Regulations regarding Quantities of Narcotic and Psychotropic Substances
and Medicinal Products in Illegal Circulation
Issued pursuant to Paragraph 3 of the Transitional Provisions of the Law On the Time and
Procedures for the Coming into Force of the Criminal Law
1. These Regulations prescribe the quantities in illegal circulation of narcotic and
psychotropic substances and medicinal products which are under the supervision of the
Ministry of Welfare and included in Schedules I, II and III of narcotic drugs, psychotropic
substances and precursors (hereinafter — Schedules I, II and III) starting from which criminal
liability applies or which are considered to be large quantities.
2. The quantities referred to in Paragraph 1 of these Regulations have been determined taking
into account the harmfulness of the narcotic and psychotropic substances and medicinal
products in illegal circulation to human health and the degree of danger in conformity with
Schedules I, II and III:
2.1. Schedule I (prohibited especially dangerous narcotic drugs and equivalent
psychotropic substances) (Annex 1);
2.2. Schedule II (very dangerous narcotic drugs and equivalent psychotropic
substances permitted for medical and scientific use) (Annex 2); and
2.3. Schedule III (dangerous psychotropic substances which can be abused) (Annex 3).
3. Cabinet Regulation No. 452 of 28 December 1999, Regulations on Quantities of Narcotic
and Psychotropic Substances and Medicinal Products in Illegal Circulation (Latvijas
Vēstnesis, 1999, No. 446/451) is repealed.
