Summary of Duties: Reporting to the City Manager, the Director, Community & Economic Innovation is responsible for facilitating the coordination of internal cross-service area processes related to economic development projects including cultural initiatives, for developing and fostering accountable relationships with local and regional economic stakeholders, for reporting out to the community the annual outcomes of City deliverables and for ensuring a purposeful and effective liaison between the federal and provincial governments and public sector partners that aligns with priorities and programs in support of the corporate vision, mission, and strategic areas of focus. Work Performed: Focused in the areas of Economic Innovation, Community Partnerships and Reporting, Intergovernmental Relations and Funding, and Cultural Prosperity, this role will assist and coordinate the efforts of municipal stakeholders and other public sector partners to attain common goals and objectives. Responsible to the City Manager for the management and operation of the Community and Economic Innovation Division, including direction and control of staff, staff performance reviews, staff training, staff appointments, promotions, transfers, discipline, demotions and separation. Community Partnerships and Reporting: Leads corporate strategic initiatives and coordinates cross-service area processes and projects of significance. Supports Council’s strategic plan and the Corporation’s vision and goals. Oversees the community planning and reporting functions. Collaborates with community partners and the public at large through board involvement, public meetings, and participative forums as required. Represents the City Manager at various meeting and functions and provides leadership and support with complex municipal projects. Intergovernmental Relations and Funding: Develops strong communication and business relations on public and confidential matters with key community stakeholders to include senior political and administrative officials of the provincial and federal governments, and Boards and Commissions. Works collaboratively with internal and external stakeholders in identifying and cultivating opportunities for cross-sector and cross-governmental funding opportunities. Builds the Corporation’s capacity to access relevant provincial and federal funding programs in order to maximize the potential of these programs to the benefit of the Corporation, its Boards and Commissions, public sector partners and various community groups. Economic Innovation: Serves as the primary point of contact with the London Economic Development Corporation, and a key contact for other economic stakeholders within London and its wider community. Monitors and understands the role of various economic stakeholders in the city of London, including development, cultural, economic and business association stakeholders. Where appropriate and at the discretion of the City Manager, participates as The Corporation’s delegate/representative with community stakeholder boards. Leads and coordinates the City of London’s Community Economic Development Strategy. Works closely with senior administration and Council in identifying economic development issues and trends, and facilitates response. Leads the internal coordination and facilitation of economic development initiatives through management of design, risk and financial analysis, resource allocation, implementation and performance evaluation. Sets policies and procedures for initiatives and ensures alignment with the corporation’s goals and objectives and the needs of stakeholders. General: Develops and recommends corporate policy relating to Divisional mandate. Implements relevant processes and procedures, performance measurement, planning and risk analysis. Inclusive leadership with demonstrated experience in business transformation, continuous improvement, developing and measuring outcomes of strategic direction. Performs related duties, as assigned. Qualifications: Requires an advanced degree in a related field, preferably an Masters of Public Administration, Masters of Business Administration, Masters of Economics or Political Science 10 years of progressive, senior management experience working directly with community stakeholders and government at the local, provincial and federal level. Advanced understanding and knowledge of London’s development processes and regulations, and the needs of the business and community. Strong knowledge of progressive business practices and community partnerships. Exceptional interpersonal and written communications skills, with the ability to lead collaborative projects and to build partnerships across multiple stakeholders. Proven project management skills to lead complex projects which involve a range of stakeholders. Advanced understanding and knowledge of the social and economic base in London. Valid Driver’s Licence.
