5.1
Introduction
It remains the policy of Insert name of Council to adhere to ecological sustainable practices
and to follow the path of least environmental impact, preserving the health of both the
community and the environment simultaneously. In so doing, it is incumbent upon Council to
ensure that Council’s choice of practices meets the highest environmental standards.
To this end an Operation’s Environmental Management Plan (OEMP) has been prepared to
ensure that Insert name of Council road works crews identify environmental risk and related
safe work method statements for the management of concreting in road works.
The Protection of the Environment Operations Act 1997 (POEO Act), the Waste Avoidance &
Resource Recovery Act (WARR Act) and the accompanying regulatory processes have
introduced a range of individual environmental responsibilities and penalties for noncompliance. In addition to these statutory and regulatory requirements, the EPA is
encouraging organizations to review their work policies and practices in line with the State’s
cleaner production philosophy where local government has a leadership role. Following a
program of research and investigation into concreting including background inquiries and an
audit of the Council process for concrete formwork and concrete pouring, the Operation
EMP-Concreting(OEMPC) has been developed.
Insert name of Council conducts a range of roadwork repair and replacement activities and
through out the municipality has approximately 20 concreters working daylight hours in
response to a Table of Works and in response to community concerns. The concreting crew
will also work with the asphalt and hot mix crew in the repair of council’s car parks and
footpaths.
It is the prevention of either demolition, excavation or construction materials entering the
storm water system, which is the higher priority of the EMP but the separation, reuse and
reprocessing of secondary resource material must also be addressed. Generally speaking a
volume of demolition and construction waste material and secondary resource materials will
always be generated in the concreting and asphalting process.
