National General Election

Papua New Guinea held a general election from June to July 2012 for 111 seats in the National
Parliament. 89 members were elected from open electorates and 22 from provincial electorates.
This collection includes posters relating to that election.
Content

Other non-poster materials relating to these elections are shelved separately. Most material
was produced for use nationally; however one sub-set of material in this collection was
produced for use in or was collected from the Southern Highlands region.

Posters
Candidate posters for individual electorates (14 posters)
Candidate posters displayed at polling places and in polling booths. Posters range in size from
49 x 29.7 cm to 63 x 45 cm. Most posters show the typically large number of candidates
competing in a single PNG electorate, and have small portrait shots of each candidate for that
electorate and their name displayed in a grid, occasionally with a smaller portrait of their
party’s leader alongside, and party political affiliation listed, if any. Each candidate portrait
has a number, starting from 10 upwards.
 One poster is for a single candidate, Simon Sia, an independent ethnic-Chinese
candidate for the Eastern Highlands provincial seat. The remaining posters are for
Alotau Open, Central Bougainville Open, North Bougainville Open, South
Bougainville Open, Esa’ala Open, Gazelle Open, Kokopo Open, Milne Bay Provincial,
Pomio Open, Rabaul Open, West New Britain Provincial, Bogia Open, Eastern
Highlands Provincial. Additional posters in this style for Mendi Open, Moresby South
Open, Moresby North-west Open and Southern Highlands provincial are in the
supplementary poster run, as is another copy of the poster for Kokopo Open.
HIV-AIDS education posters (5 posters)
Includes different HIV-AIDS education posters used before and during the election, to
promote condom use and hygienic practices to stop the spread of AIDS during the election
period. Posters range in size from 30 x 42 cm to 59 x 42 cm. Includes:
 one poster on family health and the role of condom use in protecting the family; text in
Tok Pisin, heading reads “Malolo liklik ... givim 3 pla yia namel long ol pikinini.
Spesim ol, long kamapim hepi, helti femli .. yusim kondom!”; photos of happy and
healthy family and children;
 one poster showing healthy behaviours and practices for people with/without AIDS,

 three posters with identical cartoon illustrations showing casual sexual encounters,

 Two posters with identical text, heading is “Enrol now. You can make a difference in
2012 Election. Enrol now to have your say.” One has a drawing of a woman as its
background; the other has a photograph of a man, both pointing at viewer.
Voter education posters (14 posters)
Different posters (approx. 30 x 42, 42 x 30 cm) used in the PNGEC pre-election voter education
campaign. At the bottom of each are logos of 2012 Vote LPV, HIV AIDS Let’s work together to
stop the spread of HIV AIDS, Caritas Papua New Guinea, and Electoral Commission Papua
New Guinea PNG Electoral Support Program.
Three posters have identical cartoon pictures, showing one voter choosing a candidate who
will serve the community and then receiving good services such as housing, roads and water
taps; another voter chooses one he has received money from and instead gets no services and
run-down hospitals and schools.
 First is in English (heading: “I have the power to choose a good leader! Your poor
decisions in voting will affect your future”),
 Second is in Tok Pisin (heading: “Vot bilong mi i gat pawa long makim gutpela lida. Vot

These advise of the importance of your vote, to vote for trustworthy candidates for the future
of the country and to avoid corruption, and to vote only once and select three candidates.

Includes different larger-sized (approx. 59.5 x 42 or 42 x 59.5 cm) posters used in the PNGEC
pre-election voter education campaign.
Three posters, with identical layout, on limited preferential voting (LPV). All have logo of a
pen and a ballot paper with “Vote LPV 1- 2-3 Now that’s Fair” at top.
 One has text in English: “Limited Preferential Voting is the way to vote in National and
Local-Level Government Elections. You are now required to vote for your 1st, 2nd and

 First poster is in English with title: “Acceptable behavior”. Seven photos and titles show
seven examples of acceptable behavior with ticks of approval, such as Campaign in an
honest way; One person, one vote; Respect ballot boxes & election officials. At bottom
of poster is text: “Work together with Electoral Commission for a free, fair & safe
Election 2012”.
 Second poster is in Tok Pisin and shows unacceptable behavior. Title is: “Pasin nogut.
Ino ken wokim pasin nogut long 2012 Ileksen taim”. Subtitle: “Nogut”, in red,
precedes seven photos with titles and red crosses showing seven examples of
unacceptable behavior, such as intimidating voters, voting multiple times, seizing
ballot boxes, bribery.
 Third poster has illustration of a young PNG woman in a yellow dress pointing at the

One large flipchart used to train polling officials assigned to polling places; 88 x 60 cm. in
customized black plastic cloth carry bag with handles (66 x 110 cm) which has logo: Papua
New Guinea Electoral Commission; Free, fair & safe elections 2012. Flipchart has title: Polling
officials training flipchart. Consists of 29 single-sided laminated leaves, spiral bound at top.
Two backing boards are joined at base and fold out to stand flip chart upright. Front leaf has

Maps and aviation charts
Maps in this collection were used for planning election transport routes, e.g. for transporting
polling officials, delivering and collecting ballot boxes. The air planning maps were produced
by the Australian Defense Force, 2012, “with the endorsement of the Electoral Commissioner
for the 2012 PNG Election” and show geography and elevation; the legend shows electoral
symbology (such as counting centres, polling station, hot spots), hydrology and cultural
features (built up areas and electoral boundaries) and are scale 1: 350 000. The air planning
maps also have statement: “Warning: Horizontal accuracy of settlements and electoral
positions cannot be confirmed and are therefore not authoritative”; most show planned tracks
for helicopter flights. Other maps show village locations and electoral boundaries. The
aviation charts show details of dates, flight times, destinations, refueling stops, personnel
numbers etc.

undertaken to transport 4995 polling officials during the 2012 election

Highlands Province of PNG, and they give a snapshot of the types of posters that were used
and displayed at a regional, not national, level. Many are damaged, torn or have sticky tape
adhering to them.
