The person appointed to this post will as part of multi-disciplinary teams delivering a
coordinated approach to patient care as a member of the Nurse Practice Development
Department.
The Clinical Facilitator CNM2 will assist and support the Nurse Practice Development Co
Ordinator in a systematic approach to assist healthcare teams to examine their practice
and identify how it can be improved and be patient/ person-centred focus. This will be
done through staff development, continuing education programmes, clinical expertise,
effective communication, managerial and leadership skills.

The post of Clinical Facilitator CNM2 has a pivotal role:




in enhancing outcomes for patients by assessment of standards of nursing,
midwifery and healthcare assistant practice; the planning and implementation of
appropriate education and professional development and the ongoing audit and
evaluation of standards and patient outcomes.
in providing a quality educational and supportive service to nursing staff/students
on programmes
in the co-ordination and management of up to date educational/clinical
programmes for relevant staff.
in supporting clinical audit of practice within the hospital and supported by the
Nurse Practice Development Co-Ordinator and Clinical Audit Facilitator

Principal Duties and
Responsibilities
Professional /Clinical
The Clinical Facilitator CNM2 will





















Provide a high level of professional and clinical leadership
Be responsible for the assessment of standards of nursing, midwifery and
healthcare assistant practice
Be responsible for the co-ordination of a regular schedule education, professional
development and clinical audit
Ensure appropriate liaison and communication within the Department of Nursing &
Midwifery and with all members of the multidisciplinary team as necessary.
Lead and participate in the development and evaluation of quality initiatives on
behalf of the Development of Nursing & Midwifery services
Participate in teams / meetings / committees as appropriate, communicating and
working in co-operation with other team members
Facilitate co-ordination, co-operation and liaison across healthcare teams and
programmes
Develop on annual work plan to meet the changing service needs.
Develop appropriate systems in the steamlining of education, practice
development, audit data collection and reporting.
Maintain records in accordance with local service and professional standards
Manage resources efficiently and effectively to ensure continuous quality
improvement in service
Attend and participate on departmental governance teams as required
Adhere to and contribute to the development and maintenance of nursing
standards, protocols and guidelines consistent with the highest standards of
patient care
Evaluate and manage the implementation of best practice policy and procedures
Maintain professional standards in relation to confidentiality, ethics and legislation
Implement and assess quality management programmes in consultation with the
nurse practice development teams and other disciplines
Initiate and participate in research studies as appropriate
Operate within the scope of practice - seek advice and assistance from his / her
manager with any cases or issues that prove to be beyond the scope of his / her
professional competence in line with principles of best practice and clinical
governance
Participate in the development, formulation and evaluation of guidelines, policies
and procedures to enhance a quality service.
Promote the guidelines for safety and best practice laid down by the hospital
policies, Nursing and Midwifery board of Ireland guidelines and relevant Acts such
as Data Protection Act 1988, and The Health, Safety & Welfare at Work Act 1999
Assign time to engage directly in practice in order to keep pace with changes and
provide enabling process for the staff to achieve their goals.
Liaison and Communication:
The Clinical Facilitator CNM2 will:






Support Clinical Nurse /Midwife Managers / staff competency development as
appropriate
Liaise closely with Clinical Nurse/Midwife Managers for all specialties in relation to
policy proposals, staff training and development.
Attend relevant meetings as required for role, liaison with appropriate staff.
Attend staff meetings and receive staff suggestions for improvement in the system
of work.
Maintain open communication with all relevant staff.
Develop good working relationships with wards and departments to promote quality
patient centred care.

Consult inter and intra-disciplinary both internally and externally as part of the
contribution to promote staff education and patient management.
Promote effective nurse documentation in the department and maintain appropriate
records.
Education and Training
The Clinical Facilitator CNM2 will:














Keep up to date with current research, ensure evidence based practice and
research is utilised and must contribute to nursing research that is relevant to
his/her area of practice.
Engage in continuing professional development by keeping up to date with nursing
literature, recent nursing research and new developments in nursing management,
education and practice and to attend staff study days as considered appropriate
Assist or lead on clinical audits and formulate action plans.
Participate in the identification, development and delivery of induction, education,
training and development programmes for nursing and non-nursing staff
Identify the educational needs in collaboration with the Practice Development
Department.
Establish and maintain a mechanism of recording and co-ordination ongoing
education. Support the implementation and maintenance of records systems for
the training of nursing staff.
Develop, support, implement and participate in training and in-service education
programmes for all staff.
Plan, organise, supervise, assess, evaluate and monitor quality nursing standards
and foster advance evidence based clinical practice and the clinical learning
environment.
Reduce the theory practice gap, foster staff empowerment and increase autonomy
over learning.
Is responsible for the implementation, organisation and evaluation of the general
orientation/induction.
Educate and support staff, including the introduction and orientation of new staff in
assistance with the Clinical Nurse/Midwife Managers /A/Director of Nursing /
Human Resources.
Assist in the implementation of personal development planning in nursing services
Assist nursing personnel to maintain high levels of competence by enabling them
to identify their personal professional goals, provide feedback, and facilitate
achievement of personal development outcomes.
Implement and support the development of personal portfolios in collaboration with
the clinical nurse manager, senior staff nurses, mentors and advocators
Management
The Clinical Facilitator CNM2 will:








Provide professional and clinical leadership and vision and facilitate staff team
building to provide planned care and develop educational strategies and service
goals
Maintain a quality standard of service. Lead on pro-active quality improvement
and support accreditation.
Effectively educate staff on hospital, regional policies as applicable
Initiate relevant audits related to practice and participate in quality improvements
initiatives
Provide leadership and motivation which is conducive to good working relations
and work performance
Promote a culture that values diversity and respect in the workplace
Lead and support on practice development within the clinical area.

