i) The particulars of Organization, Functions and Duties: AP Mineral Development Corporation Limited, formerly known as AP Mining Corporation limited, is a fully State owned undertaking of the Government of Andhra Pradesh. It was incorporated on 24th February 1961 and registered under the Companies Act, 1956. The main Objectives of the Corporation as indicated in the Memorandum of Articles of Association are to develop mineral resources in the State of Andhra Pradesh, including exploration, exploitation, conservation, processing, benefaction, conversion into value added products, promotion of Mineral Based industries and sale of ores mined. The Corporation started its mining activity with Iron ore mining near Gandraiin Krishna District in 1961 and its operations were extended by undertaking the mining of Limestone in Kurnool District, Iron ore in Kurnool and Anantapur Districts, Plastic Clay in East Godavari District, Ball Clay in West Godavari District, Quartz in Mahabubnagar District, Barytes in Khammam District and Asbestos in Kadapa District. Over the years, the Corporation achieved considerable growth and diversification in terms of number of mines, type of minerals taken up for mining, operation of joint ventures, establishment of processing facilities etc. The processing plants were in the area of clay lavation, Silica Sand, Mica bricks and Asbestos processing. The joint ventures were in the area of Cement, Marble, Graphite, Quartz and Asbestos. In the process, some activities and units were discontinued subsequently and some new activities and units were taken up. The Head Office of the Corporation is situated in Hyderabad. The Corporation is presently engaged in the following activities: 1) Barytes Project, Mangampet, Kodur, Kadapa District. 2) Chimakurthy Galaxy Granite Project, Prakasam District. - Barytes. - Galaxy Granite. 3) Dwarakatirumala Ball Clay Project, West Godavari District. - Ball Clay. 4) Piduguralla Limestone Project, Guntur District. - Limestone. 5) Khammam & Warangal Black Granite Project, Warangal and Khammam Districts - Black Granite. 6) Semi-precious Stones Project, Visakhapatnam District. - Semi-precious Stones. New Projects: The Corporation is planning to take up based on Bauxite, Beach Sands, Galaxy Granite (on Global Tender basis). Already agreement is entered for development of low grade Iron ore and setting up of beneficiation plant in Prakasam District. Expression of interest is also called for development of Marble, Iron ore, Laterite, Calcite etc. Employment: The Corporation, apart from successfully exploiting the mineral wealth of State is contributing to employment generation in the State. The Corporation established its Branches in remote area and thus helped in developing the profile of those towns/ villages considerably. The establishment of these Branches contributed in development of infrastructure in the surrounding villages and towns also. The Corporation provided Labour Welfare measures like Housing, Medical facilities, Janatha Accident Insurance, Gratuity linked Insurance, Free Uniform and other benefits. At present there are about 387 regular employees on the rolls of the Corporation spreading allover the State. ii) Powers and Duties of its officers and its employees: The Chairman, Board of Directors are appointed by the Government of Andhra Pradesh. The Chairman and Board of Directors are the Supreme Policy Making Body of the Corporation. They have to interact to its officers of Government of AP and Government of India and other State / Central Public Undertakings in order to achieve the objectives of the Corporation. Vice-Chairman and Managing Director is the top most post in the Corporation, being the Chief Executive. VC & MD lays down direction and purpose to achieve the objects for which the Corporation is incorporated and also aids and advises the Chairman and Board of Directors to take appropriate decisions in this regard. The VC & MD have Administrative, Statutory and Financial Powers. The Vice-Chairman and Managing Director is assisted by the Function Heads. The following functions are headed by the Officers shown below: Marketing and Sales: Executive Director (Commercial) This post is the status of top management level. He is the functional Head of Marketing and Sales Wing. Company Law Affairs: General Manager (CLA) This post is the status of top management level. He is the Functional Head and Company Law and Legal Wing. Planning and Coordination: General Manager (P & C) This post is the status of top management level. He is the Functional Head of Geology Section. Finance and Accounts: Chief (F & A) This post is the status of top management level. He is the Functional Head of Finance and Accounts Section. HRD Department: Head, HRD. This post is the status of top management level. He is the Functional Head of HRD and Industrial Relations. Projects: The Barytes Project at Mangampet is headed by General Manger. All other projects are headed by Project Officers. All the above officers are supported by Middle, Junior, Supervisory and Supporting Staff. The Organization Chart is enclosed. iii) The procedure followed in the decision making process including channels of supervision and accountability. All important decisions are taken by Vice- Chairman and Managing Director. The proposals will be initiated and will be processed through the concerned functional head, who gives its recommendations and finally decision will be taken by the ViceChairman and Managing Director. The Vice-Chairman and Managing Director has delegated some of the administrative powers to the Functional Heads and Projects Officer of the Corporation. iv) The norms set by for discharge of its functions: The production targets are fixed and the same is evaluated periodically. v) The Rules, Regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions: The employees are governed by APMDC Service Rules and APMDC Conduct, Discipline and Appeal Rules.
