Role of D.I.C. / services rendered by D.I.C. for Promotion of Micro, Small & Medium
Enterprises.
There are 31 DICs functioning in the state for promotion of industries in the state. The
objectives are as follows:
1.
Resource Survey/ Demand survey at grass root level through it’s field level
Industries Promotion Officers posted in blocks.
2.
Identification of viable projects and preparation of technically feasible &
economically viable projects.
3.
Identification of prospective entrepreneurs to start with viable projects.
4.
Issue of Entrepreneur’s Memorandum Part-I in favour of the prospective
entrepreneurs.
5.
Recommendation for allotment of Govt. land & IDCO land/ shed in the District.
6.
Recommendation for financial assistance to OSFC / NSIC / Commercial & rural
Banks.
7.
Recommendation for obtaining various license / registration / NOC from different
organizations like :
a) Pollution Control Board Consent / NOC.
b) VAT Registration.
c) Mining License
d) Excise License
e) Factory License
f) Explosive License
g) Storing License
h) Drug License etc
i) Food License
8.
Recommendation for Power Supply through CESU.
9.
Recommendation for allotment of scarce raw-material.
10.
Monitoring & Technical Guidance during implementation of the project to solve the
problems faces by the entrepreneurs through Single Window.

Issue of Entrepreneur’s Memorandum Part-II after commercial production.

Recommendation & sanction of various incentives / facilities under Industrial Policy

different industrial estates of other states.
The D I C acts as the Nodal Agency and co-ordinates between various State Govt.
departments and undertakings as well as Central Govt. Departments for shorting out the
problems of MSMEs. A number of committees are constituted in D I C to solve the problems.

Entrepreneurs Memorandum Part-I (before establishment)
and Part – II (after
establishment) is to be filed to the D.I.C. by a micro, small or medium enterprise under the
MSMED Act-2006.

Objective of the Act: i)
The MSMED Act-2006 provides measures for promotion, development &
enhancement of competitiveness of micro, small
enterprises which include a provision on
Procurement Preference Policy for facilitating procurement of goods & services produced &
provided by a Micro, Small
enterprise by the ministries & deptt. of Central & State Govt. or its
aided institutions & public sectors.
ii)
The micro, small enterprises registered with the registering authority (NSIC) are
entitled to the under mentioned facilities: a)
Issue of tender sets free of cost.
b)
Exemption of payment of EMD.
c)
Waiver of Security Deposit.
d)
Price Preference unto 15 % over the quotation of the large-scale industries.
e)
Purchase Preference for procurement of 358 items reserved for exclusive
purchase from micro & small enterprise. The central Govt. ministries, its deptt, aided institutions
& public sector enterprises to procure at least 20 % of the value of their total annual purchase
from micro, small enterprises.
f)
At least 30 % of the value of the annual procurement of goods & services from
micro, small enterprises to be procured from the micro, small enterprises owned by
disadvantaged sections i.e. SC/ST/WOMEN enterprises.

BENEFITS OF THE SCHEME.
In general for establishment & operation of Industrial Projects the promoters
Apply to different quarters for different types of license /clearance / clarification etc But under
Single Window System, the promoters have to apply to the Nodal Agency, i.e. the District
Industries Centre, (incase of projects, up to Project cost less than Rs50 crore) and to Industrial
Promotion and Investment Corporation Limited (IPICOL) incase of Projects up to project cost of
Rs50 crore & above) instead of application to different quarters.
Further the Promoters shall receive the above licence /clearance /clarification
etc from the Nodal Agency, where they have already applied.
Under Single Window System, the above clearance will be made available to
the Promoters within a reasonable time limit prescribed under the scheme.

