Organizational Meeting
The exact date to be determined at the April wind-up meeting.
Wind-up Meeting
The Vancouver & District Basketball Chairperson has called this meeting for 4:00 p.m.
on April 8th, 2009, at Schou Education Centre, Burnaby. The V & D Track meeting will
follow at 4:30 pm.
LOCAL ASSOCIATION REPRESENTATIVES
Local Association representatives to the Vancouver & District Playoffs must be declared no
later than February 17th, 2009:
As soon as a Local Association has determined its representatives for a particular age division,
the Local Association Chairman must report the following information to the Vancouver &
District Basketball Chairperson, Art Uhl and the respective tournament directors (see page 1
for contact information):
Age Division, School, Dominant Uniform Colour
Coaches Sponsor and contact information
OFFICIALS
The League Chairperson of the hosting Local Association in each age division will arrange for
certified referees for each game in their Wildcard and Championship Games.
Referee Allocator: Bill Bradley (see page 1 for telephone and fax numbers)
The Vancouver & District Association will pay for all officials unless otherwise noted. Ask the
Referee Allocator to direct all bills to David Cairns (see page 1 for address). If no professional
referees are available, the League Chairperson of the hosting Local Association must ensure
two competent referees are present. In the event only one referee arrives, the game may take
place if that official agrees to officiate.
4.
CODE OF CONDUCT
The Vancouver & District Inter-High School Athletic Association fully support the Codes of
Conduct published by B.C. School Sports with regards to spectators, players and coaches. In
particular:
“The practice of student-athletes changing on the bench is not an acceptable practice for either
the men or the women and can be viewed as quite offensive given the increasing cultural
diversity that we now have throughout our education system. School sports are an extension
of the classroom, where this practice would not be tolerated.
This is not acceptable behaviour and players WILL return to the changing rooms to change in
their practice jerseys or playing uniform.
5.
GAME DIRECTOR
A Game Director shall be arranged for each game by the host school. That person must be
knowledgeable about basketball and shall not be a Coach that is directly involved in the
tournament.
The names of the Game Directors must be submitted to the host Association's District
Athletic Coordinator prior to the tournament. See “Game Directors Duties” on the next
page.

PRIOR TO THE GAME

See that the scorekeeper, score clock operator and the shot clock operator are assigned.
See that a game ball is available.
See that ice is available.
See that the home team is wearing light colour uniforms and the visitors, dark colour uniforms.
See that the score sheets are provided and that the players' numbers are correctly filled in on the
score sheet. Have each coach check for accuracy and sign the sheet. The scoresheet must be
completed accurately and signed at least one minute prior to the start of the game.
f. See that each team has a minimum 10 minute warm up.
g. Direct (if applicable) the announcer to introduce the starting line-ups over the PA system at the end
of warm-up time, then allow one minute before game start.
h. Ensure a copy of the coaches and student-athletes code of conduct is available at the scorer’s
table.
DURING THE GAME
a. Sit at the scorer's table and oversee the work of the scorer, score clock operator, shot-second clock
operator and announcer throughout the game.
b. Using a separate score sheet (not official), chart fouls by player number and keep running score for
reference purposes only.
c. Check the score sheet at the end of each period and assure its accuracy.
d. See Illegal Defences, page 6, Rule g.
The Game Director shall be in charge of determining whether or not the defence being used is a
zone, or if a Coach feels a zone is being played, he should appeal immediately to the Game
Director - and at that point has the authority to stop the game in progress, bring the coaches
together, and decide if a zone was being played.
If a zone was used, the Game Director has the authority to nullify any gained advantage (time,
points, possession, etc.) during the length of the infraction; and this shall be a warning to the
offending team.
The next two times this happens with the same team, the Game Director shall award a bench
technical foul and if it happens a fourth time, the Game Director shall forfeit the game to the other
team. Also see Item 9(g) "Illegal Defences".
e. Teams have eight minutes at half time for warm-up. This may be shortened if time does not
permit.
AFTER THE GAME
a. See that the score sheets are accurately completed and distributed (top copy to winning coach,
second copy to losing coach, third copy put in file folder on scorer's table).
b. Email scores of the games to the local District staff.

