MFAA Fall Conference 2008 Speaker Bios: Barbara Miller Director of Assurance, Training and Outreach Massachusetts Operational Service Division (OSD) OSD creates Statewide Contracts that are eligible for use by all public entities free of charge. Most contracts can be utilized without going out to bid and provide cost savings for towns and municipalities. Barbara provides trainings and workshops to review statewide contracts and most importantly a “How to Use Statewide Contracts and Comm-PASS”. Dr. Charles “Chuck” Levine Instructional Design Associates, President Dr. Levine has had over thirty years of experience as a trainer, course developer and consultant. He has a Doctorate in Instructional Design from the Catholic University of America in Washington, D.C.; a Master's in Education and a B.S in Electrical Engineering from Northeastern University in Boston, Massachusetts. At Raytheon Data Systems Dr. Levine had responsibilities for sales, product knowledge and technical training for all product lines within the Raytheon Data Systems Training Center. When Raytheon closed the Data Systems Division, Chuck taught outplacement classes and coordinated the outplacement effort for the 3000 employees in the division. At Honeywell Chuck lead the team that implemented the Field Engineering Distance Learning System and had responsibility for both system management and instructional development. He established one of the first distance learning systems utilizing both video and audio instructional media. At Westinghouse he had the responsibility for developing self-instructional programs in content areas ranging from Welding to Ambulance Attendant. Dr. Levine has had a long association with the Technical Instructors' at The University of Wisconsin, Eau Claire, where he teaches in their public seminar series and conducts in-house training programs such as Managing the Training Function, Instructional Design and Evaluation Techniques. He also has taught courses such as Introduction to Computers and Introduction to Data Communication in the Evening Division at Stonehill College in Easton, MA, and taught train-the-trainer and ISO9000 seminars at Bryant College in Smithfield, RI. Chuck has also presented at many national Training and ASTD Conferences on the subject of On The Job Training and Instructional Design. Chuck also holds a State of Massachusetts Secondary Science and Math Teaching Certification In 1986 Chuck formed Instructional Design Associates, a consulting and course development company specializing in instructor training, working with companies re-engineering their training departments and helping companies adapt to significant culture or product changes. 2|Page Katherine P. Craven Executive Director, Massachusetts School Building Authority Katherine P. Craven was appointed as the first Executive Director of the Massachusetts School Building Authority by State Treasurer Timothy P. Cahill in November, 2004. In this role, Katherine has built a new state agency responsible for the management, financing and auditing of not only the $11B in debt to which the Commonwealth is committed for over 1150 state-financed local school construction projects, but also for the largest scale revision since 1948 of the rules and regulations governing the state's role in local school construction. In the first five years of its creation, the School Building Authority under Katherine's management will finance over $5B for 428 projects formerly waiting years for funding under the old program. Funded by 1 penny of state sales tax receipts, the Authority will continue reimbursing communities hundreds of millions of dollars a year for another 728 projects currently receiving long-term debt service assistance. Under Katherine's leadership, the Authority has developed a plan to eliminate an inherited backlog of over 800 audits of school construction projects, and to implement a reformed, competitive, needs-based state school construction grant program emphasizing increased pre-design planning and construction oversight and auditing for local school construction. These reforms will be aimed at protecting the state investment of $2.5B for local school construction between 2008 and 2012 Prior to her work at the Authority, Ms. Craven served as Director of Policy for the Massachusetts House of Representatives. In this capacity, she provided counsel to the Speaker and members of the House on major legislative initiatives, including billions of dollars of operating and capital budgets of the Commonwealth, economic development initiatives, municipal relief measures, health care financing, and legislation reforming school building assistance and special education. Katherine has assisted in the drafting of 10 state budgets and hundreds of supplemental and capital appropriations bills appropriating billions of dollars through thousands of line items. Prior to assuming this role, she served as deputy budget director for the House Committee on Ways and Means, the legislative committee charged with analysis of over 5,000 pieces of legislation with a fiscal impact, including all budget and tax matters. Katherine has lectured on the intricacies of the state budget at the Kennedy School of Government at Harvard University and the Donahue Institute of the University of Massachusetts. Katherine serves on the board of directors of MassDevelopment, the Governor's Commission on Mental Retardation, the board of directors of the Massachusetts Association for Mental Health, an advisory board member for the Emerging Technology Fund, and is a member of the Board of Incorporators for Partners Healthcare, Inc. In September 2007, Katherine was named Deputy Treasurer by Treasurer Timothy P. Cahill and is appointed to oversee the Treasury's $44B Cash Management department. A graduate of Harvard College and Boston Latin School, Katherine resides in Chestnut Hill with her husband, Dr. Jim Kryzanski, and four children, Delia, Joseph, James, and John. 3|Page
