2. ROLE CONTEXT
The Department for Transport, Energy and Infrastructure (DTEI) serves the South Australian
community by enabling the safe and efficient movement of people and freight across the state
and facilitating development of the State’s infrastructure, in accordance with the State
Strategic Plan and State Infrastructure Plan.

The Office of the CIO exists to support all SA Government Agencies to best use information
and information and communications technology in efficiently and effectively providing their
services.
The Service Delivery Group establishes and maintains effective state networks, associated
large-scale infrastructure, service arrangements and strategic applications that enable
government agencies to conduct their businesses.
The Billing Administrator is accountable to the Billing & Systems Manager for:

providing an efficient, effective and timely generating and processing of monthly invoices
for the Service Delivery Group

providing timely, professional and effective coordination and resolution to Carrier
disputes

providing an effective administrative service that ensures the needs of all customers are
met

ensuring prompt efficient and accurate information for payment of invoices

providing efficient and effective administrative support service to the Billing and Systems
team
The Billing Administrator:

liaises with Service Delivery Group staff, Government Telecommunication Services
customers, OCIO Finance and Carrier Account representatives

a) administering the processing of Telecommunications Carrier Accounts (Telstra,
AAPT, Nexgen, Amcom, Internode and Optus ) for payment
b) negotiating disputes over Carrier amounts and coordinating the dispute resolution
process
c) generating and processing the monthly invoices for the Service Delivery Group
(Telephone Services, Transmission, Moves & Changes, Internet, VPN, Public
Segment and ad hoc)
d) monitoring revenue against expenditure
e) ensuring the provision of accurate information to agencies
f)
providing accurate and timely monthly financial reports
g) processing other Suppliers’ accounts for payment as requested
h) identifying, establishing, maintaining and implementing new processes and
systems to improve the overall effectiveness of Billing administration
Work Environment

responding to and providing effective advice to Telecommunications customer
billing enquiries and generating appropriate reports.

Experience in billing and debtors follow up which demonstrates sound knowledge and understanding of invoicing
principles and of carrier services and carrier accounts.
Proven effective organisational and administrative skills and ability to maintain a high level of accuracy and
attention to detail and to use sound analytical skills to interpret and present information in a logical and clear
format.
Demonstrated commitment to client service and the achievement of service delivery standards, with a strong
customer focus in liaising with clients to determine and address their needs, including dispute resolution.
Sound interpersonal skills and ability to communicate clearly and effectively, both verbally and in writing, with a
range of people, including staff and clients, both internal and external to the organisation, that enable productive,
collaborative working relationships with people at all levels, individually or in a team environment.

Financial Management for IT
Monitors and maintains all required financial records for compliance and audit to all agreed requirements. Assists
all other areas of IT with their financial tasks, especially in the areas of identification of process, service, project
and component costs and the calculation and subsequent reduction of all IT service, project, component and
process failures.