HOST SCHOOL RESPONSIBILITIES
a. Prepare the main gymnasium (benches, scorers' tables, etc.).
b. Provide competent scorekeeper, timekeeper, shot clock operator,
c. Provide game ball (see 9 "Ball Size").
d. In case of colour clash, the designated home team is responsible for changes in uniforms (see
7. "Uniforms")
e. Referees: see 3. "Officials".
f. Have ice or ice packs readily available for injury needs.
7.
UNIFORMS
a. Tournament Coordinators: please check uniform colours to avoid colour clashes. The home team
in each game is responsible for changes in uniforms when colour clashes develop. See draws on
following pages for Home and Visiting teams.
b. If spandex shorts are worn under the uniform, they must be the same colour as the uniform shorts.
If a shirt is worn under the singlet, it must be the same colour as the uniform singlet.
8.
SCOREKEEPER'S TABLE
Both teams may elect to have a mature and knowledgeable representative sit at the scorer's table.
This is strongly recommended to avoid difficulties which may arise during the game.
9.
RULES
The following modifications have been made to the NCAA / CIAU Rules.
a.
Length of Game:
Junior, Juvenile, Bantam
4 – 8 minute quarters
(Note: Half-time is 8 minutes)
b.
Length of Overtime Periods:
3 minutes
c.
Size of Key:
The NCAA key size shall be used.
d.
Numbering:
Any one or two digit number may be used.
e.
Restriction on Number of Players:
There shall be no restriction as to the number of players that may play in a game.
f.
Ball Size:
All Boys use a regulation-size ball (size 7).
All girls use the small ball (size 6).
Junior Girls will use a 24 sec. shot clock with 8 seconds to pass the mid-court line. All other
divisions will play the 30/10 format.Junior girls will use a 24-second shot clock with 8 seconds
to pass the mid-court line. All other divisions will play the 30/10 format.

Illegal Defences:
Zone presses and zone defences are not permitted at the following levels:
Bantam Boys
Bantam Girls
Juvenile Girls
Zone defences are not permitted but zone presses are permitted at the following level:
Juvenile Boys.
No restrictions for Junior Boys and Junior Girls.
i. Guidelines for Determining Illegal Defences:
(a) No zone defences of any description are permitted. This includes half-court,
full-court, etc. (except for Juvenile Boys which may have a zone press until the ball
crosses the centre line).
(b) Teams may double team an opponent with the ball, they may also double team the
potential receiver of an inbounds pass. They may not double team any other
players
(c) Players may switch checks but only after communicating with a team-mate.
Unforced switches are discouraged.
(d) Determining that players are playing man-to-man defence:
 each player must be guarding a specific opponent, not an area.
 each player must know whom he / she is guarding at all times.
 each player must be in close proximity to or have sight of his / her check and
must be able to put pressure on a possible shot. (It is possible to have helpside defence, but it is incumbent on the offence to use a cutter through the key
to see if he / she is followed.)
 defenders must go with cutters and switch only after communicating with
team-mates.
ii. Procedures:
(a) If a Coach appeals to the Game Director that the other team is using an illegal
defence, it is up to the offensive team to prove it (e.g. send a cutter through the
key to see if the cutter is followed),
(b) If an illegal defence is determined by the Game Director (and this may be done
with or without a coach's appeal), the following procedures are to take place:
(1) Stop the game at the first whistle or basket and nullify any gained advantage
(e.g. time, points) by the offending team, and
(ii) give warning to appropriate team.
(iii) second infraction to the same team: technical against coach (2 foul shots
and possession of the ball at centre to the non-offending team). Third
infraction to the same team: same as (iii).
(v) fourth infraction to the same team: forfeiture of the game.

10.
FIRST AID
Each school is responsible for their own players in the way of First Aid supplies.
Host schools must have ice or ice packs available.
11.
BASKETBALLS
Each school is responsible for their own team's warm-up basketballs and should make sure
that they are clearly marked with their school name.
12.
TROPHY PRESENTATION
Each local Association Basketball Chairperson is responsible for:
 Arranging the delivery of the trophies won by their Association's team the previous year to
the Vancouver & District Basketball Organizational Meeting.
 Arranging for the presentation of the trophy at the tournament hosted by their Association.
Note: Chairpersons are asked to approach this task conscientiously, since the trophy
presentation is an important part of the Vancouver & District Championship final.
13.
AWARDS
Trophies
 The winning team is responsible for having the trophy engraved. Invoices should be
forwarded to Vancouver & District Secretary Treasurer, David Cairns (see page 1 for
address).
 The winning team is also to see the trophy is returned to the Vancouver & District
organizational meeting the next year.
Banners
Individual winning schools can order banners(Tidey’s Creative Trophies, N. Van) if they
choose. Costs will be incurred by the winning schools.
14.
SCHEDULES AND REPORTING RESULTS
 The host school Game Director or designate must report the score of each day's play
immediately following the last game that day to their local association.
 Schedules and results will be posted on the WEB at esportsdesk.com. Look for the
Vancouver & District Basketball Championships, link on your local association’s home
page.

VANCOUVER & DISTRICT PLAYOFF DETAILS
PLAYOFF STRUCTURE *Venues
Tournament seeding is based on the following priorities:
Every effort will be made to ensure that:
1. teams from the same association do not meet in the first round of
playoffs;
2. the host association’s #1 team will be placed opposite the #1 teams
from the other two associations;
3. as host zone responsibilities rotate so will the draw.
The first and second place teams in each association qualify automatically for the
Vancouver & District Championship Tournament along with the third place team from the
host association.
The third place teams from the other two associations will play a Vancouver & District
Wildcard game at a single site in the local association that hosts this level of the
tournament next year. This site will be determined and arranged for by the home
association.
The Vancouver & District Tournament will be a modified single elimination championship
format for eight teams, allowing for a consolation third place game.
