Tangent City Council Minutes August 9, 2010 Mayor McLennan called the council meeting to order at 7:03 p.m. with the following: PRESENT: COUNCILMEMBERS: Dan Leahy, Brad Tedrow, Cindy Bridges, and Mayor Seaton McLennan ABSENT: COUNCILMEMBER: Jim Wagner ALSO PRESENT: STAFF: Finance Director and Budget Officer, Beverly Manfredo and City Coordinator, Georgia Edwards PLEDGE OF ALLEGIENCE: Mayor McLennan asked all to join him in the Pledge of Allegiance. MISCELLANEOUS CORRESPONDENCE: o Oregon Department of Land Conservation and Development – Regarding Measure 49 and Measure 37 claim from the Forster’s was noted. NO ACTION. o American Title Search- Silverman property. Our attorney advice has been to not do more work on it. NO ACTION. o American Title Search – Derry property. Councilmember Tedrow noted that it looked like another RV is parked on the property. Action: City Coordinator Edwards will contract Ms. Hill to see if she can meet on Friday Morning, as well as let Allied Waste know of the meeting. o League of Oregon Cities correspondence regarding City Hall Week. ACTION: Mayor McLennan, Councilmember Leahy and City Coordinator Edwards will attend the Albany meeting on September 15th o Oregon Seed Enhancement- letter regarding noise and dust abatement: ACTION: City Coordinator Edwards will check with other cities to find out if we find out some dust control process. CONSENT CALENDAR: Councilmember Tedrow o Questioned why the income was down in the franchise area this year. It was explained that Northwest Natural Gas payments have been down due to a rate decrease. Councilmember Bridges MOVED TO APPROVE MINUTES OF JULY 12, 2010 (WORK SESSION AND REGULAR SESSION), FINANCIAL REPORTS FOR THE MONTH JUNE AND APPROVAL OF JOURNAL ENTRIES AND APPROVAL OF CITY COORDINATOR REPORT, BUILDING PERMIT REPORTS, AND VANCO REPORT Tangent City Council Minutes August 9, 2010 Seconded by Councilmember Tedrow. Ayes: Mayor McLennan, Councilmember Bridges, Leahy, and Bridges. MOTION CARRIED. UNFINISHED BUSINESS: None Approval/disapproval of Intergovernmental Agreement between the City of Tangent and Cascade West Council of Governments regarding network and computer consulting services including maintenance and related activities Councilmember Bridges MOVED TO APPROVE THE INTERGOVERNMENTAL AGREEMENT. Seconded by Councilmember Tedrow. Ayes: Mayor McLennan, Councilmember Bridges, Leahy, and Bridges. MOTION CARRIED Review/renewal of landscaper contract Finance Director and Budget Officer Manfredo: o Noted that the bid from Eager Beaver isn’t the lowest. It doesn’t include pruning in their bid. o David Ruprecht could do the pruning on the property. It was agreed that they will request the pruning from either Eager Beaver or David Ruprecht as needed Councilmember Tedrow moved to APPROVE THE EAGER BEAVER BID. Seconded by Councilmember Bridges. Ayes: Mayor McLennan, Councilmember Bridges, Leahy, and Bridges. MOTION CARRIED Discussion on audit team formation Mayor McLennan o Noted we need to make sure to do more internal auditing. o One way to do this is to have a committee of the councilmembers go over whatever they choose to go over, such as bank statements, the checks, or deposits. o This is to add one more set of controls. o This would require one or two meetings a year. o It was thought they should address this when the audit report is presented to the city council. ACTION: City Coordinator Edwards will check with the members of the budget committee to see if any of them would be willing to serve on this committee. Update on Comp Plan, Development Code and TSP subcommittee work: Mayor McLennan o Noted this was discussed during the work session. o They have updated the material and anyone with questions is welcome to ask him. Report on meeting attended: Page 2 Tangent City Council Minutes August 9, 2010 Mayor McLennan o Noted he has attended several Emergency Planning Sessions. o He has a document from the Oregon Emergency Plan on what people should do in case of an emergency. Other: Finance Director and Budget Officer Manfredo o Stated she had received a call from Mrs. Garland regarding Old Mill Road with a problem with a rim and fender breaking when they hit a pot hole. o There are two pot holes on the road. She noted she did not have to swerve to miss them. It was agreed to request the county to fix the pot holes. Finance Director and Budget Officer Manfredo: o They had a problem with a recent user of the park. o They had given them a key to the pump house, which was fortunate as when the faucet was run over, they were able to turn off the water. o Because of this she recommended that they require a refundable deposit for large gatherings of the use of the park. Councilmember Bridges MOVED TO REQUIRE A $500 REFUNDABLE DEPOSIT FOR PRIVATE EVENTS AND TO REQUIRE THAT THEY SIGN AN AGREEMENT FOR LIABILITY FOR ANY DAMAGES THAT EXCEED THE DESPOSIT. Seconded by Councilmember Leahy. Ayes: Mayor McLennan, Councilmember Bridges, Leahy, and Bridges.
