Description of content: This general measure will lay down metrological and technical requirements for specified measuring instruments, including testing methods for the type approval and verification of those instruments, which in this case are systems used for detecting the presence of ionising radiation sources in illegal or unauthorised transport monitors for road or rail vehicles. 7. Objective and rationale, including the nature of urgent problems where applicable: Systems used for detecting the presence of ionising radiation sources in illegal or unauthorised transport - monitors for road or rail vehicles, are specified measuring instruments within the meaning of § 3(3) of Act No 505/1990 on metrology, as amended, and are therefore subject to state metrological control, i.e. type approval and verification of specified measuring instruments. Currently, specific metrological and technical requirements are contained in European standards and national technical standards. This state of affairs needs to be addressed by incorporating the requirements into a binding general measure within the meaning of § 24(c) of Act No 505/1990 on metrology, as amended, in order to prevent problems with their enforceability.
