PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES COMMITTEE ON JURIDICAL AND POLITICAL AFFAIRS OEA/Ser.K/XVI GT/DADIN/doc.184/04 13 September 2004 Original: Spanish Working Group to Prepare the Draft American Declaration on the Rights of Indigenous Peoples FOURTH NEGOTIATION MEETING IN PURSUIT OF POINTS OF CONSENSUS (Hall of the Americas – November 8 to 12, 2004) NOTICE The Chair of the Working Group to Prepare the Draft American Declaration on the Rights of Indigenous Peoples is pleased to invite the representatives of the member states of the Organization of American States (OAS) and the representatives of the indigenous peoples of the Americas to the Working Group’s fourth negotiation meeting in pursuit of points of consensus, to be held from November 8 to 12, 2004, at OAS headquarters, in Washington, D.C. This meeting is convened in fulfillment of the mandate in resolution AG/RES. 2029 (XXXIV-O/04), adopted by the OAS General Assembly in Quito, Ecuador, in June 2004, and on the basis of the decision taken by the Working Group at its meeting of September 9, 2004. This meeting will be conducted according to the same procedure followed at the prior negotiation meetings. This meeting will consider texts of articles pending from the Third Section (Cultural Identity), the Fourth Section (Organizational and Political Rights), and the Fifth Section (Social, Economic, and Property Rights), and some pending articles from the Draft American Declaration on the Rights of Indigenous Peoples. The mechanism for participation by representatives of indigenous peoples in this fourth meeting will be similar to that established for the three prior meetings. This mechanism, already agreed upon by the Working Group, is described in document GT/DADIN/doc.140 rev. 1. For purposes of the preceding paragraph, the indigenous peoples are requested to reconfirm those who attended the third meeting, or, failing that, to designate a new indigenous expert or leader, no later than Friday, October 1, 2004.
