THE INTERNATIONAL ROUND KURLAND HISTORIC MOTORCYCLE RALLY 13th – 15th July, 2007 RIGA –TUKUMS – SLOKENBEK-- ROJA -- KOLKA LATVIA REGULATIONS 1. General 1.1. The Rally is open to the riders of historic motorcycles and cycle cars, whose entries have been accepted and have been fully paid before the Rally Entry Deadline. All the participants must represent Historic Vehicle Clubs or One Make Clubs. The machines must be manufactured before year 1979. Machines not complying with age limit may be admitted as an exception by the Technical Committee, but they will not appear in the results. 1.2. The Rally has been designed as a traditional event, consisting of two parts – a Timed Competitive/Un-timed Road Run on the roads of Kurland and a Regularity Hill Climb Competition on the Tukums town hill. The participants of the Timed Road Run and Regularity Hill Climb will compete for several traditional travelling cups and other prizes. 1.3. The participants (riders and passengers) will take part in the Rally at their own risk after they have signed a Rally Indemnification Document on the Entry Form. 1.4. Only those participants and machines shall be allowed to participate (in all riding activities, including parades), which have been registered, passed technical scrutineering and which have proper riding gear – a motorcycle helmet of approved type, long riding pants, jacket and boots. Participants failing to comply with this regulation will be disqualified from riding in the Road Runs and participating in the Regularity Hill Climbing competition. 1.5. Only vehicles displaying valid registration marks will be allowed to participate. 1.6. All participants must produce upon registration a valid 3rd party insurance policy. 1.7. Participants younger than 18 years can participate only if their application has been signed by a parent or a guardian. All participants must have valid Driver’s Licence – class “A”. Class “B” Driver’s Licence holders are allowed to ride a motorcycle not exceeding 125 cc capacity or 13 kW. 1.8. Any unauthorised driving of machines or starting of engines without the consent of the organizers shall be considered as a breach of the Regulations. 1.9. All participating machines must display in front their riding numbers, doubled by the same numbers affixed to the belt or to the rear of the machine. The results will not be counted if the participants will fail to display their riding numbers. 1.10. Entries are not transferable, changing of machines is only allowed after permission is granted by the organizers. 1.11. Clothing of comic nature is not allowed. 1.12. Changing of machine/rider during the Road Run is not allowed. 1.13. Pillion passengers shall not be allowed at the Hill Climbing Competitions. For sidecar machines and three-wheelers one passenger shall be mandatory. 1.14. Upon starting special coloured stickers will be affixed to the rider’s numbers. Participants with riding numbers displaying special coloured stickers will be entitled to receiving rally souvenir prizes. 1.15. The organizers are allowed to participate in the Road Run and the Hill Climb outside competition only. 1.16. Each country, interest group or one make group may enter a team, comprising 3 riders and 3 eligible machines for the rally. The name of the team must be entered on the Entry Form. In order to be eligible for the Team Prize the team participants must ride in the Timed Road Run and participate in the Regularity Hill Climbing Competition. 2. Road Run 2.1. The participants shall start at the Road Run with an interval of 1 minute. 2.2. Before the start of the Road Run each participant must sign on in the Participant’s Roll and after finishing they must sign off. 2.3. The riders will start according to their starting numbers and the instructions of the marshals. Participants who are late at start will have to start after the last man away. 2.4. Participants are expected to obey the Sporting Code and the Highway Code – in case of dangerous overtaking or severe violation of the Highway Code the participants will be disqualified and their results annulled. 2.5. Participants may choose to participate in the Road Run also in the Un-timed category. Untimed participants shall not be entitled to receive Rally Prizes apart from Souvenir Prizes. 2.6. In case of an emergency or a break-down when it is not possible to proceed with the Road Run, the participant should telephone the organizers informing them about the whereabouts of the machine and wait for the back-up van. Emergency telephones are listed on the route cards. There will also be Travelling Marshals on duty en route. They will be equipped with mobile phones. 3. Regularity Hill Climbing Competition 3.1. Each participant must make 2 hill climbing runs at the Tukums hill from a standing start, each run will be timed. There will be one practice run before the Hill Climb. 3.2. Flying start shall only be allowed for machines with single speed or belt drive. 3.3. The winner shall be determined according to the smallest differences between the 2 runs. In case of a tie the oldest machine will be the winner. 3.4. It shall be strictly forbidden to drive downhill in order to return to the starting line. Special bypass road will be provided for this purpose. Please follow the instructions of the marshals on duty. 3.5. In the event of an engine stopping during a Hill Climb, it is allowed to coast the machine downhill, following the instructions of the marshals. 3.6. The organizers sincerely hope that the participants will respect the security of other participants as well as sporting ethics and the age of their machines. 4. Prizes 4.1 To the Furthest Travelled Participant. 4.2 For the Biggest Combined Age of Rider and Machine. 4.3 To -- Miss Kurland Round 2006. 4.4 Newcomer’s Prize for a Debut with a Recently Restored Machine. 4.5 For the Best Preserved Machine at the Rally. 4.6 For the Most Popular Period Dress of the Rider/Passenger. 4.7 Travelling Cup for the Best Overall Result by a Foreign Participant. 4.8 Travelling Cup for the Best Overall result by a Baltic Participant (Except Latvia) 4.9 Finnish Auto Moto Retro Travelling Prize for Technically Most Interesting Machine. 4.10 A. Baders’ Travelling Prize for the Best Result in Hill-Climbing Competition achieved by a Member of the AAK SMS. 4.11 J. Ramba’s Travelling Prize for the Best Overall Result in Competitive Riding + wrist watch. 4.12 SMS Travelling Prize for the Best Result in the Competitive Road Run on a Pre-war Machine. 4.13 SMS Travelling Cup for the Best Result in the Competitive Road Run on a Post-war Machine. 4.14 Team Prize for the Best Team Performance Overall. 4.15 Consolation Prize for the Worst Technical Hard Luck Story at the Rally. 4.16 Consolation Award for the Biggest Misunderstanding at the Rally. 4.17 All participants shall receive a Souvenir Prize after the finish of competitive riding. 4.18 Maximum number of Concourse Prizes presented to a participant shall be 1, except Competition Prizes. 4.19. All Travelling Prizes at the Kurland Rally shall be presented to participants only once. If any competitor is entitled to the same Travelling Prize next year it will be presented to the second best competitor (or third best if a tie occurs). 4.20 Travelling prizes must be returned to the AAK SMS before 1st June of the following year.
