Capital Application Form The purpose of this funding is to enable eligible two year old children in Rotherham to be able to access their free early education entitlement in provision which is high quality, accessible, sustainable and inclusive. Capital applications for the creation of new settings or expansion of existing settings will be assessed against the criteria detailed in this form. Applications will only be accepted if they meet the criteria. In the case of more than one application being received for the same area, the application which best meets the criteria will be approved. Quality of the Setting Applicants will need to demonstrate how they will deliver good quality early education as a result of the capital project. Proposed Capital Spend Conditions of Funding: Applications for capital funding need to meet the conditions of the funding. These conditions are that the funding can only be spent on fixed assets (buildings, fencing, extensions, groundwork’s etc) and capital equipment with a life expectancy of at least 5 years (e.g. furniture). Resources such as paints, papers etc. cannot be purchased through this capital funding. The value of the grant will be based on a maximum of £480 per eligible child accessing the provision as a result of the expansion. All settings must be open and accepting eligible two year early education children within 6 months of an approved application. a) Fixed Assets All fixed assets must be accompanied by one written quotation if below £5,000 in value. Fixed assets over £5,000 in value must have a minimum of 3 written quotations. Quotations should be supplied with the application and include VAT if applicable. Evidence of Sustainability of Provision For children to continue to benefit from accessing your setting, the capital proposal needs to create a sustainable service which can continue to deliver good quality, accessible and inclusive practice. We will use your plans for promoting take-up of these places and potential levels of demand from the areas you plan to serve to help us determine sustainability. We also require you to submit a cash flow to show you have considered all expenditure and income. For applications covering a new setting the cash flow should cover the whole setting’s income and expenditure. For expansion of an existing setting the cash flow need only cover the expanded part of the setting (you can submit for the whole setting if preferred). The cash flow should as a minimum contain the following information which should be detailed down to a termly or monthly basis and cover a period of 3 years from conception but not including start up costs identified in the application: a) Occupancy and Income Broken down by number of children and resultant income from 2 year early education funding, 3/4 year early education funding and any fee paying parents b) Expenditure Childcare staff costs Non childcare staff costs (manager, admin etc) Activity and materials costs (e.g. equipment, resources, food) Administrative and promotions costs Premises costs (e.g. utilities, telephone, cleaning, insurance, rent, rates etc) c) Profit/Loss The resultant profit or loss Please also complete the table below. Permissions Details of any necessary permissions for the capital project will need to be gained before funding can be released. This includes planning permission, building regulations compliance, leasehold agreements, proof of ownership of building etc as appropriate. For leasehold properties a minimum 3 year lease will be required with evidence provided prior to release of contract. Can you please confirm below whether the proposed building will be owned / leased: Owned Leasehold Unsuccessful applications will not be able to claim for any costs incurred in securing these permissions. Applications can include these costs within their application. 8. Submitting the Application Capital application assessment panels will be held in February, April and June 2014. Deadline dates for submission of applications are detailed below: Friday 14th February 2014 Friday 4th April 2014 Friday 13th June 2014 Applications can be submitted by e-mail to fis@rotherham.gov.uk or by post to: Ann Parks, Early Years & Childcare Service, RMBC, Riverside House, Main Street, Rotherham S60 1AE. Applications will be assessed within 1 week of the above dates and applicants notified within one further week of the panel’s decision. Applicants will be notified in writing. Unsuccessful applications will be able to re-submit new applications for reassessment at a later panel if no successful applications for the area have been subsequently approved. Please be aware that when an application for a specific area has been approved, no further applications for that area will be accepted. After each panel date, information will be updated on the RMBC website to identify areas which have been filled and are no longer open to applications. Awarding the Funding Following a successful application, a Capital Contract will be awarded and on return of the signed contract and necessary evidence (e.g. lease / planning applications) the funding will be awarded. Evidence of the approved spend will be required within 6 months of contract date. Should this not be provided then steps would be taken to re-claim the funding. 10. Funding to deliver Early Education Places A separate Agreement is required before early education place funding can be awarded. This agreement cannot be entered into until the provider has gained Ofsted registration. Early education funding cannot be backdated. It is the provider’s responsibility to keep the Local Authority infomed on proposed opening dates and make them aware when they have received their Ofsted registration in order that an Early Education Agreement can be produced. 12
