GENERAL PROCUREMENT NOTICE EXPRESSION OF INTEREST FEDERAL REPUBLIC OF NIGERIA NIGER DELTA ENVIRONMENTAL AND SOCIAL STUDY Grant No. 2100155002668 The Government of the Federal Republic of Nigeria has received a grant from the African Development Fund to finance the Niger Delta Environmental and Social Study. The sector goal is to contribute towards sustainable socio-economic development while the specific objective of the study is to establish appropriate environmental and social management mechanisms that will ensure sustainable development in the Niger Delta Region. The outputs of the study will include: (i) the establishment of an environmental information management system (EIMS); (ii) the development of an environmental and social management action plan (ESMAP); and iii) the preparation of at least two viable projects to address priority environmental and social management issues in the NDR. The results of the proposed environmental review will guide the government in formulating and adopting appropriate policies and procedures and institute the necessary reforms and legislation for the sustained development of natural resources in the Niger Delta Region. The Study, which will take 15 months, will be carried out in two Phases. Phase I: This phase is estimated to take eight (8) months. The activities under this phase would include the review of all-available data and reports, diagnosis of the problems and issues facing the sector and the establishment of an environmental information management system. In addition, the consultant will review in great detail the Niger Delta Master Plan, its recommendations and the EIA mitigation measures. Phase I activities will also comprise a diagnostic assessment of the environment and social issues, problems, constraints, strengths, resources and potential. The study results will be stored in a computerized/ digitalized environmental information management system that can be updated and consulted regularly. Phase II: This phase is estimated to last seven (7) months. The major activity under this phase will be the articulation of a broad-based Environment and Social Management Action Plan (ESMAP). The proposed environment and social management action plan would complement the Niger Delta Master Plan. The ESMAP which will be subjected to periodic reviews and adjustments, will be developed to correct past environmental degradation, to modify on-going activities that are environmentally harmful, and to establish a system for monitoring and surveillance of environmental and social impacts for all future development projects. The consultants will also identify and prepare two bankable projects aimed at addressing priority problems identified by the study.
