Review/Approval of 11/14/03 Minutes: The meeting minutes were reviewed and approved with the following modifications to clarify recently revised Vision/Mission Statement (see highlighted area): HL7 PEDIATRIC DATA STANDARDS SPECIAL INTEREST GROUP Vision Child health professionals will use clinical information systems that meet the healthcare needs of infants, children and adolescents. Mission This group supports the HL7 mission to create and promote IT standards by defining pediatric data standards for national pediatric performance measurement. This will be accomplished by: Examining all HL7 data standards for pediatric specificity. Examining all standards external to HL7 for pediatric specificity and feed through HL7 process Serving as model for representing clinical interests in HL7 Charter Work Products and Contributions to HL7 Processes Identify critical pediatric-specific data standards necessary for standardized quality and outcomes reporting and measuring Identify and promote required terminology to support reporting and measurement HL7 Pediatric Data Standards Special Interest Group Conference Call Minutes December 22, 2003 1 Coordinate and cooperate with other groups interested in using pediatric data standards Enable and promote use of these standards nationally Formal Relationships with Other HL7 Groups This SIG will be sponsored by the Patient Care Committee. It will work closely with Decision Support TC and EHR SIG. Formal Relationships with Groups Outside of HL7 This SIG will include representation from the existing National Advisory Board of Performance Measurement for Children's Health Care and will work with other groups interested in pediatric data standards and performance measurement. These liaisons will be with the approval of the HL7 Board in accordance with Policy and Procedures. Date of Last Revision DRAFT September 8, 2003 Revised November 14, 2003; December 22, 2003 Action Item: Revisions are reviewed by ARB (Architectural Review Board) and approved by TSC (Technical Steering Committee). Andy Spooner and David Classen will advance these revisions to these groups as part of the upcoming January HL7 meeting. Membership needs: Our advisory group continues to seek clinical experts with HL7 experience. The following have stepped forward to assist us in our work going forward: Paul Biondich, MD, MS – Riley Children’s; Arden Syntax experience Noorullah Akhtar, MD – Driscoll Children’s; Anesthesiologist; Fellowship in Informatics Ellen Hansen, RN, MS – Atlanta Children’s; Director, Clinical Informatics; Nursing nomenclature David Milov, MB – Nemours Foundation; Pediatric gastroenterologist; clinical informatics specialist Matt Scanlon, MD – Children’s Hospital of Wisconsin; Intensivist; Patient Safety Officer Lorna Dyk, RN, MBA – Denver Children’s; Director, Resource Mgmt; Clinical Informatics Rick Shiffman, MD– Yale Center for Medical Informatics; HL7 Clinical Guidelines SIG; Guideline representation Action Item: The advisory group should continue to recruit child health experts especially with data standards, prior HL7, or other expertise to be a part of the general membership. The advisory group will call on these participants to assist with specific workplan deliverables. During membership discussion, Andy identified the importance of a good communication channel to market our efforts across our organizations and to other interested groups. The need for an effective communication plan including appropriate vehicles was discussed. The group decided to add this to the January 19, 2004 all day SIG meeting. 3) Agenda Items for January 19, 2004 SIG meeting Co-chair election: The official election will take place at the beginning of the meeting. Only participants who are also members of HL7 may vote. HL7 Pediatric Data Standards Special Interest Group Conference Call Minutes December 22, 2003 2 Priorities, framework and work plan: Andy has sent out a request for stories from his pediatric informatics e-mail list (http://groups.yahoo.com/group/pedsinformatics) asking participants to tell how current information systems have not supported pediatric-specific needs. He plans to compile these for dissemination as part of the January meeting. He shared an example of the inability to label syringe content prepared as unit dose. Steve Lawless suggested that we also incorporate any pediatric-specific medication errors or warnings from the ISMP monthly newsletters. Using these stories, priorities will be established and a framework drafted to identify consistent hot button areas as well as pediatric-pertinent general principles. From this, a workplan will be established including statement of work , incorporating approaches suggested by HL7 experts including how to work through the catalog of existing HL7 documents and experience. Cheri will contact Harry Rhodes from AHIMA, our HL7 mentor, to ask for his facilitation of this discussion. Educational needs: Cheri continues to work on identification of an all day HL7 training session sponsored by CHCA. A tentative date of April 13 is being targeted to coincide with the upcoming CHCA Spring Conference (April 14-16) to be held in San Antonio. Cheri will finalize education day and send SIG members an announcement prior to the January meeting. This education day will be open to all SIG members and interested CHCA Owner Hospital participants. Communication plan: The group discussed appropriate communication vehicles including creating educational modules for use across our organizations. This will be a discussion topic during the January meeting. Feliciano Yu stressed the importance of offering education opportunities that do not entail travel such as two-hour Internet or webcast based options. Key national activities: SIG members are encouraged to read the recently published “Patient Safety: Achieving A New Standard For Care IOM report. This report references the important role HL7 will play to assure a common patient safety report format. Ellen Schwalenstocker and Steve Lawless attended the recent All Kids Count Conference and shared their perspectives on this project, culminating in a governance group recommendation that the Public Health Information Initiative (PHII) develop an integrated plan for system’s needs in children’s healthcare. This was presented from a public health orientation. The PHII is currently seeking funding to take a lead in this direction. Ellen will stay in touch with Richard Scoville regarding any work products from this initiatives and linkages to our SIG’s efforts. Initial project proposal: As outlined in #3 above, Andy and David will facilitate identification of key priorities based on general principles gleaned from case studies compiled from the pediatric informatics listserv. Our SIG may join this group at groups.yahoo.com and pediatric informatics link. Next Steps: Cheri will contact Harry Rhodes regarding facilitation of session during January meeting. Cheri will finalize date/location for HL7 education day.
