WARREN LAKE DAM (5.04), ALSTEAD, NEW HAMPSHIRE OPERATION & MAINTENANCE PLAN (DRAFT, supply information as necessary as indicated in red type) Seasonal Operation During the summer season the pond elevation is maintained at the crest of the concrete overflow spillway. The stoplogs will also be maintained at the crest of the concrete overflow spillway during the summer season. Due to limiting effect of 24-inch culvert that is immediately downstream of the stoplog bay, no specific operations of the stoplogs will be conducted in the fall or in the spring to either lower or raise the impoundment. However, during low flow conditions the stoplogs will be adjusted in conjunction with falling and rising elevation of the water surface to maintain minimum flows downstream. Emergency Operation It has been calculated that removal of the stoplogs will have little to no influence with regard to major storm events, thus no specific operations will be conducted prior to a storm event. Maintenance Program Weekly Both the overflow concrete spillway and the stoplog bay are checked and cleared of debris. A brief inspection of the dam is conducted to look for significant differential movement of the right concrete cap, movement of stone along the downstream face both north and south, seepage at the toe of the downstream stonewall, and signs of settlement within the earthen embankment. Semi Annually The earth embankments will be mowed at least twice a year to prevent the growth of undesirable vegetation. Vines, plants, and woody/tree growth will be removed from the downstream stone face, within 10 feet of the downstream toe of the dam and within 15 feet of the right and left abutment to facilitate inspection of these areas and to eliminate the damage caused by tree growth. The downstream channel and culvert will be checked for debris and plant growth. The debris and plant growth will promptly be removed to maintain a free flowing condition between the downstream culvert and the dam. Annually Conduct a full visual inspection and repair any significant items noted upon full inspection, including but not limited to sealing cracks in the right concrete cap, replacing deteriorated wooden stoplogs, repairing settlement/erosion within the earthen embankment with suitable embankment material and specifically checking for seepage at the toe of the downstream stone retaining wall. Test and update the Emergency Action Plan as necessary. Emergency Contact Person(s) Supply a list of emergency contact personnel (it could be just one person to get the ball rolling). This should include the name and telephone number of key personnel and should be up-to-date. Dam Monitor(s) The dam monitor will be a qualified/trained individual(s) designated to perform and uphold the maintenance program as indicated above. (Dam monitor name telephone number and address)
