacity (Master’s Degree will be preferred)

Proven experience, skills and knowledge and preferred experience on dairy
management, animal health, feed/fodder management, processing technologies
and livestock extension services.

High level of analytical skills in planning, finance and project implementation

Strong communication, analytical and report writing skills with fluency in spoken
and written English and Nepali

Knowledge and skills in basic computing, demonstrated inter-personal skills in
working with a multi-disciplinary team

Willingness and enthusiasm for working with rural and vulnerable communities
living in remote areas of the country.
Contract period: 24 (Twenty Four) months
Position based: One in each district (Tanahu, Chitwan, Dhading and Gorkha Districts)
with frequent travel to project VDCs/ areas.
