Authorization to Commence Permanent Residency Process
At A&M-Corpus Christi, international faculty and scholars generally obtain Permanent Residency in the United States through an
employer-sponsored immigration process. The University’s sponsorship of an immigration process is governed by System Regulation
33.99.09. 3.3.1. Permanent Residency for faculty and scholars is a two-step or three-step process, depending upon the type of
immigrant classification they qualify for:
(A)
1. A Foreign National may be eligible for sponsorship of an Employment Based First Preference (EB-1), Outstanding
Professor or Researcher. In these instances, the University files CIS Form I-140, Petition for Alien Worker with the U.S.
Citizenship and Immigration Service (CIS).
2. Upon the approval of the I-140 by the USCIS, the Foreign National may file an application for Adjustment of Status to
become a Lawful Permanent Resident (LPR). This is the second and final step and it is a process that the Foreign National
must initiate and complete. Systems Regulations prohibit TEXAS A&M UNIVERSITY-CORPUS CHRISTI from performing this
step.
(B)
1. If the Foreign National qualifies only under the Employment Based Second Preference (EB-2) an Alien Labor Certification
(ALC) must be obtained from the Department of Labor (DOL) before applying for Immigrant Status. The Labor Certification
may be filed under “Special Handling” or under the PERM Process depending on the type of recruitment that has been
conducted.
2. Once the Labor Certification has been certified by the DOL, the University will file the Immigrant Petition, I-140 to the CIS
on the Foreign National’s behalf.
3. Upon CIS approval of the I-140, the Foreign National may proceed with the third and final step and apply for Adjustment
of Status as described in (A)2 above.
Authorization to Begin The Permanent Residency Process
Pursuant to System Regulation 33.99.09, Sec.3 and based on a regular, full-time job offer or a tenure or tenure-track job offer made
to the Foreign National named below, we the undersigned, hereby authorize the Human Resources to examine the Foreign
National’s C.V. and to make appropriate recommendations to TEXAS A&M UNIVERSITY-CORPUS CHRISTI on appropriate Permanent
Residency Sponsorship options.

not the petitioner in these processes.
