Sustainability Requirements
10.1
Introduction
This Appendix 10 contains the sustainability requirements that the PRI-1 Contractor must comply with
during the performance of the PRI-1 Contractor's Activities.
10.2
General Requirements
a)
The PRI-1 Contractor must ensure that sustainability is addressed throughout the
performance of the PRI-1 Contractor's Activities and that sustainability is embedded into
the design and construction of the PRI-1 Works.
b)
The PRI-1 Contractor must perform the PRI-1 Contractor's Activities in accordance with the
sustainability framework established for the CBD Metro project in the Environmental
Documents and as a minimum must:
i.
implement good project management and governance incorporating
sustainability as well as maximise beneficial outcomes through effective and
efficient project management incorporating sustainability;
ii.
maximise safety;
iii.
ensure that the PRI-1 Works are designed to withstand the effects of climate
change and any landscaping is appropriate to future climatic conditions;
iv.
minimise contributions to climate change through reducing greenhouse
emissions from the PRI-1 Works by:
A.
minimising direct emissions and indirect emissions from purchased
electricity, heat or steam; and
B.
minimising upstream and downstream indirect emissions;
v.
minimise energy demand, maximise energy efficiency and use low carbon and
renewable energy sources;
vi.
maximise efficiency of resource use over the project life cycle including at the
end of the Design Life of the Assets by:
vii.
A.
minimising construction volumes;
B.
maximising beneficial use of spoil;
C.
using and sourcing materials efficiently and from sustainable
sources;
D.
reducing waste generation and recycling all waste and spoil whilst
minimising greenhouse gas emissions;
E.
designing for the end of Design Life of Assets; and
F.
avoiding the production of hazardous waste;
manage water to maximise its beneficial use and minimise flood risk by:
A.
minimising demand on potable water supply;
B.
maximising efficiency in water use;
C.
reclaiming and reusing waste water;

D.
maximising reuse of storm water;
E.
managing aquifer and surface water interference to protect
connected ecosystems; and
F.
avoiding increasing the risk of flooding; and
deliver new habitat and minimise habitat for feral animals and weeds.
Renewable Energy
The PRI-1 Contractor must ensure that as a minimum 20% of the total energy used in the
performance of the PRI-1 Contractor's Activities complies with either one or a combination of the
following renewable energy requirements:
a)
the energy used is obtained from an Australian Government accredited renewable energy
supplier; and/or
b)
Renewable Energy Certificates registered with the Australian Government Office of the
Renewable Energy Regulator are acquired and voluntarily surrendered for the energy
used.
10.4
Energy Demand Management
The PRI-1 Contractor must ensure that:
a)
diesel generators are only used for the provision of emergency power where practicable;
b)
plant and equipment is not left idling when not in use;
c)
low emissions vehicles and plant are fitted with catalysts, diesel particulate filters or similar
devices;
d)
all plant is well maintained and serviced in accordance with relevant equipment
maintenance documentation to reduce emissions due to poor engine performance; and
e)
major equipment including TBMs are operated for optimum energy efficiency.
10.5
Recycled Materials
a)
The PRI-1 Contractor must provide materials and workmanship which minimise the
embodied carbon of the Project Works and Temporary Works and must use recycled
materials to the maximum extent possible.
b)
The PRI-1 Contractor must identify opportunities to use blended cement that contains
waste industrial products and complies with AS3972 Special Purpose Cement or Blended
Cement and where practicable use blended cement containing waste industrial products in
the construction of the Project Works and the Temporary Works.
c)
The PRI-1 Contractor must identify opportunities to use granulated blast furnace slag in
concrete and where practicable use concrete containing granulated blast furnace slag in
the construction of the Project Works and Temporary Works.
d)
The PRI-1 Contractor must identify opportunities to use recycled steel in concrete
reinforcing and where practicable use concrete reinforcing containing recycled steel in the
construction of the Project Works and Temporary Works.
e)
The PRI-1 Contractor must use recycled timber or timber from independently certified
sustainable timber sources in the construction of the Project Works and Temporary Works
including temporary site facilities.

Sustainability Requirements
Spoil Management
The PRI-1 Contractor must, to the maximum extent possible, target 100% reuse or recycling (on or
off-site) of virgin excavated natural material (VENM).
10.7
Recycling and Reuse
The PRI-1 Contractor must, to the maximum extent possible, recycle spoil and construction waste.
Any construction materials and waste and spoil which cannot be incorporated into the Project Works
must be removed from the Construction Site and disposed of at a construction waste recycling facility
or alternatively re-used for a beneficial use.
10.8
Transport
The PRI-1 Contractor must, to the maximum extent possible, limit carbon emissions relating to the
transportation of construction materials, spoil and waste.
10.9
Water Management
The PRI-1 Contractor must, to the maximum extent possible:
a)
use water efficient construction methods and equipment;
b)
recycle water from tunnelling operations and concrete and grout batching processes;
c)
use non-potable water for the PRI-1 Contractor's Activities undertaken on the Construction
Site;
d)
only use biodegradable hydraulic oils in machinery working adjacent to bodies of water at
White Bay; and
e)
provide designated sealed areas for equipment washdown.
10.10 Temporary Site Facilities
The PRI-1 Contractor must provide temporary site facilities that incorporate:
a)
energy efficient lighting;
b)
high performance thermal insulation in all walls, ceilings and floors that optimise thermal
performance;
c)
natural daylighting where practicable;
d)
natural ventilation;
e)
rainwater harvesting where reuse is practicable; and
f)
bicycle storage facilities, showers and changing room facilities to meet the requirements of
the PRI-1 Contractor's personnel and any Subcontractor's personnel where practicable.