Promote, facilitate and participate in the development of nursing policies and
procedures. Monitor as appropriate and lead on proactive improvement
Contribute to the formulation, development and implementation of policies and
procedures at area and hospital level
Support Clinical Nurse/Midwife Managers in the compliance with legal
requirements, policies and procedures affecting service users, staff and other
hospital matters
Manage and promote liaisons with internal / external bodies as appropriate e.g.
intra-hospital service and the community
Maintain all necessary clinical and administrative records and reporting
arrangements
Engage in IT developments as they apply to service user and service
administration
Plan work in line with the recommendations of the Quality & Clinical Care
Directorate and focus on patient pathway of care.
Health & Safety
The Clinical Facilitator CNM2 will:



Have a working knowledge of HIQA Standards as they apply to the role for
example, Standards for Healthcare, National Standards for the Prevention and
Control of Healthcare Associated Infections, Hygiene Standards and record
keeping.
Assist Clinical Nurse/Midwife Managers / nursing staff in their development in
observing and ensuring implementation and adherence to established policies and
procedures e.g. health and safety, infection control, storage and use of controlled
drugs etc.
Adhere to department policies in relation to the care and safety of any equipment
supplied for the fulfilment of duty.
Self Development
The Clinical Facilitator CNM2 will:





Engage in personal development planning.
Participate in hospital committees as required, attend and contribute to inter
departmental, divisional and other meetings.
Demonstrate a commitment to continuous professional development.
Engage in other duties appropriate to the post as may be assigned from time to
time by the Nurse Practice Development Coordinator and the Director of Nursing &
Midwifery.
Attend and participate in: In service programmes, conference, study days as
relevant.
Eligibility Criteria
Each candidate must at the latest date of application: -
Qualifications and/ or
experience
Candidates must be registered in the General Division of the Register of Nurses kept by
Bord Altranais agus Cnáimhseachais na hÉireann (Nursing Midwifery Board Ireland) or be
entitled to be so registered*
And
Have at least 5 years post registration experience of which 2 must be in the Acute
Services
And
Have the clinical, managerial and administrative capacity to properly discharge the
functions of the role.
And
Demonstrate evidence of continuing professional development at the appropriate level

Tenure
Remuneration
The current vacancy is permanent and part time (0.62 WTE). This post is
pensionable. A panel will be formed from this recruitment campaign and future
permanent or specified purpose vacancies of full-time or part-time duration will be
filled from this panel for the Cavan/Monaghan Hospital Group. The tenure of
these posts will be indicated at “expression of interest” stage.
Appointment as an employee of the Health Service Executive is governed by the
Health Act 2004 and the Public Service Management (Recruitment and
Appointment) Act 2004.
The Salary scale (as at 01/01/10) for the post is:
Euro 47,089 – 47,886 – 48,559 – 49,659 – 50,874 – 52,067 – 53,260 – 54,604
- 55,852 (pro rata)

The standard working week applying to the post is 39 hours per week
HSE Circular 003-2009 “Matching Working Patterns to Service Needs
(Extended Working Day / Week Arrangements); Framework for Implementation
of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all
new entrants and staff appointed to promotional posts from Dec 16th 2008 will
be required to work agreed roster / on call arrangements as advised by their
line manager. Contracted hours of work are liable to change between the hours
of 8am-8pm over seven days to meet the requirements for extended day
services in accordance with the terms of the Framework Agreement
(Implementation of Clause 30.4 of Towards 2016).
The Annual Leave applying to the post is as per years of service, as follows:
0-5 years service = 25 days
5-10 years service = 26 days
More than 10 years service = 28 days
This is a pensionable position with the HSE. The successful candidate will
upon appointment become a member of the appropriate pension scheme.
Pension scheme membership will be notified within the contract of
employment. Members of pre-existing pension schemes who transferred to
the HSE on the 01st January 2005 pursuant to Section 60 of the Health Act
2004 are entitled to superannuation benefit terms under the HSE Scheme
which are no less favourable to those which they were entitled to at 31 st
December 2004
Every appointment of a person who is not already a permanent officer of the
Health Service Executive or of a Local Authority shall be subject to a probationary
period of 12 months as stipulated in the Department of Health Circular No.10/71.

As this post is one of those designated under the Protection of Persons
Reporting Child Abuse Act 1998, appointment to this post appoints one as a
designated officer in accordance with Section 2 of the Act. You will remain a
designated officer for the duration of your appointment to your current post or
for the duration of your appointment to such other post as is included in the
categories specified in the Ministerial Direction. You will receive full information
