Broadcaster Questionnaire 125th IOC Session Buenos Aires Argentina Broadcast Coverage Overview Please note, the following Overview provides a brief explanation of the Broadcasting Plan for the 125th IOC Session and is also designed to help further explain the Broadcaster Rate Card Part B for the event. Note that, the specific rate card item numbers are reflected in some of the items presented below. An additional 125th IOC Session Connectivity Block Diagram has been included to help further outline the Session Broadcast Plan and also includes the specific rate card item numbers when applicable. General On behalf of the IOC, OBS is responsible for the production of the host signals of the 125th IOC Session in Buenos Aires, OBS is working in coordination with the Local Organising Committee to create these signals and is trusting Eurovision as the Technical Services Provider. OBS will provide the live radio and television coverage of all events taking place in the venue for the 125th IOC Session. The complete list of these events provided Live can be found later in this Broadcaster Questionnaire. The International Broadcast Centre for the IOC Session will be located outside the hotel in a temporary facility located at Parque Mujeres Argentinas, 150m from the Hilton Buenos Aries. The IBC will offer space for broadcasters (bookable through Broadcast Rate Card Part A), as well as be the location of the Master Control Room (MCR). Standard coverage for the IBC Session will be in HD 1080i 50Hz, the Argentinean standard, with other formats available upon request. Multilateral Signals Distribution The IOC Host Signal will consist of two simultaneous video signals, plus one audio channel (PA), plus one translation per signal (B.1.1.1). The City presentations and the City media conferences may overlap and thus the need for two simultaneous video signals. The radio international signal will include one audio channel (PA) and a single translation per signal defined by the RHB (B.1.1.3). The various multilateral signals outlined will be terminated in the broadcasters´ space in the IBC. IP feed for video streaming can be provided upon request. 1 Unilateral Facilities (IBC & Hilton) Various unilateral facilities will also be made available which broadcasters can utilize to tailor their particular broadcast coverage of the event. Dedicated standups located outside the hotel and near the IBC will be provided with camera operators (B.1.2.1), without camera operators (B.1.2.2) and unequipped (B.1.2.3) – connectivity to the IBC is provided in all these items. Bookable mixed zones outside the Session Hall and another outside the Announcement Ceremony Hall (B.1.2.5 A/B) are available. Commentary positions in limited quantities for the Announcement Ceremony of the 2020 City (B.1.2.6) are available (September 7 only). Broadcasters may book an ISDN line for these positions from Part A of the Rate Card. Please note, as part of the booking, the standup and mixed zones will be provided with a tie line from the particular position back to the MCR in the IBC. However, Broadcasters must book an additional tie line if they wish to bring the feed from the MCR back to their dedicated space in the IBC or to the Satellite Farm (B.1.3.1). Please note, RHBs will not be allowed to do any of their own cabling within the Hotel or the IBC. Broadcasters can also book the use of a single man ENG crew (B.1.2.9) International Connectivity & Services The various available feeds from the event can be provided from your studio in the IBC to the Americas, Europe and or Asia based on the rates provided in B.2.1 as well as additional connectivity and services available in the remainder of the Rate Card Part B. 2 Instructions for Booking Unilateral Facilities: All Broadcast and Radio Organisations should complete this questionnaire detailing all their requests.
