ACTION ALERT: County Affordable Housing Proposal

A proposal has been submitted to the Franklin County Board of Commissioners in support of a real estate transfer fee increase that would provide budget relief to Franklin County and help address affordable housing needs in Franklin

County. The proposal is attached for your information.

The County will hold 3 public hearings. All three commissioners have indicated that letters and calls to support the proposal are needed. If you and your agency are supportive of this proposal, we invite your help in the following ways:

Send a letter to the commissioners or make a call to the commissioners in support of the proposal.

Letters and calls must be made no later than July 25 th to be useful. Refer to the attached sample letter and phone call information.

 Provide testimony at 1 of the 3 hearings.

The hearing schedule is:

1 st Public Hearing, Monday, July 25

9:00-10:00 a.m. – Sales tax will be discussed

10:00-11:00 a.m. – Real estate transfer fee increase will be discussed

Attend the 3rd hearing on July 28th and bring staff and supporters with you. The Board of Commissioners will vote on the resolution immediately after the 3 rd public hearing on July 28. We need to turn out in force to show support.

Reminder: Nationwide Steve Rish Award Applications due August 1

st

Applications for the Nationwide Steve Rish Award are due to CSB by 5:00 p.m. on August 1 st . This is an opportunity for CSB partner agencies to receive merit-based awards for special projects intended to increase the capacity, functioning and/or outcomes of partner agency programs. The award was established this year to honor Stephen A.

Rish, former president of the Nationwide Foundation and CSB board member.

Changes Within the Family System

YWCA Family Center

Progress continues to be made on construction of the new YWCA Family Center. Beautiful photos are enclosed.

Bonner Transition

On June 30 th , the Barbara Bonner Family Shelter operated by Catholic Social Services (CSS) formally closed. Four families who had been staying at the shelter were moved to a new Tier II shelter site opened by the Homeless Families Foundation (HFF) the last week of June. Through funding from CSB and the Bonner Family Foundation of the Columbus Jewish Foundation, HFF was able to expand their existing 25 units of Tier II family shelter to include 11 new units at a separate location to partially replace the loss of 21 units provided by CSS.

Although HFF was able to expand by 11 units, an overall net reduction of 10 Tier II units has occurred. HFF plans call for the further addition of 10 Tier II units by January 1, 2006. HFF will be applying for state homeless assistance funding from the Ohio Department of Development and is working with CSB to raise additional private support to assist with the expansion.

In the interim, in order to mitigate potential negative consequences for the YWCA IHN as family demand begins to increase this summer, CSB has been working with the Salvation Army to implement overflow housing for families accepted into the Family Housing Collaborative (FHC) and who are awaiting final permanent housing placement. FHC overflow will allow the Salvation Army to move families out of IHN into temporary efficiency units and receive daily contact and support from

Salvation Army staff until the family moves to their new permanent housing. A request for emergency funding was submitted to the Ohio Department of Development on June 14 th and a decision is pending.

More Permanent Supportive Housing

New CHN proposal

Community Housing Network (CHN) is developing a new Rebuilding Lives permanent supportive housing project for chronically homeless men and women. The CHN project concept was approved by the Rebuilding Lives Funder Collaborative in May and the project was ranked number one by the

Continuum of Care Steering Committee among local projects submitted to HUD in June for federal

Homeless Assistance funding.

Project plans call for 40 new studio apartment units of permanent supportive housing for homeless persons with mental illness, substance addiction or dual diagnosis (25 will be for Rebuilding Lives eligible persons). An ADAMH partner agency (to be determined) will provide Service Engagement assistance, linking clients to supportive services, while employment services will be provided through CHN’s Employment Center. A site for the project has yet to be determined.

Units Summary

With 605 units of supportive housing in place and another 180 units in the development process, we are only 15 units away from our 800-unit goal!

Program Updates

Winter Access Request for Proposals

Each year CSB coordinates winter overflow planning and shelter access efforts to meet the needs of men and women experiencing homelessness in Columbus & Franklin County. In prior years, winter overflow

efforts have included expansion of shelter capacity, either as extensions of existing shelter or housing sites or in separate facilities. At the same time, supportive services staff has been supplemented to manage overflow intake, hospitality, transportation, and case management. For the 2005-06 winter overflow season

(November through mid-April), CSB will work with partner agencies to expand shelter capacity through the use of overflow beds to meet anticipated demand both at existing facilities and in adjunct facility or facilities, as needed. Existing case management and housing placement services provided through shelter Resource

Specialist and other staff will be supplemented, as needed, to ensure client movement toward housing and achievement of planned shelter and overflow program outcomes. Planning efforts are emphasizing the importance of ensuring that all clients have a housing plan that is actively worked on; that program and clientspecific services are coordinated; and demand for shelter and housing placement is met through the efficient use of limited resources.

To initiate 2005-06 efforts, CSB issued a Request for Proposals on July 6 th to partner agencies for winter overflow services. CSB is seeking proposals to provide overflow shelter, case management services, and transportation assistance during the November through mid-April period. Proposals are due to CSB by 5:00 p.m. on July 25 th .

RLPTI Update

Activities for the month of June continued at the same rapid pace. The PACT Team is currently actively involved with 109 clients, 94 are actively engaged on the team and 76 are housed. Another 15 clients are being pursued for outreach and engagement.

The Team was able to house its first person in CMHA housing and hopes that more will follow. Their outreach efforts are targeting clients for whom this housing situation would be most appropriate.

Four clients have lost their housing due to various reasons ranging from incarceration to destruction of the apartments. The Team is working diligently to fill the vacated units. It should be noted that in several instances, other non-subsidized housing has been located for a couple of the clients.

As the Team and project evolve more activities are being provided to the clients. Recently Assisted Daily

Living (ADL) classes have been added to the schedule of activities. Team members will provide instruction, including cooking classes, in this area.

Steady strides continue to be made with assisting clients in accessing mainstream benefits. Approximately

50% of the clients are receiving an income through either SSI or VA. 71% are eligible for either Medicaid or

Medicare, with 36% eligible for VA medical benefits. 77% of the clients are eligible for Food Stamps and 16% for County Medical Services.

As part of the financial sustainability planning currently underway for the project, a large contingent of officials including members of the Management Group, representatives from the City and County, ADAMH, the

YMCA, NCR and others, visited the Direct Access Housing project in San Francisco. The purpose was to learn more about this project and whether its funding process has applications to sustaining the RLPTI effort.

The trip was an eye opening and successful endeavor.

In the Spotlight

Tom Albanese and John Hardiman attended the National Alliance to End Homelessness annual conference in Washington, DC July 11 th -13 th . Tom presented at a workshop on the evolving role of transitional housing, and John Hardiman presented at a workshop on good neighbor agreements and site selection.

Senator Mike DeWine gave a keynote address at the conference. He was asked to speak because of his leadership around the issues of chronic homelessness, family homelessness, and affordable housing.

Representatives from Franklin County, Ohio and CSB recognized Senator DeWine at a conference reception for his leadership in these areas.