PROCEDURE FOR SUBMISSION OF COMBINED APPLICATION
(1)
Every applicant seeking to apply for clearance required for establishment of an industry
shall apply in the combined application form (schedule I) along with the requisite fees &
documents.
(2) Every applicant seeking to apply for clearance required for operation of an industry before
commencement of commercial production shall apply in the combined application form
(schedule –II) along with the requisite fees & documents.
(3)
The combined application form duly filled in shall be submitted in triplicate along with
relevant enclosures, certificates, fees, receipts & attachments.
(4) Every applicant shall furnish the form of Self –Certification as specified in
Schedule – III on a non –judicial stamp paper of the value equivalent to security bond.
( 5)
The applicant shall complete the checklist & submit the signed checklist with enclosures.

Fees shall be collected from the applicant for processing applications for establishment of
Industries with Project cost are as follows: 1. Up to Rs 3 crore
2. From Rs. 3 crore toRs.50 crore

If required for additional information by the concerned Authority, the applicant shall be
asked to produce the same before the D.I.C / IPICOL within reasonable time.
Benefits / incentives available for Micro& Small Enterprises under IPR-2007.

Micro & small enterprises (MSE) can avail single window mechanism by applying at
DLSWCA i.e. D I C Nayagarh on payment of required processing fees.
MSE can avail land at concessional industrial rate @ 1.5 lakh / Ac (for NAC area)
and @ 0.5 lakh / Ac (for Non-NAC area).
MSE can avail stamp duty exemption as per IPR-2007.
MSE can avail Entry Tax exemption, VAT re-imbursement, re-imbursement of ET etc
as per IPR-2007.
MSE can avail Interest subsidy @ 5% per annum on term loan for 5 years from DOP
subject to limit of 10 lakhs for micro & 20 lakhs for small enterprises.
MSE can avail exemption of payment of ED up to a contract demand of 110 KVA for
5 years from the date of availing power supply for commercial production.
MSE will get @ 50% of the registration cost (Max 5 lakhs) for patent and intellectual
property right.
MSE will get @ 50% of the quality certification charges (Max 2 lakhs) for obtaining
quality certification from BIS and other internationally recognized institutions.
MSE will get re-imbursement of 50% of cost of purchase of technical know-how up to
1 lakh for indigenous technology and up to 5 lakhs for imported technology.
All SMEs / Khadi & Village Inds / Handloom & Handcraft will enjoy price preference
of 5 % over local medium and large industries inside and outside the state. Local
SME having ISI / ISO certification will get additional price preference of 3%.
PRIME MINISTER EMPLOYMENT GENERATION PROGRAMME(PMEGP)
1. PMEGP is a Central Govt. scheme implemented through DIC/KVIB/KVIC in place of
PMRY & REGP from the year 2008-09
2. Eligible criteria
a. Any individual, above 18 years.
b. No income ceiling
c. Atleast VIII pass for project cost more than Rs 10 laks for Manufacturing & Rs 5
lakhs for service sector.
d. Only new projects will be assisted under the scheme.
e. Only one member from one family will be assisted under the scheme.
f. Applicants already availed any Govt. subsidy are not eligible.

Note: (1)Project cost means Capital expenditure plus one cycle working capital.

(3)The balance amount of the project cost will be provided by the bank.
(4)Per capita fixed capital investment for full time artisan or worker should not be more
than
Rs 1 lakh.
REHABILITATION OF HANDICRAFT ARTISANS(RHA)
Under the scheme the only Handicraft artisans are assisted by financial institutions &
25% of the project cost or maximum Rs 5000/-margin money subsidy is provided.
SKILL UP-GRADATION TRAINING UNDER CRFT VILLAGE CLUSTER DEVELOPMENT
Skill up-gradation training is being given to artisans under the following programme
1. Disign Development programme.
2. Guru Sishya Parampara
3. Emploment Mission
4. Master Crafts Man
During training period the trainees are provided with raw materials, stipend & free tool kits.
DESIGN DEVELOPMENT PROGRAMME
There is provision of providing Design Development programme to the skilled handicraft
artisans by a reputed designer.
EXPOSURE VISIT
There is provision of deputing trained artisans to some handicraft developed places both
inside and outside state for enhancement of their knowledge with respect to making, availability
of raw materials, use of modernize tool kits etc.
