President Joyce Korfhage Rhea welcomed members and guests. Donna Sanders, Legislative Aid
to Metro Council Member Attica Scott, was introduced. December minutes were approved as
submitted. Joyce read the vision and mission.

Earl Hartlage updated his drainage issues and discussions he has had regarding these matters
with MSD. He hopes to talk to new Interim MSD Executive Director Greg Heitzman in the near
future. Donna Sanders offered to help.

Program – Gary Revlett, Director of the Environmental Affairs Department, LG&E and
KU Energy
Gary described “New EPA Regulations and their Impact on KU, LG&E, and You.” Due to an
unprecedented number of EPA new and proposed regulations, coal-fired power generating
facilities must make major changes to the way they do business. The regulations are forcing the
significant reduction in the air emissions of sulfur dioxide, oxides of nitrogen, and mercury.
Also, coal combustion residuals are facing tougher storage requirements, while the withdrawal
and discharge of waters from streams is facing more restrictions.
LG&E’s Mill Creek Station will have to install an improved wet flue-gas desulfurization system
(wet scrubber) to reduce sulfur dioxide air emissions. The existing coal-fired generating units at
Cane Run Station will be shut down and replaced by a natural gas combined-cycle unit. As
opposed to gas-fired peaking stations, which use a turbine much like a jet engine to turn a
generator, a combined-cycle unit uses the hot exhaust gases from the turbine to make steam and
power an additional generator.
LG&E estimates all these required improvements will add an additional $1.80 to monthly bills in
2012, with that going up $15.60/month by 2016.

Donna Sanders indicated that Council Member Scott was interested in working with the RCAC
on implementation of the Rubbertown Corridor Study implementation. She also announced a
community information gathering at Farnsley Middle School on February 2, 2012 at 6:30 p.m.
