College and Career Academy (CCA)
Mission and Goals
Mission: “To prepare students for high-skill, high-wage, high-demand career pathways
while meeting the workforce needs of West Georgia.”
Goals: ● to help Carroll County high schools exceed the majority of USDE benchmarks in
Perkins’ accountability measures annually
● to help Carroll County high schools increase the number of students graduating
annually
● to cause the percentage of Carroll County students dual-enrolled in career and
technical post-secondary programs to increase by 2.5% per year for 10 years
● to increase the number of Carroll County students in work-based learning programs
by 2.5% per year for 10 years
Partnerships
In October 2010, at the Board of Directors meeting, the CEO of Tanner Healthcare System,
Loy Howard, suggested the possibility of building a career academy in the northern part of the
county adjacent to Tanner Hospital in Villa Rica. Mr. Howard’s generous donation of 11 acres
of land in which to build the career academy was approved by the Board of Directors of Tanner
Health System.
In August 2011, Carroll County Schools and Tanner Health System implemented a WBL
program called Tanner Connections. The program is a joint partnership with programs at CCA
and the many professions encompassed within the Tanner system. Currently students can
intern in the following career pathways: Emergency Services, Nursing, IT, and Culinary Arts.
Future expansion for 2013 include: Engineering, HVAC, Business Ed. and Marketing.
In May, 2012 Tanner Healthcare hosted an end-of-year luncheon to celebrate the success of
the partnership. 28 students participated in internships throughout the 2012 school year.
Plans are underway to expand the program in 2013.
Budget
Currently 1.8 million of the original grant amount of 2,950,000 grant amount has been utilized
during the renovation phase. Construction is under way for Phase II which includes a 10,000
square foot addition. Invoices submitted for reimbursement for this project will utilize the
remainder of the grant amount.
A MOU has been signed between CCBOE, WGTC, and TCSG detailing procedures and
responsibilities of all parties in the development and implementation of the Career Academy.
A budget has been developed for the operational portion of the grant which will be utilized for
furnishing the new 10,000 sq ft addition which will house two healthcare labs, science lab, and
Early Childhood Education lab for the Career Academy.

The Board met four times during the 2012 school year. Officer elections will be held at the
August meeting and two current members will rotate off the board and two new members will
be elected according to the adopted by-laws.
Timeline
June-October 2011
Phase 1 of the renovation of the career academy is completed.
August, 2011
Tanner Connections program officially started with Tanner Health System.
September 28, 2011
First quarterly meeting for FY 2012 is held by CCA Board of Directors.
December, 2011
Second board of Directors Meeting was held on December 8, along with an Open
House event to showcase renovation. The event was well attended by all
stakeholders.
January, 2012
Plans were approved by the CCBOE for 10,000 square ft addition
CCA was asked to pilot GeorgiaBEST, a work ethics training certification program for
the Georgia Department of Labor
February, 2012
Recruitment process for CCA for 2013 school year was conducted. Over 900 freshmen
students toured the facility.
Third Quarter CCA Board of Director’s Meeting was held on the 28th.
Construction began on new addition.
March, 2012
HOSA Chapter competes with 13 students qualifying for national competition
The recruitment process continued with presentations given to all sophomore English
classes in all 5 county high schools about career choices at CCA and dual enrollment
opportunities. Presentations were conducted by CCA administration and admission
counselors at WGTC.
April, 2012
CCA hosted tours from Troop and Haralson Counties. Both groups included educators,
business representatives and chamber officials exploring the career academy concept
and possible implementation in their county.
May, 2012
Commencement exercises were held for dual enrolled students at WGTC.
CCA Faculty participated in School Improvement Plan meeting for FY 2013.
4th quarter Board of Director’s meeting was held on May, 3.
June, 2012
HOSA students compete in national competition. EMT team placed 6th in nation.
Forensic Medicine team placed 6th in nation.
Career & College Focus
For the school year 2012-2013 dual enrollment programs will be offered at CCA in the
following areas of study:

Welding
Criminal Justice
Nurse Aid
28 students received college credits or certificates for the 2012 school year.

CCA serves students in grades 10-12. Below is a chart showing the enrollment trends for CCA
over the last 5 years.

Enrollment & Student Focus
In the spring of their 8th grade year students attend and orientation to high school night and
instructors from CCA are present to give information to students and parents about CCA.
During their 9th grade year the students tour the CCA before spring registration. During their
10th grade year classroom presentations are given to promote enrollment CCA and to enroll
students in the dual enrollment programs with WGTC.
Student Support
In order to provide counseling services to CCA students CCBOE approved the allotment to
hire a dedicated counselor for the Career Academy. (In the past, counseling services for
students attending the Technical Education Center were provided by the feeder schools and
counselors were not located on the Technical Center’s campus.) In June, 2010 interviews
were conducted and a counselor was hired. The counselor is one of five positions outlined in
the Charter.
Standards & Curriculum
All Teachers have completed training for the Common Core Performance Standards for
Georgia (CCGPS).
Structure
Construction for the new addition is ahead of schedule. Furniture has been ordered for the
new space. Projected move-in date is the second week of September, 2012.
Faculty & Staff
New staff was hired in the following areas for FY 2013: Nursing, Broadcast Video Production,
Engineering and Early Childhood Education. All new hires hold a clear-renewable teaching
Georgia certificate and have extensive business and industry experience. All new faculty will
participate in the Teacher Induction Program for Carroll County Schools in August 2012.
Evaluation
All students that completed a pathway participated in End of Pathway testing at CCA. Upon
completion of the exams 79 students earned a national certificate from the respective program
credentialing agency.
In May, 369 students earned a Georgia BEST (Business Ethics Student Training) certificate
from the Georgia DOL for successfully completing their work ethics training curriculum.
Cycle of Improvement
CCA has a strategic school improvement plan. The four strategic goal areas are: Student
Achievement, Stakeholder Engagement and Loyalty, Efficient and Effective Organizational
Processes and Continuous and School Improvement. The school improvement process is ongoing. Each month the staff meets to review, revise and update the improvement plan.
Each year the CEO will prepare an annual report for CCA. Both the Improvement Plan and
Annual Report may be viewed from our website cca.carrollcountyschools.com.
Charter School Law
The Charter Application for CCA was approved by the State Board of Education in April, 2009.
The Charter was approved for a ten-year term. The charter is in its second year of
implementation. The first annual report survey was submitted to the Department of Education
on September 22, 2011.
