TST BOCES Board of Education – Quarterly Progress Report Facilities Services David M. Pitcher, Supervisor December 1, 2011 Buildings, Grounds and Transportation – Below is a summary of some of the projects that have been completed or that my department is currently working on: D Building Reconstruction Progress 1. We received architectural approval from SED for our project in October and I met with our architect on November 15th to review the drawings and discuss the project timeline and schedule in more detail. I will be scheduling another meeting with the architect after the holidays to discuss when we will put out bids in preparation for major project work items to begin in the spring and/or summer. 2. Staff members from my department have been very busy in completing cleanout and demolition work on the north side of the former carpentry shop. To date, there is a minimal amount of this work left. My goal is to have this space ready for construction to begin prior to the Christmas Break. 3. O&M staff members have also been very busy with reconstruction of Building I to house the Snack Shack, Laundry and Recycling Programs that are currently located in D Building. My goal here is to have I Building ready for occupancy by those programs the first of the year. Once those programs move to I Building, we can also work with C&T again to clean out and complete the needed demolition work that will be required in the former space in D Building that housed those programs, so that reconstruction work can begin. Work completed to date in I Building includes installation of a back doorway/exit with exterior deck landing and steps, new roofing, gutter installation and rotted siding repair, plumbing and gas installations and connections and interior carpentry work. 4. We are currently working to purchase a large number of cabinets from the South Seneca CSD that is excess from their last building project. I have looked at the cabinets and they are in excellent condition. Through an online auction house, the school district is auctioning off many different types of items in early December. They have agreed to sell BOCES the cabinets at a price established by selling one of each cabinet type during the auction. The cabinets will be used in the new kitchen in the Snack Shack in I Building and also in the new classrooms when they are constructed in D Building. They should save the BOCES several thousand-dollars in costs as opposed to if we had to purchase the cabinets new. Energy Performance Contract 1. We are still working out control system issues with some of the heating systems with Johnson Controls and our HVAC contractor. 2. I attended five days of Metasys training so that I will be able to operate the new and upgraded HVAC digital control system once it s operational. I expect the system will be ready for use prior to the first of the year. 3. The split system air conditioning system and fin tube work needed in a portion of A Building have been scheduled to be conducted over the Christmas Break. 4. I have asked Johnson Controls to expedite the purchase of the new gas dryers for the Snack Shack as we will be ready for installation in mid-December. 5. Some of the other work left on the contract includes building envelope improvements on all buildings and the installation of new booster heaters and windows in some locations. Central Station Monitoring (Fire Alarm and Security Alarm Systems) As of this writing we are working out final details regarding our phone line connections available at our Simplex dialer. We expect to have necessary connections made and programming completed by December 1st as Simplex is scheduled to begin monitoring for us on that date. Transportation – Head Mechanic and 19-A Examiner, Paul Slack, and his assistant Mike Thomas, have been busy in readying all snow removal equipment. Paul has also worked to update driver 19A files including reviewing all recently completed driver physical forms for accuracy. They also continue to do an excellent job in managing the BOCES fleet vehicle use system. Energy Management Service Alwyn John has been working with Ithaca CSD to identify energy system improvements that were not included in the large capital project that Ithaca has been working on for the past couple of years. Some of the still needed improvements include lighting system replacement in some buildings that would largely be paid for by NYSEG rebates. He has also been working with Ithaca and the other participating school districts in his program in obtaining other rebates related to transportation and other energy related building system improvements. Chris Santospirito has also been helping the Lansing CSD on a T-12 lighting replacement project that will pay for itself in less than 5 years. She has also been working with Lansing and Chenango Forks on NetZero projects with C&S Companies for energy related projects of $100,000 or less. Both school districts have received BOE approval to move ahead with an RFP for an ESCO to begin implementation of the NetZero program. Solid Waste and Recycling Dave Parsons and I met with Barb Eckstrom at TCSWD in early October to discuss a new recycling initiative. They are offering to pay us for fiber (paper) that we deliver to their center. We have asked Barb to prepare a participation agreement for us. Any revenue received for paper delivered to their facility would be credited back to the districts along with revenue received from cardboard that we collect and sell for the districts. This all helps to lower participating districts final costs. We are still waiting to receive the proposal from the county. Once we receive it, I will notify our participating districts of the possibility of increased revenues and lower costs. Joe Barnhart has been providing Candor with C&D services since the flood in September. Due to the severe flooding, Candor lost much of what was stored in the basement and some first floor areas of the High School Academy. Joe has responded immediately when the school has contacted us and reported that the container is full and needs to be emptied and returned. He has provided excellent customer service which has been greatly appreciated by the school district. Health & Safety The Health and Safety Department, Sandra Yorke, Jim Drew and Albert Capista, have been working to help the school districts with compliance on a wide variety of issues and projects including: 1. Completing annual visual inspections in all districts and submitting required paperwork to SED, 2. Conducting indoor air quality investigations, 3. Conducting 6 month asbestos surveillance in some districts, 4. Conducting fume hood testing, 5. Conducting ceiling tile assessments for asbestos content in most school districts, 6. Assisting some of the schools with Integrated Pest Management issues, 7. Conducting water quality sampling, 8. Conducted playground safety inspection on new playground equipment, 9. Assisted schools with compliance with PESH inspection issues, 10. Conducting workplace ergonomic assessments, 11. Updating school districts Chemical Hygiene Plans, 12. Conducting fork lift training for new operators, and 13. Conducting CPR and First Aid training in several districts. Transportation Specialist Transportation Specialist, Robin Parks, has been busy with a number of projects including holding the Third Annual Transportation Learning Day here at BOCES on October 1st, which was once again a huge success. Approximately 106 school bus drivers and attendants and over 50 volunteers participated in this year’s event. She also held the 2nd annual Transportation Appreciation Day at Smith School on October 21st. This allows bus drivers from the component school districts to meet and greet with Smith school staff and students inside of the Smith Building. Conducted training sessions for School Bus Monitors/Attendants. Held mandatory Drug & Alcohol Awareness Training for Transportation Supervisors. Completed conducting required Two-Hour annual Bus Driver Refreshers in all districts. Coordinated and conducted two component school district Transportation Supervisor meetings at TST BOCES this fall. Robin attended the Utica National webinar at BOCES regarding the Dignity for All Students Act. Robin also assisted two school districts with 19A Examiner tests due to district needs. Fingerprinting Sandy Radcliffe has been busy with fingerprinting new school employees and has also been busy at Ithaca College fingerprinting new education students as of late.
